Book excerpt: San Antonio, Texas, is unique among North American cities in having five former Spanish missions: San Antonio de Valero (The Alamo; founded in 1718), San José y San Miguel de Aguayo (1720), Nuestra Señora de la Purísima Concepción de Acuña (1731), San Juan Capistrano (1731), and San Francisco de la Espada (1731). These missions attract a good deal of popular interest but, until this book, they had received surprisingly little scholarly study. The San Antonio Missions and Their System of Land Tenure, a winner in the Presidio La Bahía Award competition, looks at one previously unexamined aspect of mission history—the changes in landownership as the missions passed from sacred to secular owners in the late eighteenth and early nineteenth centuries. Drawing on exhaustive research in San Antonio and Bexar County archives, Félix Almaráz has reconstructed the land tenure system that began with the Spaniards' jurisprudential right of discovery and progressed through colonial development, culminating with ownership of the mission properties under successive civic jurisdictions (independent Mexico, Republic of Texas, State of Texas, Bexar County, and City of San Antonio). Several broad questions served as focus points for the research. What were the legal bases for the Franciscan missions as instruments of the Spanish Empire? What was the extent of the initial land grants at the time of their establishment in the eighteenth century? How were the missions' agricultural and pastoral lands configured? And, finally, what impact has urbanization had upon the former Franciscan foundations? The findings in this study will be valuable for scholars of Texas borderlands and Hispanic New World history. Additionally, genealogists and people with roots in the San Antonio missions area may find useful clues to family history in this extensive study of landownership along the banks of the Río San Antonio.

They had tried many times to resolve their differences about how to conserve, allocate, and use the water, but had always failed. Finally, under the patient leadership of Robert Gulley, thirty-nine diverse stakeholders reached a consensus on the use of the Edwards Aquifer that balanced the needs of south central Texas for water with the needs of eight species protected by the Endangered Species Act, culminating a half century of rancor and legal wrangling. In this book, Gulley tells the inside story of the Edwards Aquifer Recovery Implementation Program (EARIP), a federally sponsored process put in place by the Texas legislature. Book excerpt: In the 1970s the Australian Commonwealth Government and three States, Victoria (1974), New South Wales (1977) and South Australia (1978), passed legislation to protect the built heritage within their jurisdictions. The legislation was primarily a response to two factors: a large number of public protests against the demolition of historic buildings in all Australian states by the 1970s and the influence of the UNESCO World Heritage Convention, which the Whitlam Government (1972-75) embraced enthusiastically. The other states, with governments that were more influenced by development interests, were slow to follow the federal lead. In this study, Sharon Mosler examines heritage issues and conflicts in Adelaide from enactment of the first South Australian Heritage Act in 1978 to its successor in 1993, and also analyses issues leading from that period into the twenty-first century. State legislation introduced by the Labor government of Premier Mike Rann (2002 - present) has affected the built environment significantly since this book began. The Rann government has given the built heritage a low priority in its strategic plan compared to population growth, while the Adelaide City Council has become more balanced in the past decade, although the council too has focussed on increasing Adelaides population. The result has been more high-rise buildings at the expense of heritage conservation and historic precincts.

Book excerpt: One of the most private decisions a woman can make, abortion is also one of the most contentious topics in American civic life. Protested at rallies and politicized in party platforms, terminating pregnancy is often characterized as a selfish decision by women who put their own interests above those of the fetus. This background of stigma and hostility has stifled women’s willingness to talk about abortion, which in turn distorts public and political discussion. To pry open the silence surrounding this public issue, Sanger distinguishes between abortion privacy, a form of nondisclosure based on a woman’s desire to control personal information, and abortion secrecy, a woman’s defense against the many harms of disclosure. Laws regulating abortion patients and providers treat abortion not as an acceptable medical decision—let alone a right—but as something disreputable, immoral, and chosen by mistake. Exploiting the emotional power of fetal imagery, laws require women to undergo ultrasound, a practice welcomed in wanted pregnancies but commandeered for use against women with unwanted pregnancies. Sanger takes these prejudicial views of women’s abortion decisions into the twenty-first century by uncovering new connections between abortion law and American culture and politics. New medical technologies, women’s increasing willingness to talk online and off, and the prospect of tighter judicial reins on state legislatures are shaking up the practice of abortion. As talk becomes more transparent and acceptable, women’s decisions about whether or not to become mothers will be treated more like those of other adults making significant personal choices.
