Book excerpt: The Pacific Trade and Development (PAFTAD) conference series has been at the forefront of analysing challenges facing the economies of East Asia and the Pacific since its first meeting in Tokyo in January 1968. The 38th PAFTAD conference met at a key time to consider international economic integration. Earlier in the year, the people of the United Kingdom voted to leave the European Union and the United States elected Donald Trump as their next president on the back of an inward-looking ‘America First’ promise. Brexit and President Trump represent a growing, and worrying, trend towards protectionism in the North Atlantic countries that have led the process of globalisation since the end of the Second World War. The chapters in the volume describe the state of play in Asian economic integration but, more importantly, look forward to the region’s future, and the role it might play in defending the global system that has underwritten its historic rise. Asia has the potential to stand as a bulwark against the dual threats of North Atlantic protectionism and slowing trade growth, but collective leadership will be needed regionally and difficult domestic reforms will be required in each country.

Book excerpt: What are the choices the Asia-Pacific community will face if it proceeds further down the path of developing preferential regional trading arrangements? Fragmentation of the region into preferential trading arrangements on a bilateral or subregional basis promises relatively little economic gain and considerable risk of increased trade conflict. Larger preferential trading blocs, spanning the whole of East Asia, the Western Pacific, or the APEC membership, offer greater potential economic benefits but also face formidable political obstacles. In this study, Scollay and Gilbert weigh the economic consequences of the increased use of preferential trading arrangements in the Asia-Pacific region, whether these develop on the basis of trans-Pacific cooperation or solely within the East Asian or Western Pacific sub-regions. They evaluate the economic effects of both the existing proposals for new bilateral and multilateral agreements and of more far-reaching developments involving the creation of a substantial trading bloc or blocs in the region. Comparisons between the economic effects of establishing such bloc(s) in the region and the effects of achieving APEC's Bogor goals on the basis of "open regionalism" suggest that the latter approach continues to offer a worthwhile alternative. The study demonstrates that the benefits of global free trade dominate those available from establishment of any combination of major blocs or from APEC's "open regionalism".

This volume predicts that China’s oft-proclaimed rise to global hegemonic status is not inevitable because of its many economic–social problems and foreign policy dilemmas. Nor is World War III inevitable because no one seeks unlimited warfare, but the regions in conflict will likely remain on a low boil. However, problem-solving and crisis resolution will remain problematic, keeping the 21st century at its toes, due to the inability of regional powers to unite for the common good. Book excerpt: The origins of this book go back 30 years to the stimulation and interest generated by the political geography seminars led by John House at the University of Newcastle-Upon-Tyne. I was very fortunate to graduate among its extremely capable, sporty and enthusiastic "class of '68" from where several academic geographers emerged. Equally fortunately, some of them and their predecessors had already blazed a trail to undertake graduate studies in Canada. At the University of British Columbia I was supervised at different times by Julian Minghi and Victor Prescott, both of whom are not only extremely capable academics but are also very fine people. lowe an enormous debt to John, Julian and Victor and to the British and Canadian taxpayers who provided financial support for my University studies. In 1974, I began an academic career at the University of Western Australia where I have been ever since, save for a two-year period from 1991-3 as Professor of Australian Studies in the Department of International Relations at the University of Tokyo. Viewing Australia and the Asia-Pacific region from this different perspective within an extremely supportive Japanese environment had a profound impact. I am especially grateful for the support provided by so many Japanese academic colleagues and friends beginning as early as 1976. Three individuals deserve special mention for their help, guidance and enduring friendship - George Ohshima, Hiroshi Tanabe and Akihiro Kinda.
