Book excerpt: The COVID-19 pandemic caused significant disruption in schooling in the U.S., and student test scores showed dramatic declines by the end of the 2020-21 school year. We use state test score data to analyze patterns of test score recovery over the 2021-22 school year. On average, we find that 20% of test score losses are recovered in English language arts (ELA) by 2022, compared to 37% in math. These recovery rates do not significantly vary across demographic characteristics, baseline achievement rates, in-person schooling rates in the pandemic school year, or category-based measures of recovery funding allocations. We observe large state-level variation in recovery rates in ELA - from full recovery to further losses. This evidence suggests state-level factors play an important role in students' academic recovery, but we are unable to isolate particular state factors. Future work should focus on this variation to facilitate a broader recovery effort.

We combine Spring 2021 state standardized test score data with comprehensive data on schooling in the 2020-21 school year across 12 states. We find that pass rates declined compared to prior years and that these declines were larger in districts with less in-person instruction. Passing rates in math declined by 14.2 percentage points on average; we estimate this decline was 10.1 percentage points smaller for districts fully in-person. Changes in English language arts scores were smaller, but were significantly larger in districts with larger populations of students who are Black, Hispanic or eligible for free and reduced price lunch.

Book excerpt: In the three decades before the pandemic, mean achievement of U.S. 8th graders in math rose by more than half a standard deviation on the National Assessment of Educational Progress (NAEP). Between 2019 and 2022, U.S. students had forfeited 40 percent of that rise. To anticipate the consequences of the recent decline, we investigate the past relationship between NAEP scores and students' later life outcomes by year and state of birth. We find that a standard deviation improvement in a birth cohort's 8th grade math achievement was associated with an 8 percent rise in income, as well as improved educational attainment and declines in teen motherhood, incarceration and arrest rates. If allowed to become permanent, our findings imply that the recent losses would represent a 1.6 percent decline in present value of lifetime earnings for the average K-12 student (or $19,400), totaling $900 billion for the 48 million students enrolled in public schools during the 2020-21 school year.
