More than ever, Americans rely on independent special districts to provide public services. The special district—which can be as small as a low-budget mosquito abatement district or as vast as the Port Authority of New York and New Jersey—has become the most common form of local governance in the United States. In Governing the Tap, Megan Mullin examines the consequences of specialization and the fragmentation of policymaking authority through the lens of local drinking-water policy. Directly comparing specific conservation, land use, and contracting policies enacted by different forms of local government, Mullin investigates the capacity of special districts to engage in responsive and collaborative decision making that promotes sustainable use of water resources. She concludes that the effect of specialization is conditional on the structure of institutions and the severity of the policy problem, with specialization offering the most benefit on policy problems that are least severe. Mullin presents a political theory of specialized governance that is relevant to any of the variety of functions special districts perform. Governing the Tap offers not only the first study of how the new decentralized politics of water is taking shape in American communities, but also new and important findings about the influence of institutional structures on local policymaking.

Book excerpt: The objectives of this project were (1) to measure consumer satisfaction with tap water quality, (2) to investigate demographic trends in consumer satisfaction and consumption of tap water alternatives, (3) to identify the factors that cause consumers to purchase and use bottled water and POU/POEs, and (4) to develop a list of recommendations for water utilities that can improve consumer satisfaction and help bridge gaps between perception and reality. The following are highlights from the research project: Consumption rate of tap water alternatives is highly dependent on geographic location (20% usage rate in the Midwest vs. 80% on the West Coast). Tap water drinkers are more satisfied (20% on average) than tap water alternative drinkers concerning various aspects of tap water (e.g., overall quality, taste, appearance, smell, safety, healthiness). Tap water quality had limited influence on consumer satisfaction. The highest level of correlation (between satisfaction and water quality) was found to have an R2 - value of 34%-64% for hardness and total dissolved solids. Safety was the primary motivator for filtered water drinkers. Bottled water drinkers were divided between taste, safety, and healthiness.

The first label is the Unified Water Label (UWL), promoted by the European Bathroom Forum (EBF, representing manufacturers of water taps, shower heads etc in Europe), and the second one is the Swedish Energy label for water taps, developed by the Swedish Technical Committee TK519 (consisting of Swedish manufacturers and the Swedish Energy Agency).Whereas the UWL is based on water flow only, the Swedish label is based on both water flow and rinsing performance. The results show that the Swedish label is better in differentiating between taps in terms of energy use and, according to preliminary results, also in terms of water use.

Book excerpt: The provision of safe drinking water is one of the primary responsibilities of all governments, which address and share this responsibility through various levels of administration, ranging from the municipal to federal level, and further sharing of such responsibilities with public or private water utility companies. Recent reviews indicate the existence of significant vulnerabilities of all components of the infrastructure in general, among which the water supply systems are considered the most critical because of it’s importance to human life. Indeed, such systems encompas huge number of stuctures, plants and devices that might become a target of sabotage, and they all may be found in major components of each water supply system: the raw water sources (usually a reservoir, a river intake, or groundwater aquifer), water purification plants (encompassing various treatment processes), and water distribution networks bringing potable water to the consumers. Consequently, the reality of the post-September 11 situation forces the operators of water supply systems throught the world to examine the security and safety of their systems, it’s vulnerability to intentional interference and sabotage with respect to quantity and quality of potable water. In assessing the system vulnerability, there is an urgent need to develop emergency response plans providing ways and means for alternative water supply for the moment of system operation disruption, and system remediation and recovery after the attack.
