Book excerpt: ABSTRACT: The purpose of this exploratory study was to examine the understandings and perceptions that West Indian parents and caregivers residing in the U.S. have about U.S. public schools. A second purpose of this study was to examine the consistency between these findings and the cultural-ecological theory advanced by Ogbu (1974) which posits that immigrant minorities to the U.S. hold different perceptions and expectations in relation to U.S. schools. Using interviews with 13 families in the Tampa Bay area, the study examined West Indian parents' and caregivers' understanding of the American public schooling process, expectations for education, role beliefs, and roles they played in their children's schooling. Several themes emerged from the interviews regarding these areas. These themes included: families viewed education in very instrumental ways (a finding that aligned with Ogbu's cultural-ecological theory), families had overwhelmingly positive perceptions of resources and opportunities offered by U.S. public schools, and most families were satisfied with the home-school relationship. A minority of families described negative relationships with schools. In addition, families reported that they believed school-based involvement was important. However, they reported very low levels of school-based involvement, but high levels of home-based involvement. Obstacles to parent involvement included logistical barriers, and lack of familiarity with the U.S. school system. Implications of the findings for school personnel are discussed and suggestions for further research are offered.

Book excerpt: Decades of research have demonstrated that the parent-child dyad and the environment of the familyâ€"which includes all primary caregiversâ€"are at the foundation of children's well- being and healthy development. From birth, children are learning and rely on parents and the other caregivers in their lives to protect and care for them. The impact of parents may never be greater than during the earliest years of life, when a child's brain is rapidly developing and when nearly all of her or his experiences are created and shaped by parents and the family environment. Parents help children build and refine their knowledge and skills, charting a trajectory for their health and well-being during childhood and beyond. The experience of parenting also impacts parents themselves. For instance, parenting can enrich and give focus to parents' lives; generate stress or calm; and create any number of emotions, including feelings of happiness, sadness, fulfillment, and anger. Parenting of young children today takes place in the context of significant ongoing developments. These include: a rapidly growing body of science on early childhood, increases in funding for programs and services for families, changing demographics of the U.S. population, and greater diversity of family structure. Additionally, parenting is increasingly being shaped by technology and increased access to information about parenting. Parenting Matters identifies parenting knowledge, attitudes, and practices associated with positive developmental outcomes in children ages 0-8; universal/preventive and targeted strategies used in a variety of settings that have been effective with parents of young children and that support the identified knowledge, attitudes, and practices; and barriers to and facilitators for parents' use of practices that lead to healthy child outcomes as well as their participation in effective programs and services. This report makes recommendations directed at an array of stakeholders, for promoting the wide-scale adoption of effective programs and services for parents and on areas that warrant further research to inform policy and practice. It is meant to serve as a roadmap for the future of parenting policy, research, and practice in the United States.

Book excerpt: Educational reform measures, past and current, to involve parents in their children's schooling is shown to be lacking in the low-achieving schools. This project study explored parents' perceptions of involvement in school for American Indian children attending a rural public school district in western United States. The research questions investigated the effect of understanding parent preferences for involvement at school that would improve parental involvement and enhance student success. The theoretical framework for this project study were found in the works of Bronfenbrenners' ecological systems theory, Epsteins' overlapping spheres of influence, and Darling and Steinberg's contextual parenting model. A qualitative research design and case study interviewing approach identified parent involvement specifics at home and at school. The sample consisted of 3 American Indian parents of middle school students, and an interpretative data analysis included coding and categorizing themes from interview transcriptions and review of tribal artifacts with all sources identifying common goals about education in the region: (a) high expectations for academic achievement, (b) parent and community involvement in school governance, (c) collaboration with the community, and (d) effective communications with teachers and administrators to enhance student success. A 3-year longitudinal program, Parenting Academy for Academic Success (PAAS) was created to encourage and develop parent advocates for academic excellence at the school. The program design fosters parenting skills building and education advocacy through parent-led workshops. This project study promotes positive social change by increasing parental involvement at the school that can help improve academic achievement.

Book excerpt: Parent involvement is recognized as an important factor in encouraging student achievement. However, a survey by the National Center for Education Statistics found that in public schools with 25 percent or more American Indian students, teachers identified lack of parent involvement as one of their schools' three most serious problems. At an August 2007 meeting, state-level policymakers identified as a high priority the need for research-based assistance on American Indian education and ways to close the achievement gaps among ethnic groups. To begin to address the regional need to close the achievement gap for American Indian students and specifically to effectively engage American Indian parents in their children's education, parent perceptions about involvement are needed. The purposes of this study were to examine how Central Region American Indian parents perceive parent involvement and to understand what encourages or discourages their involvement. Two Central Region communities were selected for data collection, based on expressed interest of the state education administrator and the support of the state Office of Indian Affairs. Additional criteria for selection included high populations of American Indian students and permission from school district administrators. Forty-seven self-selected American Indian parents, reflecting seven tribes from nine reservations, participated in five focus groups. An interview protocol guided focus group discussions around four main research questions: (1) What do American Indian parents perceive as parent involvement in their children's education? (2) Why do American Indian parents get involved? (3) What do parents perceive as barriers to involvement? and (4) Which school strategies do parents perceive encourage involvement? Many aspects of American Indian parent involvement were largely consistent with the literature on parent involvement in the general population as well as in other minority cultures. This study found that parent involvement was additionally influenced by parent-school differences in values and communication styles, perceptions of cultural competency in the staff and curricula, and a history of American Indian education policy of coercive assimilation that continues to influence parents. The challenges of increasing American Indian parent involvement reside in the overlay, and sometimes clashing, of cultures in the public schools. The study provides an initial step toward understanding American Indian parent involvement: it is pointed out that findings reflect the perspectives of American Indian parents; not those of school personnel. The report is intended for researchers, educators, and parents of American Indian students, as a basis for further research and informed dialogue to increase American Indian parent involvement and student academic achievement. Four appendixes include: (1) Research Methods; (2) Literature on American Indian Parent Involvement; (3) Focus Group Protocol; and (4) Focus Group Summaries. (Contains 5 endnotes and 1 table.) That is approximately 400,000 Indian students. Yet, when we talk about Indian education, it often seems that we tend to overlook the programs affecting Indian and Alaska Native students in our public schools. Many leaders and advocates for Indian education know that a quality education system can help lift communities out of poverty and many of the symptoms associated with poverty. In the face of suicide clusters, increasing domestic violence and growing instances of self-harm and drug addition, students show up at school every day and it is our job to do the best we can for them. Improving educational opportunities can be a starting point for addressing many of the issues that are so prevalent throughout much of Indian Country. We need better approaches to realize stronger, healthier, more stable and better-educated families and communities. This means that HUD housing, USDA, Head Start and the Department of Justice must be at the table with the Indian Health Service, tribal governments and tribal colleges.
