For many years characterized by a distinctive economic model in which the French state intervened to correct or prevent market failures, as France has embraced the global market, its economy has converged with the western norm, but it remains different from its western neighbours, particularly Germany and the UK, in a number of important respects. Frances Lynch provides an authoritative analysis of the modern French economy from its postwar reforms, through the period of Gaullist national planning, to the impact of the recent global financial crisis. She explores the monetary and fiscal policies of successive governments and the country's economic performance through a variety of indicators. In particular she explores the attempts by the state to correct the regional imbalances associated with the contraction of agriculture and the decline of the textile, coal and steel industries as well as the dominance of Paris. The part played by demographic change, income inequality, the European project and migration patterns in French economic development are also investigated. The strength and competitiveness of the public and private sectors is detailed, including the key industries of finance, energy and transport. The book is to be welcomed as the first general economic history of France since 2004 and is the first to include the impact of the global financial crisis. It is also an important corrective to recent work that has emphasized the convergence of the French economy and society and instead reasserts the importance of the state in the economic picture analysing the interaction of the state and the market across the postwar years.

Bové's crusade against globalization helped provoke a debate both within France and beyond about the pros and cons of a world in which financial, commercial, human, cultural, and technology flows move faster and more extensively than ever before. As the French struggle to preserve the country's identity, heritage, and distinctiveness, they are nonetheless adapting to a new economy and an interdependent world. This book deals with France's effort to adapt to globalization and its consequences for France's economy, cultural identity, domestic politics, and foreign relations. The authors begin by analyzing the structural transformation of the French economy, driven first by liberalization within the European Union and more recently by globalization. By examining a wide variety of possible measures of globalization and liberalization, the authors conclude that the French economy's adaptation has been far reaching and largely successful, even if French leaders prefer to downplay the extent of these changes in response to political pressures and public opinion. Why is it then that the French economy ranks so low in various rankings of the world's most innovative economies? Why is it so difficult for France and its economic agents to transform the output of its world-class scientific talent and fundamental research - of which it is a net exporter - into industrial applications that can fuel economic growth?We believe that France has reached a turning point and that there is today a substantial risk that the “institutions” (as defined by Nobel Prize winning economist Douglass North) of the French economy, which have remained stuck in the past, no longer serve the needs of a modern economy whose growth will depend on its ability to innovate. In order to promote innovation and economic growth in the future, France will need to equip itself with the institutions that will enable the country to cross the technological frontier that many of its economic actors have already reached. Unfortunately, French law as well as French economic policy have too often been captive to politicians that have been navigating France - without a clear compass - through the waves of a rapidly changing global economy. This has created legal uncertainty and a lack of adaptation of the French institutions to the challenges of this changing global economy, both of which are stripping French law of its potential to become a vector for growth and to assume the role of a facilitator in an innovation-based economy. Without any doubt, the reform of Frances' institutions is one of the greatest challenges the country is facing today. However, only few are aware of the importance of this challenge.In this paper, we outline six basic findings on the state of the French economy and its institutions, as defined by Douglass North - finding, which will enable us to present proposals that will contribute to transform French law into a tool ready to serve a French economy facing the innovations and technological challenges of tomorrow.
