Butler traverses oft-noted but little understood events in the political and social establishment of the Carolina colony. In the wake of the English Civil Wars in the mid-seventeenth century, King Charles II granted charters to eight Lords Proprietors to establish civil structures, levy duties and taxes, and develop a vast tract of land along the southeastern Atlantic coast. Butler argues that unlike the New England theocracies and Chesapeake plantocracy, the isolated colonial settlements of the Albemarle—the cradle of today's North Carolina—saw their power originate neither in the authority of the church nor in wealth extracted through slave labor, but rather in institutions that emphasized political, legal, and religious freedom for white male landholders. Despite this distinct pattern of economic, legal, and religious development, however, the colony could not avoid conflict among the diverse assemblage of Indigenous, European, and African people living there, all of whom contributed to the future of the state and nation that took shape in subsequent years. Butler provides the first comprehensive history of the proprietary era in North Carolina since the nineteenth century, offering a substantial and accessible reappraisal of this key historical period.

Book excerpt: In 1913 the State of North Carolina officially recognized Robeson County Indians as "Cherokees," a designation that went largely unnoticed by the Federal Government. When the same Indians petitioned for Federal recognition and assistance in 1915, the Senate tasked the Office of Indian Affairs to report on the "tribal rights and conditions" of those Robeson County Indians. Special Indian Agent Orlando McPherson, a Midwesterner who was in the final stages of a long career as a civil servant, was commissioned to investigate. The resulting federal report is essentially literature review in the guise of fact-finding. It relies heavily on Robeson county legislator Hamilton McMillan's musings on the relationship between Sir Walter Raleigh's Lost Colony and the Indians around Robeson County. The report reaches many erroneous conclusions, in part because it was based in an anthropological framework of white supremacy, segregation-era politics, and assumptions about racial "purity." In fact, later researchers would establish that the Lumbees, as Malinda Lowery writes, "are survivors from the dozens of tribes in that territory who established homes with the Native people, as well as free European and enslaved African settlers, who lived in what became their core homeland: the low-lying swamplands along the border of North and South Carolina." Excavations would later establish the presence of Native people in that homeland since at least 1000 A.D. Ironically, McPherson's murky colonial history connecting Lumbees to early colonial settlers was used to legitimize them and to deflect their categorization as African-Americans. The McPherson report documents one important phase of an Indian people's long path to self-determination and political recognition, a path that would designate them variously as Croatan, Cherokee Indians of Robeson County, Siouan Indians of the Lumber River, and finally, Lumbee--the title of their own choosing and the one we use today. Hunter, one of North Carolina's outstanding black reformers, was born a slave in Raleigh around 1851, and he lived there until his death in 1931. As public school teacher, journalist, and historian, Hunter devoted his long life to improving opportunities for blacks. A political activist, but never a radical, he skillfully used his journalistic abilities and his personal contacts with whites to publicize the problems and progress of his race. He urged blacks to ally themselves with the best of the white leaders, and he constantly reminded whites that their treatment of his race ran counter to their professed religious beliefs and the basic tenets of the American liberal tradition. By carefully balancing his efforts, Hunter helped to establish a spirit of passive protest against racial injustice. John Haley's compelling book, largely based on Hunter's voluminous papers, affords a unique opportunity to view race relations in North Carolina through the eyes of a black man. It also provides the first continuous survey of the black experience in the state from the end of the Civil War to the Great Depression, an account that critiques the belief that race relations were better in North Carolina than in other southern states.
