Book excerpt: China has seen rapid and dramatic economic growth over the past three decades that has brought about significant changes in culture, the structure of employment and sizable migration from rural to urban areas. As a result of these shifts, the composition of the labor market has changed, including the labor force participation rate. Numerous explanations have been offered for these trends. One argument is that the movement away from the SOE to a private system of employment created disincentives as well as obstacles for women’s employment that linger to some extent. The goal of this study is to examine the effects of a variety of micro- and macro-level factors on the probability that a woman will be employed. Wide economic disparities, and broad differences in household structure and demographic composition exist between urban and rural areas in China. Thus it is reasonable to assume that the factors that shape women’s employment decisions would differ across the two populations. To explore this hypothesis, I use 2012 data from the International Social Survey Programme (ISSP) and estimate probit models.

With China’s urban population projected to rise to about one billion – or close to 70 percent of the country’s population – by 2030, China’s leaders are seeking a more coordinated urbanization process. Urban China is a joint research report by a team from the World Bank and the Development Research Center of China’s State Council which was established to address the challenges and opportunities of urbanization in China and to help China forge a new model of urbanization. The report takes as its point of departure the conviction that China's urbanization can become more efficient, inclusive, and sustainable. However, it stresses that achieving this vision will require strong support from both government and the markets for policy reforms in a number of area. The report proposes six main areas for reform: first, amending land management institutions to foster more efficient land use, denser cities, modernized agriculture, and more equitable wealth distribution; second, adjusting the hukou household registration system to increase labor mobility and provide urban migrant workers equal access to a common standard of public services; third, placing urban finances on a more sustainable footing while fostering financial discipline among local governments; fourth, improving urban planning to enhance connectivity and encourage scale and agglomeration economies; fifth, reducing environmental pressures through more efficient resource management; and sixth, improving governance at the local level.

The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites.
