The economic and health burdens associated with poor quality diets are a worldwide concern, but for low- and middle-income countries (LMICs), the long-term impact of these burdens has the potential to be especially devastating. Many of these LMICs are currently grappling with the deepening multiple burdens of malnutrition, with undernutrition, nutrient inadequacies, and overweight and obesity often presenting simultaneously in communities, households and even in single individuals. Time-relevant data is a necessary and critical component of any process or initiative that aims to ensure healthy diets. Robust data on what people eat in a country enables an understanding of current food consumption practices, and provides an evidence-based foundation for the design and implementation of targeted and well informed actions, policies and messaging to address the key issues related to healthy eating.The purpose of this report is to take stock and celebrate the collection and use of dietary data in LMICs, and generate further momentum for investment in government-led dietary surveys in LMICs. Section 1 provides a global overview of dietary surveys carried out in LMICs from 1980 through 2019, analysing key characteristics and trends over time. Section 2 celebrates the increased investment in dietary surveys in LMICs by highlighting country stories related to dietary survey initiation, implementation and data use. Section 3 is aimed at generating further momentum for investment in government-led dietary surveys in LMICs by illustrating, through data visualizations, the type of information dietary data can provide for policy makers.

Book excerpt: The EU continuously searches for more effective policy towards its eastern neighbourhood, which is reflected in the on-going adaptation of its existing approaches, discourses and policy strategies to the new challenges of its external environment. In order to understand the complexity and limitations of the EU framework under the European Neighbourhood Policy (ENP) and the Eastern Partnership Initiative (EaP) – that is, to consider the interface between policy instruments, institutional structures, and multiple agents – one needs to adopt an original analytical perspective of practices to comprehensively assess the policies’ outcomes. This volume therefore offers an examination of social practices as implemented through the use of policy instruments and subsequently embedded into the existing/emergent social structures which shape and determine the EU-neighbours’ relations. To gauge success of the ENP in the eastern region, the manuscript pulls together a rich collection of geographical and thematic case-studies, joined by the overarching conceptual framework of practices. This study’s principal aims are to discern patterns of social practices which guide agents’ interactions in different policy areas; to explore the origin and effect of these practices (the role of dominant discourses, logistical imbalances, deliberate strategies, etc.); and to explicate the nature of the emerging social structures being established in the eastern region. This approach is distinctive from other constructivist undertakings as it allows to synergise the meanings of social actions (through the focus on agents and instruments), and their structural extensions (through the focus on emergent structures) across geo- and bio-political localities of the EU and its eastern neighbourhood. Reducing these inequalities could have a de-escalating effect, yet there is little consensus on how this can be achieved most effectively and sustainably. Decentralisation is held to improve inter-ethnic relations in multi-ethnic states by allowing territorially concentrated groups greater autonomy over their own affairs, and the case of the Republic of Macedonia offers an example of the successes and failings of decentralisation. Decentralisation and the Management of Ethnic Conflict offers new insight into the dynamics of conflict management through decentralisation, using an in-depth case study of decentralisation in the Republic of Macedonia between 2005 and 2012. Guided by the concept of horizontal inequalities, the volume identifies the factors which influenced the decision to devolve responsibilities to the municipalities after 2001.Taking an integrative approach to studying the political, administrative, and fiscal dimensions of decentralisation and its implementation, the book investigates whether these institutional reforms have indeed contributed to the reduction of inequalities between Macedonia’s ethnic groups, and what the obstacles were in those areas in which decentralisation has not reached its full potential. The key lesson of the Macedonian case is that attempts to solve internal self-determination conflicts through decentralisation will fail if local self-governance exists only in form but not in substance. This book contributes to a more nuanced understanding of the challenges facing different forms of decentralisation in the long term, and as such represents a significant contribution to Conflict Studies, Development Studies and Political Science more generally.

Existing welfare state theories mainly tend to explain the emergence and development of the welfare state in the western, industrialized and capitalist world. While the states of Central and Eastern Europe have recently been integrated in the academic discourse, the countries of the former Yugoslavia have been predominantly excluded from comparative analysis. Issues of nationalism and ethnic polarization have been prevalent there while socio-economic issues have been put on the back burner. This book explores what happened to the strong social states and relatively equal societies which existed in Slovenia, Croatia, Serbia and Macedonia, and looks into what accounts for these diverse outcomes. By investigating the applicability of the theories on welfare state development and typologization, it fills in the gap in the welfare state literature. It offers an original typology of social citizenship that takes into account the diversity of welfare policy formations across the region. The aim of this typology is not to compete with existing ones, but rather to offer a framework for better understanding of states that do not necessarily fit into known explanatory categories. In a global context of changing economic circumstances and contending political responses, macroeconomic policy and welfare state reform become order of the day. By featuring the ways that states adjust to new pressures, this book’s arguments may come in handy to those trying to make sense of the crisis and the powers that drive the policy solutions.

At a time when American foreign policy seeks to redefine its objectives and its methods of intervention, the monolithic ideological assumptions of the state as the panacea to all social ailments, both as a format and a vehicle of norm delivery, seemingly dooms American foreign policy and European allies, to the repetition of old mistakes. In environments where interests and priorities are shaped on a highly localised basis, interventionist agendas often lack relevant meaning. The book focuses in particular on the contrast between the assumptions inherent in ‘Western’ interventionist strategies and social interest formation in Afghanistan, Somaliland, and Somalia. Based on extensive fieldwork, the book draws on available literature and on interviews with local population or international aid and development workers. The conclusion is that in the cases examined, the agency of local interest groups largely controls the outcome of external strategies. This book will be of great interest to students and scholars of US Foreign Policy, International Relations and Security Studies.

Book excerpt: Identity politics can impede Chinese identification in southeast Asia because the migrant population, particularly the intellectual aspect of that population, have to consider the political effects of their intellectual and social activities on the survival of Chinese communities. Similarly, these communities have to deal with the necessity of nation-building in the aftermath of the Second World War, which required integration rather than the exaggeration of differences. Consequently, restriction on self-understanding as well as self-representation has become more than apparent in Chinese migrant communities in southeast Asia. With this in mind, identity politics can inspire self-understanding among the migrant communities, as intellectuals rediscover how humanism can enable a claim of ‘Chineseness’ that can be registered differently and creatively in a variety of national conditions. Migrant communities generally understand the importance of political accuracy, and this being accurate involves subscribing to pragmatism, something which is apparent in the scholarship and creative outputs of these communities. Humanism and pragmatism together are the epistemological parameters of self-representation, whereas civilizational and ethnic studies are their methodological parameters. This book was originally published as a special issue of Asian Ethnicity.
