Book excerpt: This workshop aimed to identify the functional requirements of potential military applications of Virtual Reality (VR) technology, to report the state-of-the-art and projected capabilities of VR technologies, and to propose future research requirements and directions for military applications. During the workshop discussions, forty participants from military organizations, academia and industry put forward their applications on the significant bottlenecks and opportunities in the development of military VR applications. Presentations discussed visual, haptic, auditory and motion feedback, navigation interfaces. and scenario generation, modelling software and rendering hardware. VR research transition opportunities include the domains of training, planning and mission rehearsal, simulation supported operation, remotely operated systems and product design. Critical bottlenecks are a lack of natural interfaces, a lack of technology standardization and a lack of behavioral models and team interaction tools in VR. In general, better co-ordination between military organizations, industry and academia is necessary in order to identify gaps in current knowledge and to co-ordinate research. Suggestions for closing gaps are included.

The first day focused on military applications for Virtual Reality systems and identified particular requirements for Human Factors research to meet the requirements. The second day examined Human Factors issues in the use of Virtual Reality technology. Presentations discussed sensory interfaces, measures of effectiveness, importance of the sensation of presence, and cyber sickness. The third day reviewed assessment methods and applications research. Speakers reviewed existing or completed Virtual Reality projects designed to meet military needs. The papers discussed how the projects overcame human factors problems and how their effectiveness was evaluated. Virtual Reality technology is of great interest to the military. Requirements for its use encompass a wide range of applications including concept development of systems for dismounted combatants, mission rehearsal for special operations, training ship handling skills, telerobotics, and practicing military medical procedures. Virtual Reality's success in meeting these needs will be determined by the ability of its human-computer interfaces to provide the means necessary to deliver stimuli and allow appropriate responses from those using it. These human factors issues were the focus of the workshop. The workshop pointed to areas that require further research and development in order for Virtual Reality to meet its potential for the military.

When immersed in the emotional "fog of war", the potential exists for optimal human decision-making and performance of goal-directed activities to be seriously compromised. Real world military training often naturally includes stress induction that aims to promote a similarity of internal emotional stimulus cues with what is expected to be present on the battlefield. Current Virtual Reality military training approaches are noteworthy in their emphasis on creating hi-fidelity graphic and audio realism with the aim to foster better transfer of training. However, less emphasis is typically placed on the creation of emotionally evocative virtual training scenarios that can induce emotional stress in a manner similar to what is typically experienced under real world training conditions. As well, emotional issues in the post-combat aftermath need to be addressed. In view of these issues, the USC Institute for Creative Technologies (ICT) has initiated a research program to study emotional issues that are relevant to VR military applications. This paper will present the rationale and status of two ongoing VR research programs at the ICT that address sharply contrasting ends of the emotional spectrum relevant to the military: 1. The Sensory Environments Evaluation (SEE) Project is examining basic factors that underlie emotion as it occurs within VR training environments and how this could impact transfer of training, and 2. The Full Spectrum Warrior (FSW) Post Traumatic Stress Disorder Project which is currently in the process of converting the existing FSW combat tactical simulation training scenario (and X-Box game) into a VR treatment system for the conduct of graduated exposure therapy in Iraq war military personnel with Post Traumatic Stress Disorder.

Book excerpt: The development of technologies to modify natural human physical and cognitive performance is one of increasing interest and concern, especially among military services that may be called on to defeat foreign powers with enhanced warfighter capabilities. Human performance modification (HPM) is a general term that can encompass actions ranging from the use of "natural" materials, such as caffeine or khat as a stimulant, to the application of nanotechnology as a drug delivery mechanism or in an invasive brain implant. Although the literature on HPM typically addresses methods that enhance performance, another possible focus is methods that degrade performance or negatively affect a military force's ability to fight. Advances in medicine, biology, electronics, and computation have enabled an increasingly sophisticated ability to modify the human body, and such innovations will undoubtedly be adopted by military forces, with potential consequences for both sides of the battle lines. Although some innovations may be developed for purely military applications, they are increasingly unlikely to remain exclusively in that sphere because of the globalization and internationalization of the commercial research base. Based on its review of the literature, the presentations it received and on its own expertise, the Committee on Assessing Foreign Technology Development in Human Performance Modification chose to focus on three general areas of HPM: human cognitive modification as a computational problem, human performance modification as a biological problem, and human performance modification as a function of the brain-computer interface. Human Performance Modification: Review of Worldwide Research with a View to the Future summarizes these findings.
