This new era concerns the enhanced cross-border flows of all kinds (e.g., capital and labor flows, revolutionary rhetoric, guerrillas, and terrorists) including the spillovers of benefits and costs associated with public goods and transnational externalities (i.e., uncompensated interdependencies affecting two or more nations). These ever-increasing flows mean that military armaments and armies are less able to keep out security threats. Thus, novel defense and security barriers are needed to protect borders that are porous to terrorists, pollutants, political upheavals, and conflicts. Even increased trade and financial flows imply novel security challenges and defenses. Globalization also underscores the importance of a new set of institutions (e.g., the European Union and global governance networks) and agents (e.g., nongovernmental organizations and partnerships). This volume addresses the security challenges in this age of globalization, where conflicts involve novel tactics, new technologies, asymmetric warfare, different venues, and frightening weapons. Volume 2 contains topics not covered in volume 1 – i.e., civil wars, peacekeeping, economic sanctions, the econometrics of arms races, conversion, peace economics, and the interface of trade, peace, and democracy. Volume 2 also revisits topics from volume 1, where there has been a significant advancement of knowledge – i.e., conflict analysis, terrorism, arms races, arms trade, military manpower, and arms industries. Book excerpt: Marek Thee was a Jewish Polish journalist, scholar, and activist. This book tells his life from narrowly escaping death in the Holocaust to exile in Palestine, where he became attached to the Polish consular service. On his return to Poland in 1950, he worked for the Foreign Ministry and later for the Polish Institute for International Affairs. He served as Head of the Polish delegation to the International Control Commission in Indochina in the late 1950s. In 1968 he lost his job and his Polish citizenship in a nationalistic and antisemitic campaign. He was able to move to Norway where he worked for twenty years at the Peace Research Institute Oslo (PRIO), editing an international quarterly journal, Bulletin of Peace Proposals and doing research on the arms race. In retirement, he continued his research and writing at the Norwegian Human Rights Institute. The book vividly relates the drama of his life in Poland, Palestine, Indochina, and Norway. This is an open access book.

Drawing on the sociology of scientific and technical knowledge and on actor-network theory, Mort recounts how the Trident program was stabilized in the United Kingdom and brought into "successful" production. She uncovers the nature of this success by retelling unofficial histories of Trident, of production roads not taken, and of potential technological "distractions." The production of Trident, she shows, was not inevitable but contingent and problematic. Using material from interviews and local texts, Mort explores the emergence of a counternetwork in the form of a workers' campaign for alternative technologies. She develops concepts of "disenrollment" and "absent intermediaries," in which redundant workers and marginalized technologies serve to discipline and reinforce the dominant network as production shrinks. She also examines the maintenance of the barrier between the technical and the social/political in this context. The management of uncertainties within the Trident production program emerges as critical to its successful completion.
