Since the beginning of the 21st century, China has entered a period of declining fertility rate and aging population, which poses a serious threat to its sustainable development. To address this crisis, China has radically revised its fertility policy through the state’s guidance for regulating couples’ reproductive choices, abandoning its iconic one-child policy, and adopting the selective two-child (2013), universal two-child (2016), and then the three-child (2021) policy. Drawing on empirical evidence obtained through various research methods, this book offers multidisciplinary perspectives on the far-reaching impact of these policies. Part I summarizes the lessons learned from new fertility policies and identifies important directions for future research. Focusing on two major microsystems, part II presents research assessing families’ fertility desire for an additional child and projecting the demand for preschool education. Part III attends to family dynamics and their relation to early learning and development for both only and non-only children. Part IV addresses the importance of expanding access to affordable and high-quality early childhood education and care for children from birth through age 6. The Impact of New Fertility Policies on Early Education and Development in China contributes to policy development and practical improvement and serves as a catalyst to stimulate future studies on the topic. It will be a valuable resource for researchers, policymakers, and practitioners of early childhood education and care, as well as for families of young children. We model substitution of bought-in services for parental time in the rearing and education of children in an economy where technological progress leads households to choose fewer, but better educated, children. We analyse the effects on fertility and education of a baby bonus, paid maternity leave and child-care subsidies. We establish conditions under which either maternity or child-care benefits are more efficacious in raising fertility, and we establish that a lump sum baby bonus will increase fertility only if the bonus increases faster than income per capita. Policies that stimulate fertility also raise parental investment in education per child.

If more than 40 percent of adults in East Africa pay their utility bills using a mobile phone, why can’t others around the world do the same? If 8 million entrepreneurs in China--one third of them women--can use an e-commerce platform to export goods to 120 countries, why can’t entrepreneurs elsewhere achieve the same global reach? And if India can provide unique digital identification to 1 billion people in five years, and thereby reduce corruption by billions of dollars, why can’t other countries replicate its success? Indeed, what’s holding back countries from realizing the profound and transformational effects that digital technologies are supposed to deliver? Two main reasons. First, nearly 60 percent of the world’s population are still offline and can’t participate in the digital economy in any meaningful way. Second, and more important, the benefits of digital technologies can be offset by growing risks. Startups can disrupt incumbents, but not when vested interests and regulatory uncertainty obstruct competition and the entry of new firms. Employment opportunities may be greater, but not when the labor market is polarized. The internet can be a platform for universal empowerment, but not when it becomes a tool for state control and elite capture. The World Development Report 2016 shows that while the digital revolution has forged ahead, its 'analog complements'--the regulations that promote entry and competition, the skills that enable workers to access and then leverage the new economy, and the institutions that are accountable to citizens--have not kept pace. And when these analog complements to digital investments are absent, the development impact can be disappointing. What, then, should countries do? They should formulate digital development strategies that are much broader than current information and communication technology (ICT) strategies. They should create a policy and institutional environment for technology that fosters the greatest benefits. In short, they need to build a strong analog foundation to deliver digital dividends to everyone, everywhere.

Brinkley’s virility rejuvenation cure—transplanting goat gonads into aging men—had taken the nation by storm. Never mind that “Doc” Brinkley’s medical credentials were shaky at best and that he prescribed medication over the airwaves via his high-power radio stations. The man built an empire. The Kansas Medical Board combined with the Federal Radio Commission to revoke Brinkley’s medical and radio licenses, which various courts upheld. Not to be stopped, Brinkley started a write-in campaign for Governor. He received more votes than any other candidate but lost due to invalidated and “misplaced” ballots. Brinkley’s tactics, particularly the use of his radio station and personal airplane, changed political campaigning forever. Brinkley then moved his radio medical practice to Del Rio, Texas, and began operating a “border blaster” on the Mexico side of the Rio Grande. His rogue stations, XER and its successor XERA, eventually broadcast at an antenna-shattering 1,000,000 watts and were not only a haven for Brinkley’s lucrative quackery, but also hosted an unprecedented number of then-unknown country musicians and other guests.

In the late nineteenth and early twentieth centuries, wealthy white men from Southern cities and the industrial North traveled to the hunting and fishing lodges of the old Confederacy—escaping from the office to socialize among like-minded peers. These sportsmen depended on local black guides who knew the land and fishing holes and could ensure a successful outing. For whites, the ability to hunt and fish freely and employ black laborers became a conspicuous display of their wealth and social standing. But hunting and fishing had been a way of life for all Southerners—blacks included—since colonial times. After the war, African Americans used their mastery of these sports to enter into market activities normally denied people of color, thereby becoming more economically independent from their white employers. Whites came to view black participation in hunting and fishing as a serious threat to the South’s labor system. Scott E. Giltner shows how African-American freedom developed in this racially tense environment—how blacks' sense of competence and authority flourished in a Jim Crow setting. Giltner’s thorough research using slave narratives, sportsmen’s recollections, records of fish and game clubs, and sporting periodicals offers a unique perspective on the African-American struggle for independence from the end of the Civil War to the 1920s.

During the nine months he was in prison, an embittered and frustrated Hitler dictated a personal manifesto to his loyal follower Rudolph Hess. He vented his sentiments against communism and the Jewish people in this document, which was to become Mein Kampf, the controversial book that is seen as the blue-print for Hitler's political and military campaign. In Mein Kampf, Hitler describes his strategy for rebuilding Germany and conquering Europe. It is a glimpse into the mind of a man who destabilized world peace and pursued the genocide now known as the Holocaust.

Book excerpt: There is a considerable gap between the science of conservation biology and the design and execution of biodiversity conservation projects in the field. Science is often failing to inform the practice of conservation, which remains largely experience-based. The main reason is the poor accessibility of evidence on the effectiveness of different interventions. This is the basis for this book adopting an 'evidence-based approach', modelled on the systematic reviews used in health sciences and now being applied to many policy arenas. Evidence-based Conservation brings together a series of case studies, written by field practitioners, that provides the evidence-base for evaluating how effective conservation and poverty alleviation strategies can be better implemented. A series of systematic reviews uses experiences and data from fifteen integrated conservation and development projects conducted in the Lower Mekong region, specifically in Vietnam, Laos and Cambodia. They provide wide-ranging overviews of the effectiveness of protected areas and how innovative tools and methods for monitoring and evaluation can be utilised for more effective outcomes. Results are in the form of management and policy recommendations, based on the quality of evidence and the cost-utility of the intervention. By bridging the gap between field practice and conservation, the analysis should lead to more effective integrated conservation and development interventions. The book represents one of the first attempts to apply the evidence-based approach to conservation and development.
