This work includes the details of the guerilla’s operations, and its communiqués and texts, from 1978 up until the 1984 offensive. This was a period of regrouping and reorientation for the RAF, with its previous focus on freeing its prisoners replaced by an anti-NATO orientation. This was in response to the emergence of a new radical youth movement in the Federal Republic, the Autonomen, and an attempt to renew its ties to the radical left. The possibilities and perils of an armed underground organization relating to the broader movement are examined, and the RAF’s approach is contrasted to the more fluid and flexible practice of the Revolutionary Cells. At the same time, the history of the 2nd of June Movement (2JM), an eclectic guerilla group with its roots in West Berlin, is also evaluated, especially in light of the split that led to some 2JM members officially disbanding the organization and rallying to the RAF. Finally, the RAF’s relationship to the East German Stasi is examined, as is the abortive attempt by West Germany’s liberal intelligentsia to defuse the armed struggle during Gerhard Baum’s tenure as Minister of the Interior. Book excerpt: The purpose of this text is to provide the Army with a factual account of the organization and operations of the Soviet resistance movement behind the German forces on the Eastern Front during World War II. This movement offers a particularly valuable case study, for it can be viewed both in relation to the German occupation in the Soviet Union and to the offensive and defensive operations of the Wehrmacht and the Red Army. The scope of the study includes an over-all picture of a quasi-military organization in relation to a larger conflict between two regular armies. It is not a study in partisan tactics, nor is it intended to be. German measures taken to combat the partisan movement are sketched in, but the story in large part remains that of an organization and how it operated. The German planning for the invasion of Russia is treated at some length because many of the circumstances which favored the rise and development of the movement had their bases in errors the Germans made in their initial planning. The operations of the Wehrmacht and the Red Army are likewise described in considerable detail as the backdrop against which the operations of the partisan units are projected. Because of the lack of reliable Soviet sources, the story has been told much as the Germans recorded it. German documents written during the course of World War II constitute the principal sources, but many survivors who had experience in Russia have made important contributions based upon their personal experience.

These violent actors cooperated in hijacking planes, taking hostages, and organizing assassinations, often in the name of national liberation movements from the decolonizing world. How did this form of political violence become what we know today as “international terrorism”—lacking in legitimacy and categorized first and foremost as a crime? To Deter and Punish examines why and how the United States and its Western European allies came to treat nonstate “terrorists” as a key threat to their security and interests. Drawing on a multinational array of sources, Silke Zoller traces Western state officials’ attempts to control the meaning of and responses to terrorism from the first Palestinian hijacking in 1968 to Ronald Reagan’s militarization of counterterrorism in the early 1980s.
