Book excerpt: The purpose of this paper is to challenge the wide-spread view that investment in residential property in East Germany after unification has turned out to be a financial disaster in most cases by calculating (1) the after-tax return an investor in real property might have expected at the beginning of the1990s and (2) the after-tax return that has been realized ten years after. We compare investments by a high-income investor resident in Germany in an average individually-owned flat in three major cities in East Germany and two cities in West Germany. The result of our study is that tax subsidies have protected investors from loosing money in a real estate investment. Therefore, it was indeed the taxpayers not the investors who have borne the cost of reconstructing East Germany. But taxpayers have spent a lot more on subsidising the much bigger West German housing market where property prices and tax subsidies per average investment were much higher.

Book excerpt: For many years countries have taken advantage of one another's experiences in formulating social policies and even in designing specific interventions. Often such transfers have occurred on a fairly casual level; sometimes greater rigor has been present. In either case, the goal has been to learn from previous experience-at least to avoid repeating the mistakes of the past. In light of the promise that such intercountry transfers hold, it is somewhat surprising that so little energy has gone into careful analytic work on the behavior of households in differing countries and how they respond to various changes, especially those resulting from shifts in public policy. This lack of careful analysis was a major force that motivated The Urban Institute to establish an international studies program in 1982. This volume represents one of the early products of the collaborative efforts that this initiative has spawned. The results of the comparison of the housing markets in West Germany and the United States presented here offer examples of the type of unexpected conclusions that may emerge from careful analyses as well as more anticipated outcomes. Despite the many similarities in the economies of the United States and West Germany and the general free-market orientation of their housing sectors, the papers in this volume document important differences in the way households make decisions about their housing and the consequences of these decisions.

Book excerpt: This work exploits the natural experiment provided by the unexpected disintegration of socialist East Germany to study the impact of the mass immigration of East Germans on housing rents in West German metropolitan areas. Using a spatial correlation approach, annual district-level migration data for 1991 and 1992 and unique rental price indicators from Germany’s major regional property market information system, Kathleen Kürschner finds strong evidence for a positive and sizeable effect of immigration on rental prices of residential housing. Additional explorations that employ an IV approach based on various exogenous origin-region push factors related to the deteriorating economic conditions in East Germany yield estimates of even larger magnitude. These results suggest that immigration has important economic effects outside the labour market, traditionally the prime domain of economic enquiries into the consequences of immigration. The author’s findings cast doubt on the appropriateness of this bias in focus./div
