Book excerpt: Beyond the Euromaidan examines the prospects for advancing reform in Ukraine in the wake of the February 2014 Euromaidan revolution and Russian invasion. It examines six crucial areas where reform is needed: deep internal identity divisions, corruption, the constitution, the judiciary, plutocratic "oligarchs," and the economy. On each of these topics, the book provides one chapter that focuses on Ukraine's own experience and one chapter that examines the issue in the broader context of international practice. Placing Ukraine in comparative perspective shows that many of the country's problems are not unique and that other countries have been able to address many of the issues currently confronting Ukraine. As with the constitution, there are no easy answers, but careful analysis shows that some solutions are better than others. Ultimately, the authors propose a series of reforms that can help Ukraine make the best of a bad situation. The book stresses the need to focus on reforms that might not have immediate effect, but that comparative experience shows can solve fundamental contextual challenges. Finally, the book shows that pressures from outside Ukraine can have a strong positive influence on reform efforts inside the country.

With the 2014 annexation of Crimea, the invasion of eastern Ukraine and sustainment of an insurgency there, and (in particular) the 2015 intervention in Syria, Russia repeatedly surprised U.S. policymakers with its willingness and ability to use its military to achieve its foreign policy objectives. Despite Russia's relatively small global economic footprint, it has engaged in more interventions than any other U.S. competitor since the end of the Cold War. In this report, the authors assess when, where, and why Russia conducts military interventions by analyzing the 25 interventions that Russia has undertaken since 1991, including detailed case studies of the 2008 Russia-Georgia War and Moscow's involvement in the ongoing Syrian civil war. The authors suggest that Russia is most likely to intervene to prevent erosion of its influence in its neighborhood, particularly following a shock that portends such an erosion occurring rapidly. If there were to be a regime change in a core Russian regional ally, such as Belarus or Armenia, that brought to power a government hostile to Moscow's interests, it is possible (if not likely) that a military intervention could ensue.

Book excerpt: This study examines the current state of relations among Russia, Estonia, and ethnic Russians living in Estonia. The report pays special attention to the Russian Compatriot Policy, which seeks to codify the relationship of the Russian diaspora to its homeland, and to evaluate its effectiveness as a soft power foreign policy tool in Estonia. Analysis of this policy, as well as an understanding of Estonian domestic policies toward and relationships with the Russian minority within the country, has been conducted based on the results of a comprehensive survey conducted by CSIS in 2009 and 2010. The survey data were generated through interviews with over 3,000 individuals between the ages of 16 and 29, including equal numbers of Russians living in Russia, native Estonians living in Estonia, and ethnic Russians living in Estonia. This research not only helps shed light on the current state of affairs for the Russian minority in Estonia, but also gives clues as to where the situation is heading. The report includes an overview of historical issues confronting the Estonia/Russia relationship, with a particular focus on major disagreements regarding historical interpretations of World War II and the subsequent Soviet occupation of Estonia. This includes a description of the so-called 2007 Bronze Night incident and the waves of cyber attacks that followed. Estonian citizenship policies, with specific attention to Estonian language requirements, are also examined. This is followed by an in-depth overview of the Russian Compatriot Policy in Estonia, including its reach through nongovernmental organizations, the media, legal action, and the Russian Orthodox Church.

They have become the subjects of independent nation-states where the majority population is ethnically, linguistically, and often denominationally different. The creation of this 'new Russian diaspora' may well be the most significant minority problem created by the dissolution of the Soviet Union. Paul Kolstoe traces the growth and role of the Russian population in non-Russian areas of the Russian empire and then in the non-Russian Soviet republics. In the post-Soviet period special attention is devoted to the situation of Russians in the Baltic countries, Moldova, Belarus, Ukraine and the former Central Asian and Caucasian republics. A chapter written jointly by Paul Kolstoe and Andrei Edemsky of the Institute of Slavonic and Balkan Studies, Russian Academy of Sciences, delineates present Russian policy toward the diaspora. Finally, Kolstoe suggests strategies for averting the repetition of the Yugoslav scenario on post-Soviet soil.

Yet at the unofficial level, China's security community has paid close attention to these issues, probing in great depth the gains Beijing can expect, the challenges it will face, and the new demands it will have to satisfy. Understanding those Chinese assessments is helpful as the United States considers how, when, and in what capacity to engage the BRI.
