Total world supplies of wheat, after increas ing from 1929 to 1933, declined sharply following successive years of small production and increased world demand. The apparent world disappearance has averaged about million bushels during the past 10 years. 'world prices of wheat moved steadily upward from the spring of 1933 to the summer of 1937, reflecting higher world commodity price levels, four success ive below-average harvests in North America, and the 1935-36 short Southern Hemisphere crop. In 1936-37 wheat prices ad venced sharply as a result of increased demand and the smallest supplies in recent years. World wheat production* in 1937-38 is estimated at million bushels, or about 290 million bushels larger than in 1936-37. World stockse about July 1, 1937, however, were estimated at around 215 million bushels smaller than a year earlier, resulting in.total supplies in 1937-38 about 75 million bushels larger than the small supplies in the pre ceding year. Net exports from Soviet Russia in 1937-38 are estimated at about 38 million bushels compared with 4 million bushels in 1936-37. With somewhat larger supplies, uncertain prospects for world business activity, and weakness in the general price level, wheat prices declined generally during the 1937-38 selling season. Book excerpt: Excerpt from The Wheat Situation, Including Rye, Vol. 20: June 23, 1938 A winter wheat cr0p of 761 million bushels in the United States was indi cated by the June 1 condition. This represents about a 1 percent increase from the indications in early May. The first official indication of spring wheat prc duction will not be made until July 11. Based on prospective plantings reported in March, however, the condition on June 1 indicated a probable production of al spring wheat of from.260 to 285 million bushels. If these indications materiali domestic production of all wheat would total approximately million bushels A crop of this size would be about 565 million bushels in excess of the 5-year (1952-56) average domestic disappearance of 670 million bushels. If the carry-c on July 1 this year turns out to be about 200 million bushels, and if exports in 1958-59 do not exceed those of the current season, the carry-over into July 1959 'would approximate 100 million bushels more than the record carry-over of 578 mil lion bushels on July 1, 1955. Wheat loans are mandatory under the Agricultural Adjustment Act of 1958 if the July 1 crop estimate exceeds a normal year's dome estio consumption and exports, which on the basis of the 10-year average would total about 750 million bushels. Domestic wheat prices in the next month or so will be affected largely by changes in crop developments and perhaps by the Government-wheat loan policy. 'with export supplies of hard milling wheats small in other countries until the new Canadian crop is marketed, prices of this type of wheat in the United States may continue strong relative to those of other wheats. Book excerpt: Excerpt from The Wheat Situation, Including Rye: September 23, 1938 Exports from.the southern part of Sov1et Russia this season have been heavier than in any year since 1951, amounting to about 24 million bushels for the July l-september 17 period. This heavy movement is probably accounted for by a sizable carry-over of old crop wheat, the good harvest in the southern export regions, the early maturing of this year's crop, and by the large proportion of combines used in harvesting the wheat cr0p in the South, which tends to increase the quantity of threshed grain available immediatelv after harvest. It seems reasonable to expect a slackening of exports as the season progresses, especially since prospects this year are estimated to be 25 to 50 percent below that of last year's good crop. Total United States wheat supplies are now estimated at million bushels, consisting of a carry - over of 154 million bushels of old wheat, and a crop of 940 million bushelsa Utilization may amount to about 700 nnllion bushels, which would leave about 595 million bushels for export and carry-over. If about 100 million bushels are exported, carry-over stocks on July 1, 1959 would be expected to total about 295 million bushels, or, without insurance stocks about 265 million bushels. This compares with 525 million bushels, the average for the 1950-54 period, when stocks reached record size. While prospects at present are for a large world crop, any reverses over wide areas will be reflected in higher prices. This is especially true of hard milling wheat, since remaining world stocks of good quality herd wheat are small. As at least a partial offset to the price effect of large prospective wheat supplies, loans provided under the Agricultural Adjustment Act of 1938 would serve as a check on declining prices. If parity price remains about uh changed, loans to farmers under the Act would average not less than 60 cents, which is about 10 cents lower than current average local market prices.
