Book excerpt: Based on micro-level empirical research, this book uniquely addresses the problem of arsenic contamination in ground water in Bangladesh in a comprehensive way. At the outset, the book puts forward the opinions of experts regarding the cause of arsenic contamination in ground water in Bangladesh, followed by sample surveys depicting socioeconomic and arsenic-related situations in three arsenic-affected villages in Meherpur district, Bangladesh. The major contribution of the author is the mixed-integer Pareto optimality model (tested and proved through computer simulation), developed in order to supply safe water to the badly affected people in Taranagar village. The model takes into account such issues as the costs of different safe water options, exposure to arsenic and bacteria, distance of the water source from home, indigenous cultural traits, environmental safety and acceptability of the options to the people. Besides successful development and application of the model, the book outlines ways to persuade people to change their habits regarding drinking tube-well water and proposes a system through which safe water can be supplied to Taranagar village. The book emphasizes socioeconomic, environmental and administrative aspects of selecting an optimal safe water option and ensuring consumption from safe water sources, which can be tested for other arsenic-affected areas as well. With relevant, attractive charts, tables, graphs, flowcharts and other graphics and with lucid language, the book makes rather difficult theoretical economics issues easily comprehensible and interesting to general readers, graduate and undergraduate students, researchers and NGO/GO workers who are dedicated to providing safe water to people affected by arsenic contamination.

Her body remained hung on the fence as a warning to those who illegally crossed an international border. Migration to India from the current geographical and political entity called Bangladesh is more than a century old and had begun long before the nation states were created in South Asia. Often termed as ‘foreigners’ and ‘infiltrators’, Bangladeshi migrants such as Felani find their way into India for the promise of a better future. Post 1971, there has been a steady movement of people from Bangladesh into India, both as refugees and for economic need, making this migration a complex area of inquiry. This book focuses on the contemporary issue of undocumented Bangladeshi migration to the three Indian states of Assam, West Bengal, and Delhi, and how the migrants are perceived in light of the ongoing discourses on the various nationalisms in India. Each state has a unique history and has taken different measures to respond to Bangladeshi migrants present in the state. Based on extensive fieldwork and insightful interviews with influential members from key political parties, civil society organizations, and Hindu and ethnic nationalist bodies in these states, the book explores the place and role of Bangladeshi migrants in relation to the inherent tension of Indian nationalism.

Three broad market failures constitute the primary arguments for this form of government intervention: a lack of market integration stemming from inadequate infrastructure, the absence or inadequacy of risk-mitigating institutions and markets, and the need to protect the world's poorest communities from a volatile global market. Opponents of such public intervention schemes claim that the old rationales are no longer convincing, that the programs are not cost-effective and do not allocate resources optimally, and that private institutions are strong enough to take over many of the functions traditionally performed by parastatals. In From Parastatals to Private Trade, the editorsclearly from the latter camppose three general questions: Why must parastatal-centered policies in Asia change, when should policy changes occur, and how should such change happen: gradually or abruptly? Book excerpt: The researchers who have written this volume are clear not only that mass poverty is still the leading humanitarian crisis in developing countries, but that, if effective policies are to be put in place, the national elites who control governments and economies need to be convinced of both the reasons why reducing poverty is in their own and the national interest, and that public action can make a difference. Remarkably, in the rapidly growing literature on poverty, this volume is the first to use survey techniques to explore Third World elites' attitudes to poverty. Five cases - intended to be broadly representative of the diversity of situations in developing countries - were chosen: Brazil, South Africa, the Philippines, Bangladesh and Haiti. While the authors found major differences in how national elites understand and represent poverty, the classic threats that induced elites in late 19th Century Europe to be concerned with reducing poverty - the fear of crime, epidemics, military weakness or political unrest - do not feature prominently in the consciousness of most Third World elites. Nor do most of them believe that there is a viable solution to poverty through public action. The findings in this book throw light on one reason for the relative ineffectiveness of poverty reduction strategies hitherto, and the huge importance of presenting the problem of poverty in ways that fit more closely with the ways in which national elites understand their world.

It considers the crimes mastaans commit, the ways they divide labour, and how and why street children become involved in these groups. The book explores how street children are hired by ‘mastaans’, to carry weapons, sell drugs, collect extortion money, commit political violence and conduct contract killings. The book argues that these young people are neither victims nor offenders; they are instead ‘illicit child labourers’, doing what they can to survive on the streets. This book adds to the emerging fields of the sociology of crime and deviance in South Asia and ‘Southern criminology’.
