Book excerpt: A 2023 Choice Reviews Outstanding Academic Title The Malfunction of US Education Policy: Elite Misinformation, Disinformation, and Selfishness biased and inefficient information dissemination that has degraded US education research and policy since the year 2001, when a series of unfortunate disruptions began: first, the No Child Left Behind (NCLB) Act and federal imposition of an idiosyncratic and ineffectual testing program; second, the “big bang” reorganization of the US education testing industry from a stable, cooperative oligopoly run by psychometricians to a commercially competitive free-for-all with more opportunist and customer-pleasing ambitions; and third, the Common Core standards, which mandated homogenous lower content standards onto the still required NCLB testing structure. Billions from the federal government and wealthy foundations have transformed many once-independent national education organizations into “cargo cult” dependents and promoters of the new order, intolerant of divergent points of view. The research and policy brain trust responsible comprised an alliance of convenience among two “citation cartels” of establishment and reform scholars and politicos, and an astonishingly cooperative and un-skeptical group of journalists. It succeeded in focusing attention on their work, while diverting attention away from a much larger universe of others’ work (by ignoring, dismissing, or demeaning it) that included a century’s worth of mostly experimental scholarship in the fields of psychology and program evaluation.

Book excerpt: This book is the result of research from over fifteen countries, asking which background and environmental factors influence achievement in mathematics and science. This research is based on data from the Third International Mathematics and Science Study (TIMSS), which was conducted under the auspices of the International Association for the Evaluation of Educational Achievement (IEA) in 1995 and 1998. In many countries researchers have started secondary analysis of the data in search for relationships between contextual factors and achievement. In these analyses two different approaches can be distinguished, which can be characterised by the metaphors of ‘fishing’ and ‘hunting’. In the ‘fishing’ approach, researchers begin with an open mind, considering all possible context variables as potentially influential. Applying analysis techniques such as regression analysis, Lisrel, PLS, HLM, and MLN, they then identify important factors within their countries or across a number of countries. In the ‘hunting’ approach, researchers hypothesise certain context variables and trace the effect of these variables on mathematics and/or science achievement.

Book excerpt: The author seeks to broaden our understanding of the determinants of student achievement among East Asian economies using the TIMSS-R data set and, in the process, to remedy some of the ambiguities in the literature to date. These ambiguities are frequently due to the sparseness of detailed data on students, teachers, and schools. The TIMSS-R data set offers detailed information on these variables, which is not typically available from other sources, allowing the author to isolate the impact of various factors affecting student achievement, while controlling for specific characteristics of the students, teachers, and schools surveyed. The results indicate that the most consistent factors affecting student performance are characteristics associated with students (innate abilities and home resources). Moreover, the author does not find any consistent relationship between the performance of students and school resources or teacher autonomy, both of which are often advocated in the discussion of education reform.

Book excerpt: Laura Zapfe’s aim is to explain how education system and school characteristics affect the gender gap in mathematics and reading competencies. She adapts the macro-meso-micro model. At the micro level, she uses theories, e.g., gender-specific socialization, highlighting how gender-specific expectations and stereotypes cause gendered interest and skills and therefore gender differences in mathematics and reading. Deriving a macro-meso-micro link, she explains how education system characteristics such as competition, differentiation, and standardization, and school characteristics could increase or decrease the gender-specific socialization effects, leading to larger or smaller gender gaps in mathematics and reading competencies. On this basis, she performs a cross-national comparison of 78 countries participating in the Programme for International Student Assessment (PISA) 2018, combined with further researched macro data with three-level mixed-effects models. The results show that boys have an advantage in mathematics, girls have an advantage in reading, the gender effects are slightly higher for reading, and the gender effects at the school level are more pronounced than those at the country level.

Book excerpt: We estimate the effect of class size on student performance in 18 countries, combining school fixed effects and instrumental variables to identify random class-size variation between two adjacent grades within individual schools. Conventional estimates of class-size effects are shown to be severely biased by the non-random placement of students between and within schools. Smaller classes exhibit beneficial effects only in countries with relatively low teacher salaries. While we find sizable beneficial effects of smaller classes in Greece and Iceland, the possibility of even small effects is rejected in Japan and Singapore. In 11 countries, we rule out large class-size effects.

The education reform movement of the past 15 years has focused on raising academic standards. Some standards advocates attach a testing mechanism to gauge the extent to which high standards are actually accomplished. On the other hand, some critics view the push for standards and testing as precisely what ails American education. They view testing generally as an impediment to reform, an antiquated technology that reflects an antiquated view of teaching, learning, and social organization, and perpetuates inequality. At the same time, the testing profession has produced advances in the format, accuracy, dependability, and utility of tests. Never before has obtaining such an abundance of accurate and useful information about student learning been possible. And, never before has the American public been in such agreement about the value of testing for measuring student performance, monitoring the performance of educational systems, gauging the success of reforms, and accountability. acknowledge the benefits of testing. Many of these measurement specialists also believe that those benefits have been insufficiently articulated in the public discussions of testing. Although much has been written over the past decade on standardized testing policy, little has been published by measurement specialists who support the use of external, high-stakes standardized testing. Most of the published material has been written by those opposed to such testing.
