Book Understanding the Development of Small Business Policy

Download or read book Understanding the Development of Small Business Policy written by Thomas M. Cooney and published by Routledge. This book was released on 2020-04-29 with total page 156 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is not widely understood that the importance of small businesses only became apparent with the publication of David Birch’s book The Job Generation Process in 1979. Over the past four decades, governments across the globe have struggled to design, implement and evaluate policies that benefit the development of small firms. Deciding whether macro or micro policies are more appropriate for a given context has usually created an initial challenge for policy-makers. However, a cause for even greater dispute has been determining and agreeing what might be the preferred outcomes of such policies (e.g. more firms, better performing firms, fewer firm failures, job creation, greater productivity, higher levels of innovation, inclusivity of disadvantaged groups). Furthermore, evaluating the impact of specific policies presents a wide range of difficulties since it is impossible to isolate a simple cause-and-effect relationship between policy and its stated goal. This book explores the development of small business policy in five countries across five continents and seeks to develop a deeper understanding regarding how small business policy has evolved in these countries and what we might learn from their experiences. This book was originally published as a special issue of Small Enterprise Research.

Book Calculating Political Risk

Download or read book Calculating Political Risk written by Catherine Althaus and published by Routledge. This book was released on 2013-11-26 with total page 239 pages. Available in PDF, EPUB and Kindle. Book excerpt: Calculating Political Risk is rich and illuminating, and much more than a political science treatise. Althaus draws on diverse literature, extensive interviews and intriguing case studies to offer interdisciplinary, practical and nuanced insight. This book provides new perspectives and more precise language for making sense of a critical dimension of politics, policy-making and public management. Evert Lindquist, Director and Professor, School of Public Administration, University of Victoria, Canada This powerful new book is the first ever examination of the hard edge of how political risk - something faced by all political actors innumerable times every day - is calculated and used in decision-making. It opens with an outline of the historical and linguistic origins of risk, the various disciplinary understandings of risk, the risk society concept, and how risk has come to be so prominent in the context of environmental disaster and terrorism. The book then defines political risk and looks at its manifestations in the public sector, from project to high-level political risk. It also looks at risk identification versus risk management and compares the concept of political risk with the private sector practice of risk management. Unique research findings from interviews with over 100 risk practitioners and politicians provide a detailed look at how political actors calculate political risk. Case study-based chapters look in-depth at neat and discrete examples: risk calculation in state development plans in Australia; political risk identification and management in the UK during the mad cow crisis; and US government risk calculation in the post-September 11 context. The final chapters draw together the experiences and lessons learned from the case studies and practitioner insights to formulate a better understanding of what political risk is and what its calculation means in political practice. The author shows how political risk calculation provides a fresh perspective on policy analysis and identifies how political risk is relevant to a broader understanding of politics and political science, as well as policy formulation and implementation on the ground.

Book International IDEA Handbook on Democracy Assessment

Download or read book International IDEA Handbook on Democracy Assessment written by Iain Kearton and published by BRILL. This book was released on 2021-11-15 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: The International IDEA Handbook on Democracy Assessment is a robust and sensitive guide to assessing the quality of democracy and human rights in any country around the world. The Handbook introduces an easy-to-use and universal methodology for assessing the condition of democracy in any country, or its progress in democratisation, that has been developed in a three-year action programme at IDEA, the inter-governmental Institute for Democracy and Electoral Assistance in Sweden. The Handbook provides a means to measure systematically the full range of values, institutions and issues relating to modern democracy that is sensitive to the underlying principles and democracy and the differences between democracies themselves. It is therefore both universal in application and capable of responding to particular aspects of any one nation's democratic arrangements. The animating principle of the Handbook is that only citizens of a nation themselves are qualified to assess the quality of their own democratic arrangements. Thus, it provides a self-help guide, which gives academics, lawyers, political practitioners, journalists and interested citizens the tools to assess the state of their democracy, or any key aspects of their democracy. The Handbook is above all a practical working document that draws on the actual experience of assessing democracy in different countries, comparative knowledge and research, and democratic principles and practice. It gives a step-by-step guide to the purposes and methods of democracy assessment; who to involve; how to use the research tools; how to validate the findings; what standards of practice to adopt; and how to present and publicise a finished assessment. It contains extracts from completed assessments, guidance on the use of qualitative and quantitative data, examples of codes of democratic practice and international and regional standards, and a vast list of accessible data sources. The methodology was created by a team of political scientists assembled from all regions of the world by International IDEA and has been tried and tested in a variety of countries, including Bangladesh, El Salvador, Italy, Kenya, Malawi, New Zealand, Peru, South Korea and the United Kingdom. International organisations like the World Bank and UNECA are adapting it for in-country use. The four main authors and editors have been directly involved from the inception of the project - in developing and refining the methodology and participating in and advising on the nine country studies that form the essential practical core of experience on which this invaluable Handbook is based.
