Book excerpt: Purpose: When the scales try to balance between 6.5% and 25% unemployment rates in the European Union, performance indicators seem to become difficult to interpret and forecast, let alone the unemployment trend itself. In other comparative terms as to the post financial crisis that hit the World in 2007-2010, Europe's performance looks unfavorable compared to the one of the U.S. One of the reason presented resides in the E.U.'s four-folded modular pattern in social and political policies compared to a relatively unitary one across the Ocean. Design: The study uses literature review, secondary and tertiary published data to analyse the construct of the underlined concept from three perspectives: the New Classical Macroeconomics theory related to unemployment, a new approach of relationship with exchange rates and hence a financial perspective and from legal aspects of a social policy as drawn by the latest Lisbon Treaty. Findings: Despite strong evidence support of similar reactions with the post crisis situation of 1973, the answer to a certain degree of inability to understand the fundamental causes of the problem, at economic, social or political represents just a failure to find the advanced applied social policies that may solve it. This has challenge the author to present several recommendations in this respect and readjust the optimistic E.U. unemployment rate for 2010 from an average of 11% to 13%. Originality: This paper offers three previously not correlated angles to look at the unemployment dynamics after the adoption of the Lisbon Treaty in the E.U. and, at the same time after the most recently experienced world financial crisis.

Today's social imbalances are unacceptable, not only because they call into question the ambition that the EU has set itself to promote social progress, cohesion and justice, but also because they inevitably impact the member states' economic performance and political stability. Though social reality varies widely from one European country to the next, and though social and employment policies are national competences, the post-crisis EU needs to strengthen its "social face". The social dimension of the European project must be mainstreamed into all EU policies: the goals of full employment and those of social justice and cohesion must be embraced by the Commission as a whole rather than solely by the commissioner responsible for employment and social affairs. Moreover, social issues cannot be reinstated at the heart of Europe's action unless and until dialogue and a relationship of trust between the EU and the social partners are restored. On the basis of the above premises, the Commission must establish priorities for action capable of allowing it to improve citizens' future prospects (which includes defending the European "way of life" based on national welfare states, to which Europe's citizens fell immensely attached) and to counter the image of Europe as an actor that allows unfair social competition to take place among workers. Without intending to exclude other issues from EU's social agenda, we have identified three key issues for post-crisis social Europe: employment (part 1), mobility (part 2) and social investment (part 3).

The dominant view in controversy over the social models has been that in the name of equity they have impaired the labor market's efficiency, thereby causing unemployment. But doubt is cast on this supply-side-only diagnosis by powerful macroeconomic developments, from the Europe-wide recession following Germany's post-unification boom to the deepest economic crisis since the interwar Great Depression, which the Eurozone's truncated economic governance structure transformed into a sovereign debt crisis, threatening the Euro's and even EU's very survival. This book explores the interaction of Europe's diverse social models with the major developments that shaped their macroeconomic environment over the quarter century since the fall of the Berlin Wall. It concludes that this environment rather than the social models are primarily responsible for the immense social costs of the crisis.

Book excerpt: While unemployment rates in Europe declined after the global financial crisis until 2018/19, the incidence of long-term unemployment, the share of people who have been unemployed for more than one year to the total unemployed, remained high. Moreover, the COVID-19 pandemic could aggravate the long-term unemployment. This paper explores factors associated with long-term unemployment in European countries, using panel of 25 European countries over the period 2000-18. We find that skill mismatches, labor market matching efficiency, and labor market policies are associated with the incidence of long-term unemployment. Among different types of active labor market policies, training and start-up incentives are found to be effective in reducing long-term unemployment.

After a review of the literature on the theories and key determinants of regional unemployment, we shall overview the main findings concerning the labour market impact of the Global Crisis. The empirical analysis will initially be carried out at the national level including all EU countries; subsequently, we shall focus on the EU regions (at the NUTS-2 level), in order to detect possible changes in the dispersion of regional unemployment rates after the crisis. Our econometric investigations aim to assess the effect, on labour market performance, of previous developments in regional labour markets time series, as well as the importance of structural characteristics of the labour markets, in terms of the sectoral specialization of the regional economies. In fact, the local industry mix may have played a crucial role in shaping labour market performance in response to the crisis. In addition, we consider further characteristics of the regional labour markets, by including indicators of the level of precarization of labour and of the share of long-term unemployed, as indicators of the efficiency of the local labour markets. From a methodological viewpoint, we exploit eigenvector decomposition-based spatial filtering techniques, which allow us to greatly reduce unobserved variable bias - a significant problem in cross-sectional models - by including indicators of latent unobserved spatial patterns. Finally, we render a geographical description of the heterogeneity influence of past labour market performance over the crisis period, showing that the past performance has a differentiated impact on recent labour market developments.

We find that the pre-crisis level of development, increases in the ratio of private credit to GDP, current account deficits, and openness to trade are helpful in understanding the intensity of the crisis. International risk sharing did little to shield domestic demand from the country-specific component of output declines, while those countries with large pre-crisis current account deficits saw domestic demand fall by much more than domestic output during the crisis.

The study of the evolution of industries, typical of evolutionary industrial e- nomics, is represented in Fig. 1b, where the economy is divided horizontally into sectoral slices. This approach has progressed considerably in recent years (see Malerba 2006, for a recent survey). Modi?cations of industries have important spatial implications, which however are not normally at the core of these ana- ses even though spatial patterns of innovation differ greatly from sector to sector (Breschi 2000). Our approach operates in the manner of Fig. 1a and we will focus on regions, extending the analysis to industries only where this is regionally and structurally relevant. Hence, the approach in the book belongs to the tradition of regional development theories, but, in contrast to the more traditional analyses, we will not consider the region as an economic unit per se. Rather, interactions between and within regions are very relevant to the performance of individual regions in an integrated world and will be at the core of the analyses of the following chapters.
