The key facts are laid out on how to get your dream solar energy system permitted and installed professionally and safely. The "MAN" has put her foot down and now every Public Utilities Commission of the State of California Investor Owned Utility Solar Grid Tie System must have the owner read, acknowledge and signed a 23 page disclosure document. I call this a devious document as it is the result of scams and fraud by bad players and now everyone in the industry must comply.It is perplexing to me how the CPUC does not directly fine and censor bad players in the solar market. Every bad job and complaint has great details as to who did the bad acts. The few bad apples are laying right there on the ground, but the CPUC real title is: Can't Prosecute Utility Companies. Did you know that when you become a solar grid-tie customer you become beholden to the CPUC? There is a certain irony in this as the IOUs (Investor Owned Utilities) have created a cozy relationship with regulators and the Artifice (look this one up, its worth it.) of the whole regulatory action of the CPUC are whimsical. A show, but in no way a show of strength. A show that the CPUC is going thru the motions. The CPUC was founded to be the mindful uncle of monopoly utilities companies. For almost a century the CPUC had only to answer to the CA Supreme Court. That changed in 1999 when certain actions can be taken at the California appellate court. Still, now we have almost 1 million new solar grid tie generators that are under the jurisdiction of the CPUC. The CPUC is not equipped to adjudicate this many charges. The CPUC needs to create a replicate of the superior court system and the small claims court so the 1 million solar generators can receive SWIFT justice. The artifice (did you look it up?) of the system at the CPUC is a rabbit hole for justice. The IOUs simply ignore orders from the CPUC who publicly say "oh darn". If the CPUC has to go the CA Appellate court it will show that it does not have the capability to run its operation. Therefore the CPUC hides behind a network of archaic docket office rules to kill any dissent. Such as no docs can be larger than 3.5mb at the CPUC.. Imagine my surprise that this was transparently only enforced against ABC Solar's advocacy efforts as IOUs filings regularly are lager than 3.5mb with no PEEP from the CPUC.So, this Solar Bible 2020 is dedicated to navigating the man. We feature the new California Solar Consumer Protection Guide and a slew of new and magical off-grid solar applications. The efforts of the years of been a continuous trend to sprout a robust industry. By all measures California has led the way in taking America solar. ABC Solar has been riding this wave since 2000. We are grateful for our business opportunities but mostly we are so very happy to see the smiles of our clients. Flower Power sure is nice and tight. But this book is about fighting for what is right. The Solar Rights Act 2018: California Rules for Solar Energy Systems is a collection of laws, rules, regulations, decisions and cases that relate to solar. Also included are 2017 efforts for advocacy in defense of the Solar Rights Act. This includes our Petition to Modify D.14-05-033, which was used by Southern California Edison to deny the Permission to Operate (PTO) for an ABC Solar Client. Other efforts that show possible fruit are the pursuit of SCE in small claims court for violating state law. This case has also led to test the Formal Complaint system at the CPUC. It is my current belief that the CPUC lacks basic respect for due process. That concern is driving a much deeper inspection into these efforts than normal advocacy. I contend that the 1999 law known as CPUC 1759 set up a system that makes the Investor Owned Utilities (IOUs) feel invincible. The feeling of being all powerful has spread to the staff at SCE and created a my way or the highway environment. You will see specific effort to identify the denial of due-process in the Small Claims court action against SCE. Like the Rapters in Jurassic Park , I am systematically testing the fence to see where it is weak. So far it is a strong fence and CPUC 1759 has held its power. But, the first judge in Small Claims court punted. This put strong wind back in our sails. In the end we only have one goal, get our client solar energy system connect to the grid. This is a goal that we must not fail on. Generally Speaking, this was the path to due process before 1999. Small Claims Court Superior Court CPUC California Court of Appeals Supreme Court of California After 1999 CPUC California Court of Appeals Supreme Court of California Artifice. That really is the key word in CPUC Rules and Regulations that caught my gaw the most. Artifice - Noun: clever or cunning devices or expedients, especially as used to trick or deceive others: "artifice and outright fakery" · I agree, as a plaintiff I agree that being honest in our court system is vital. Not just from a legal standpoint, but for the very basic survival of our country. Why did Artifice get my gaw? Because the red-tape factory of the CPUC is an Artifice in and of itself. Our court system is not for lawyers to play debate. It is fundamentally supposed be a force to allow regular citizen access and dispute issues. You will see that the CPUC has artificed itself into an insular and nepotism filled cesspool. The law is on solar's side. In every way. I will be victorious and every ABC Solar client will get connected to the grid with systems we have designed. And the road will be clearer for the next solar adopter. The first step in due process is denial. Did you talk to consumer affairs? Yes Did they help? No. They said call Public Affairs (PA) and hung up. PA said to call Consumer Affairs and hung up. Did you talk to a supervisor at consumer affairs? Yes Did they help? Unknown, but at least she took the information and said she would. Denial is needed to be quicker to get to the door that when opened houses a judge. Simply being afforded the opportunity to be heard and a decision made by a neutral decision maker.
