The Western Pacific Regional Framework for Action on Health and Environment on a Changing Planet intends to relaunch the World Health Organization (WHO) s Health and the Environment programme and fulfil its mandate in the area of environmental health. It proposes to leverage the health sector focus on the Sustainable Development Goals (SDGs) process providing guidance for prioritizing the work of WHO in support of Member States improving health outcomes through action on environmental determinants. It articulates entry points for health and environment priority actions in WHO country cooperation strategies the United Nations Framework Convention on Climate Change and other mechanisms for international collaboration and notably with the United Nations Environment Programme and ministries of environment. The framework also sets a course for the health sector to advocate adaptive measures policies and action to protect health and well-being as a co-benefit of interventions in energy agriculture transport housing and other spheres.

Populations around the world are more frequently and intensely affected by extreme weather events, threats to food and water security, outbreaks of waterborne and vector-borne diseases, and the increased pressure on scarce resources triggering climate-related migration and conflicts. Nowhere can these threats lead to more serious consequences than in the Pacific island countries and areas (PICs). The combination of extreme exposure to climate-related disasters (e.g. cyclones, floods, droughts) and long-term sea level rise, coupled with geographically dispersed populations in remote small islands with fragile health systems, means that climate change is an existential threat to the Pacific islanders. For this reason, WHO started working with PICs from the year 2000, to develop national climate change and health action plans based on the vulnerability and capacity assessments of most Pacific nations. With WHO support, the most vulnerable countries in the Pacific are currently developing large-scale five-year projects to build climate-resilient health systems. In recent years, the voice of the Pacific leaders has become even more ardent with increasing force and urgency. The right to health in the face of climate change, and the particular vulnerabilities of the Small Island Developing States (SIDS) were recognized in the Paris Agreement in 2015. The World Health Assembly and the Regional Committee for the Western Pacific have prioritized the health impacts of climate change, including through Western Pacific Regional Framework for Action on Health and Environment on a Changing Plane t (2016). In January 2018, the 142nd session of the WHO Executive Board endorsed "health impacts of climate and environmental change in SIDS and Vulnerable States" as one of the top priorities of WHO work for the period 2019-2023.

Book excerpt: The Western Pacific Regional Food Safety Strategy 2011-2015 has contributed to good progress in food safety across the Western Pacific Region. However more than 125 million people fall ill and more than 50 000 die annually from unsafe food in the Region. Food safety is a highly complex health issue involving multiple domestic and international stakeholders. Over recent years new developments including the introduction of new technologies increasing internationalization of the food chain and demographic changes have affected food safety in the Region. The changing context of food safety affects food safety risk management as well as trust in the safety of the food supply. Food safety trust is a multifaceted issue and an outcome of effective food safety systems. At the same time it serves as an enabler for strengthening food safety systems to manage food safety risks and respond to food safety incidents and emergencies. The Regional Framework for Action on Food Safety in the Western Pacific builds on the achievement and lessons learnt from the 2011-2015 Strategy. It acknowledges the changing context of food safety and revisits the approach for strengthening national food safety systems. This includes a stronger focus on building trust and confidence in food safety systems and implementing strategic actions that create leadership partnerships competency and resources that are the necessary enablers for advancing food safety systems. The Framework provides guidance on strategic action and a stepwise approach to strengthen food safety systems to better manage food safety risks and respond to food safety incidents and emergencies. It is intended to guide national food safety authorities in implementation of strategic action to strengthen national food safety systems as well as to obtain and advocate for high-level political support to enhance food safety. It is also intended to facilitate regional cooperation among food safety authorities.

The action plan was developed through a worldwide consultation process involving governments and key stakeholders across multiple sectors including health sports transport urban design civil society academia and the private sector.

The final section, ‘Transformation’, is dedicated to Tony’s desire for public health scientists to propose adaptive and mitigating solutions to the problems they were observing. Each section contains at least one key publication involving Tony. There is also a selection of artworks from an exhibition which formed part of the conference held to honour Tony at The Australian National University in 2012. The challenges described include air pollution, climate change, extreme weather, and related health impacts that range from heat stress, vector-borne diseases, food and water insecurity and chronic diseases to malnutrition and mental well-being. The influence of humans on climate change has been established through extensive published evidence and reports. However, the connections between climate change, the health of the planet and the impact on human health have not received the same level of attention. Therefore, the global focus on the public health impacts of climate change is a relatively recent area of interest. This focus is timely since scientists have concluded that changes in climate have led to new weather extremes such as floods, storms, heat waves, droughts and fires, in turn leading to more than 600,000 deaths and the displacement of nearly 4 billion people in the last 20 years. Previous work on the health impacts of climate change was limited mostly to epidemiologic approaches and outcomes and focused less on multidisciplinary, multi-faceted collaborations between physical scientists, public health researchers and policy makers. Further, there was little attention paid to faith-based and ethical approaches to the problem. The solutions and actions we explore in this book engage diverse sectors of civil society, faith leadership, and political leadership, all oriented by ethics, advocacy, and policy with a special focus on poor and vulnerable populations. The book highlights areas we think will resonate broadly with the public, faith leaders, researchers and students across disciplines including the humanities, and policy makers.
