Book excerpt: This study examines U.S. riverine force operations in the Vietnam War to determine why the force was established, how and why it evolved, and what significance it held for the war as a whole. This study begins with Operation Game Warden, continues through Mobile Riverine Force operations, and ends with the completion of the SEALORDS campaign. The impetus for this research arose from the current debate in Washington as to whether or not the U.S. military has a real need for riverine forces and if those forces should be "stood up" today. Looking back through history gives an opportunity to view past riverine warfare conducted by the American military and determine the contributions such operations have made to the overall conduct of wars. This study shows that riverine operations have been crucial to success in certain environments in the past and points to their possible use in similar environments today. This study measures the effect of U.S. riverine operations in Vietnam and evaluates the contribution this type of force made to our war effort in that environment. This study promotes the use of Task Force 194, which conducted the SEALORDS campaign, as the model for establishing U.S. riverine forces today. This study points out that the nucleus of a riverine force must be maintained, doctrine modernized, and crew currency maintained in order to have any reasonable expectation for success at the outset of future riverine conflicts.

The lessons learned as a result of these operations should be incorporated as a fundamental part of the creation of any modern riverine force.

Book excerpt: The United States Navy has fought on rivers at home and abroad throughout its proud history. In the War for Independence, daring American Sailors employed small boats--even row galleys--against the mighty warships of the Royal Navy operating on colonial waterways. In the War of 1812, hard-fighting U.S. naval units on the Mississippi River helped General Andrew Jackson defeat a major British assault on New Orleans. The only way the Navy could combat hostile Seminole Indians in the trackless expanse of the Florida Everglades during the 1830s was to embark armed Sailors and Marines in small boats that penetrated deep into enemy territory. U.S. naval expeditions up the Tabasco River were an important aspect of the Mexican War of 1846-1848. From the first days of the Civil War, Union and Confederate naval forces battled for control of the Mississippi, the most strategically vital river in North America. Employing ironclad warships in conjunction with U.S. Army troops, the Navy's Mississipp Flotilla bombarded and then seized one Confederate fort after another. Admiral David G. Farragut earned lasting fame when forces under his command fought their way past the bastions guarding the mouths of the Mississippi and captured New Orleans, gateway to the American interior. Riverine units enabled Union General Ulysses S. Grant to envelope and ultimately compel the surrender of enemy forces besieged at Vicksburg. Loss of the Mississippi split the Confederacy and helped bring about its defeat. The early years of the 20th century found the Navy once again mounting river operations in support of U.S. foreign policy. Naval vessels provided gunfire support and transported troops and supplies on rivers in the Philippines to subdue Filipino rebels. For decades before World War II, U.S. Navy warships steamed up and down China's broad Yangtze River protecting American missionaries and traders, battling brigands, and promoting U.S. diplomatic interests. In addition to deploying hundreds of thousands of troops ashore in major landing operations in the Pacific and the Mediterranean during World War II, Navy amphibious units transported Allied ground forces across the Rhine River for the final defeat of Nazi Germany. One of the most memorable chapters in the Navy's riverine warfare history was the hard-fought struggle for control of the waterways of the Republic of Vietnam. The U.S. Navy, as had the French navy during the First Indochina War of 1946-1954, and the Vietnam Navy in the years afterward, recognized the critical importance of the rivers and canals of South Vietnam for warfighting and waterborne commerce. With the onset of major combat operations in Vietnam during the mid-1960s, the Navy established the River Patrol Force and the Army-Navy Mobile Riverine Force whose charge was to secure the Mekong Delta. During the enemy's Tet Offensive of 1968 and the Sea Lords Campaign of later years, American and Vietnamese river units fought well and hard against a resilient Vietnamese Communist foe. While the Vietnam War ended in failure for the United States and the Republic of Vietnam in 1975, the experience left us with a wealth of information on the nature of modern riverine warfare. Insights abound on the most successful strategies, tactics, techniques, boats and craft, weapons, and equipment employed during the Vietnam War. Consistent with the emphasis in recent years on "green water" and "brown water" operations, beginning in 2005 the Navy worked to establish a riverine warfare capability in the Naval Expeditionary Combat Command. The purpose of the new riverine warfare units, as stated in the Quadrennial Defense Review of 6 February 2006, will be to carry out "river patrol, interdiction and tactical troop movements on inland waterways."

Using fear and terror tactics, the insurgency gained control of the population creating a safe haven for the movement to thrive and expand. The United States and the Government of South Vietnam recognized the infiltration problem in the Mekong Delta but their military organizations were either unable or incapable to deal with the problem. The geography of the region made it impossible for a U.S. Army or Marine Corps division to operate effectively and the South Vietnamese Army and Navy lacked the training and equipment to operate successfully. In response to these obstacles, Secretary of Defense, Robert McNamara, commissioned the U.S. Navy to develop a fighting force capable of operating in the delta and ridding the region of the Viet Cong influence. The Navy used for main Operations: MARKET TIME, GAME WARDEN,-The Mobile Riverine Force, and SEALORDS to achieve these goals. In four short years the Brown Water Sailors experienced marked success with Viet Cong influence minimized and resupply efforts rerouted to the tortuous Ho Chi Minh Trail. However, by the end of 1968 American resolve to fight a war in South Vietnam had deteriorated and the Government needed a way out. President Nixon’s Vietnamization program provided the exit for American forces and in turn mitigated the Brown Water Navy’s successes of the previous four years. The Brown Water Navy overcame tremendous obstacles in less than one year to create and deploy a formidable fighting force to the Mekong Delta. In four years aggressive strides against the Viet Cong insurgency were achieved only to be mitigated by the effects of Vietnamization.

Book excerpt: The Vietnam War allied naval barrier operations to interdict the enemy infiltration of men and supplies coming across the Cambodian border into the Mekong Delta region was successful only through the utilization of joint combined naval, ground, and air assets. Discussion: The United States Navy involvement in the Vietnam war prior to 1964 was primarily blue water operations. In 1964, the Vietnam Delta Infiltration Study Group was tasked to conduct a comprehensive study of the problem of enemy infiltration of men and supplies into South Vietnam Mekong Delta region across the Cambodia and Laos borders. The findings of the group were published in the Bucklew Report and concluded that the border infiltration problem was significant and needed to be stopped in order to ensure victory in the Vietnam War. The recommendations were for the U.S. to develop an extensive riverine operations capability to assist the South Vietnamese military in conducting counter-insurgency operations to stop the infiltration problem. The U.S. Navy moved from deep blue water operations to near shore blue water operations with the Operation MARKET TIME patrols, which encompassed larger seagoing craft patrolling the coast to forty miles out to sea. These operations led to the first brown water operations during Operation GAME WARDEN which patrolled the major river systems in the Mekong Delta region in order to interdict enemy movements along the rivers. Soon these patrols revealed the need to ground troops to control the riverbanks in order for the patrols to be effective. The Tet offensive of 1968 revealed that the MARKET TIME and GAME WARDEN patrols were not totally containing the infiltration problem. Operation SEALORDS established patrol barriers that were designed specifically to stop the influx of men and supplies crossing the Cambodian border and sustaining enemy forces operating in the Mekong Delta and Saigon areas. SEALORDS barriers were systematically set up to take control of the Mekong Delta region and deny the enemy the freedom of movement enjoyed for years prior. Conclusion: Operation SEALORDS was extremely effective under U.S. control. The enemy could no longer mount large-scale offensives from within the Mekong Delta region as in the 1968 Tet offensive. The tactics, techniques, and procedures developed during the operation were key to the overall success of the counter-insurgency effort. The overarching key to the success of the operation was the joint combined efforts of the naval, ground, and air forces. Barrier interdiction operations cannot be effectively accomplished without joint efforts. Inter-service rivalry initially hampered operational efforts; however, the inter-service efforts eventually led to the operation's success.
