First, to what degree did American economic prosperity depend upon being a major active participant in maritime commerce? Second, what were the naval implications of such action with respect to the extension and defense of important, if not vital, American interests? Third, what role should the U.S. Government play in the promotion of maritime commercial activity and the creation of the naval forces required to protect American overseas trade? And fourth, what changes, if any, were required with respect to the direction of American foreign policy? In 1890, Captain Alfred Thayer Mahan, a serving officer in the U.S. Navy, published The Influence of Sea Power upon History, 1660-1783. This book provided a comprehensive statement about maritime commerce, naval power, government policy, and international politics that became the theoretical point of departure for almost all discussion of what was widely regarded to be the most important national security problem of the day, both in the United States and around the world. Today, the importance of space as a venue for economic and military activity in certain respects resembles the conditions of maritime commerce and naval power in the late 19th century. These circumstances prompt two questions: first, is a history-based exploration of prospects and possibilities of spacepower, in the manner of Mahan, a viable intellectual proposition? Second, does his work contain ideas that are applicable to spacepower or at least suggest potentially productive lines of inquiry? Addressing these issues, however, requires a sound foundation-namely, an accurate understanding of Mahan's major arguments and his manner of reasoning. Unfortunately, misunderstanding Mahan is the rule rather than the exception. His writing is rarely read, and the bulk of the critical literature is corrupted by serious interpretive error. What follows is a schematic representation of Mahanian argument that can be related to the consideration of the nature of the theoretical problem of space-power.

Unlike the previous between the USA and the USSR that resulted in multiple Moon landings, this is a new space race to expand and exploit the resources of the solar system. America initially embarked on this race in a similar fashion to the previous one, focusing on scientific exploration of deep space and satellite support to terrestrial military forces. The new space race demands a new mindset that integrates maritime commerce and naval warfare principles into space missions using a whole of government approach. The goal is national power projection into the space domain, both deep space itself and the planets and moons in it. The purpose of this book is to examine China's theory and strategy in the current space race, extrapolate the current strategic trajectories, and then propose a new theory and strategy for space that will result in a continuous advantage for America, its allies, and all lawful and non-hostile users of space. Space Development Theory posits that new areas and domains go through a progression of exploration, expansion, exploitation, and exclusion. America's space experience is almost exclusively in exploration with some expansion into Earth's orbits while China is moving quickly to both expand and exploit resources on the Moon and beyond. America must embrace a new paradigm for space or live in a world dominated by China's policies and global organization.

The issues considered here include the military space requirements for broader competition, the unique value space provides for militaries, the human capital required to build space strategy, the comparative advantages of U.S. allies in space, the role of space strategy for our competitors, and how to think about integrating space into broader defense strategy. We have found many signs of progress in identifying new strategic challenges in space and developing new strategic thought. There has been good progress in linking U.S. military strategy to the broader imperatives of an era of strategic rivalry and competition among major powers. But progress is not success. And the latter appears to be a long way off. Among the expert community we have found substantial dissatisfaction with the rate of progress relative to the rate of change and to the need for ideas well founded in current realities. This small volume is intended to help catalyze and inform thinking about these challenges. It draws on work at CGSR and elsewhere exploring the links between competitive strategies and the U.S. military space enterprise. It also draws on discussions from a workshop we convened in December 2019.
