Book excerpt: Excerpt from Who's Who in China (Biographies of Chinese) In connection with the inclusion of a number of Chinese individuals now in the service of the Japanese puppet state Manchukuo, a word of explanation seems neces sary. Those listed, only nine in number, have been included for two reasons: First, for the purpose of general information. In view of the part they have played in Manchurian Affair and their present apparent importance in the puppet state of Manchukuo, there is an interest on the part of the public in knowing who they are and what they have done in the past. Secondly, despite their present activities against China, they have not as yet been officially deprieved of their Chinese citizenship by the Government and there fore must continue to be regarded as Chinese citizens. As a matter of fact, some of the Chinese officials in the puppet state have been acting under duress and their sincerity in working with the Japanese is still a matter of question. In view of the these con siderations, we see no serious objection to including them in a book which is primarily devoted to interests of Chinese citizens. However, in order to avoid misunderstand ing on the part of the Chinese public, we have considered it advisable to group them together in one section under the heading of Manchukuo officials.
