Book excerpt: This study examined the history of the police labor movement, using the 1987 League of California Cities Benchmark Survey to determine how police jurisdictions are represented today. The study used a cross section of professionals to assist in developing trends and events that impact on the issue of police labor relations in California. Three future scenarios were constructed, using information from a cross-impact analysis, to show possible alternatives if certain trends and events occurred. The first and most promising strategy involved development of a state school of labor relations. The second dealt with creation within police jurisdiction of a labor-management committee to provide a framework in which labor and management would work cooperatively to discuss and resolve day-to-day issues. Finally, a strategic plan would be implemented to transform the concept of a labor management committee into reality within police jurisdiction.

It addresses questions pertaining to principal changes in values, attitudes, interests, and motivations of law enforcement employees by the year 2000; identifies leadership qualities appropriate for tomorrow's law enforcement; and implements identified leadership qualities in a mid-size police agency in the year 2000. Four trends, in particular, will influence future leadership. These include the questioning of management's authority by police officers, an increase in level of discretion expected by police officers, an increase in level of participation expected by police officers, and an increase in cultural and value diversity in police departments. In addition future events such as Anglos becoming the minority in California, broadening of employee rights, and ethnic parity are identified as critical. On the basis of these trends and events, policies are developed to produce a more democratic work place where vision, process, relationship, behavior, and accountability are the requisites for effective leadership.

Book excerpt: Possible scenarios for the future of facilities for medium-sized California police departments were developed using information from a literature review, a mailed questionnaire that received responses from 88 of the 98 agencies surveyed, and a site visit and interviews in one California police agency. The analysis indicated probable trends in five areas: the use of new technology, labor force considerations, community-oriented policing, public access to police facilities, and alternative funding sources for local law enforcement. The results were used to develop a strategic plan and transition management plan for a hypothetical agency, the Cal City Police Department. The analysis identified 36 stakeholders and indicated the desirability of a statewide strategy, the Police Facility Administration (PFA). The PFA would be a component of the Commission on Peace Officer Standards and Training with a mission of providing assistance to local jurisdictions that need new police facilities. The five factors to consider in implementing the PFA strategy are lobbying efforts, funding efforts, structure, authority, and governance.
