The focus is on Australia, but comparisons with the experience of other countries are also made throughout. Yet Australia has been at the forefront of conflicts over drought and water use, particularly for irrigated agriculture, as well as of the design of policies and institutions for water policy, so there are many lessons which can be applied to other parts of the world. The authors examine in detail the relationships between water economics and supply, and the needs for tourism and recreation. The book discusses water use and access and the conflict between urban and recreational demands. It considers the institutional arrangements around water and the significance of property rights, including water markets and water pricing. Theoretical and practical models for increasing collaboration and cooperation such as the use of trusts are also developed and water trusts in the USA are examined. Specific chapters highlight the role of interest groups, such as the boating industry, to influence policy thinking and the practical trade-offs between access to urban water supplies and the requirements of recreation. Tourist behavior in relation to water use and pricing is also assessed.

The overarching objective of this book is to empirically examine groundwater governance and groundwater law. It aims to provide a better understanding of the complexities surrounding groundwater governance in order to reconceptualize and retheorize the governance of subterranean resources having as entry points equity and sustainability concerns. This involves understanding what people do when using, sharing, protecting, and measuring groundwater; and why do they do what they do, i.e., what are their motivations to resort to certain practices. This is done through the comparative and contrasting investigation of six case studies from countries from the Global North and Global South. It offers a different perspective of literature given that it explains how groundwater governance and law are in practice rather than what they should be. Additionally, the research presented in this book provides ideas on how to rethink the design and implementation of groundwater law grounded on empirically based descriptions and the understanding of groundwater problems.

Book excerpt: Employing an international and comparative analysis of international law as well as the domestic legal regimes of selected jurisdictions, i.e., China, South Africa and South Australia, Water Rights - An International and Comparative Study identifies the essential elements a well-structured water rights system, which ensures that the multiple functions of water resources are reasonably balanced, and the competing water needs are properly taken into consideration, and under which the economic, social and environmental values of water resources co-exist equitably in harmony. This book is the first to discuss water rights holistically, i.e., putting the three aspects of water rights (the property right of water resources, the human right to water and the environmental right to water) into a single, well-organised water rights system under the principle of sustainable development. Following the Introduction, Water Rights has six chapters. Chapter Two develops an analytical approach to be applied in the following four chapters. After the problems concerning water rights in China are identified, the three aspects of water rights both in international law and domestic water laws of South Africa and South Australia are discussed. In Chapter Six, principles and structure that should be employed for designing an ideal water rights system or improving and perfecting an existing one are recommended. With these recommendations, the definitions of water resources and the three aspects of water rights are analysed. Specific amendments to the China Water Law 2002 are proposed. Finally, this work concludes with explanations of the basis for the recommendations presented. This book will be a valuable reference for all those concerned with water rights, including lawyers, hydrologists and water resources managers.

Groundwater management is a formidable challenge, one that remains one of humanity’s foremost priorities. It has become a largely non-renewable resource that is overexploited in many parts of the world. In the 21st century, the issue moves from how to simply obtain the water we need to how we manage it sustainably for future generations, future economies, and future ecosystems. The focus then becomes one of understanding the drivers and current state of the groundwater resource, and restoring equilibrium to at-risk aquifers. Many interrelated dimensions, however, come to bear when trying to manage groundwater effectively. An integrated approach to groundwater necessarily involves many factors beyond the aquifer itself, such as surface water, water use, water quality, and ecohydrology. Moreover, the science by itself can only define the fundamental bounds of what is possible; effective IGM must also engage the wider community of stakeholders to develop and support policy and other socioeconomic tools needed to realize effective IGM. In order to demonstrate IGM, this book covers theory and principles, embracing: 1) an overview of the dimensions and requirements of groundwater management from an international perspective; 2) the scale of groundwater issues internationally and its links with other sectors, principally energy and climate change; 3) groundwater governance with regard to principles, instruments and institutions available for IGM; 4) biophysical constraints and the capacity and role of hydroecological and hydrogeological science including water quality concerns; and 5) necessary tools including models, data infrastructures, decision support systems and the management of uncertainty. Examples of effective, and failed, IGM are given. Throughout, the importance of the socioeconomic context that connects all effective IGM is emphasized. Taken as a whole, this work relates the many facets of effective IGM, from the catchment to global perspective.

Book excerpt: The report is a preliminary study to examine the status in the Voluntary National Reviews (VNR) of SDG 6 in general, and target 6.4 indicators 6.4.1 and 6.4.2 in particular, and to assess their significance in the reporting process both on the national and subregional scale. The review aims to provide information to support the improvement of the VNR process and the VNR reports and strengthen accountability around the achievement of Sustainable Development Goal (SDG) target 6.4. In addition, this information will help Food and Agriculture Organization of the United Nations (FAO) provide better and more targeted support and policy recommendations to individual United Nations (UN) Member States on how to report on SDG indicators 6.4.1 and 6.4.2. The report consists of several sections. First, the VNR are introduced, and the report provides a global status of VNR in general. Next, a description of the background and context of SDG 6 and SDG indicators 6.4.1 and 6.4.2 is provided. Then, an overview is presented on the methodology used to assess countries’ performance with respect to reporting on SDG 6 and SDG indicators 6.4.1 and 6.4.2. Thereafter, the report presents the inter-regional comparisons based on an established scoring system and evaluates gender linkages. Finally, the study closes with recommendations and conclusions. Although the analysis has been carried out at country level, the results are only presented at global and regional level.

However, the school food environment is often not conducive to a healthy diet. To address this challenge, and to support Member States in implementing policy measures, as recommended by the Framework for Action from the 2014 Second International Conference on Nutrition, the World Health Organization (WHO) is in the process of developing evidence-informed policy guidelines on the food environment, including school food and nutrition interventions and policies with a focus on five interventions and policies that influence the school food environment. These five include nutrition standards or rules, direct food provision, marketing restrictions, nudging interventions and pricing policies. This review on contextual factors to be considered in the implementation of school food and nutrition policies was prepared as part of the required process for WHO guideline development.
