Book excerpt: The central aim of this book is to foster connections between scholarly discussions of German foreign policy and broader theoretical debates in International Relations and beyond. While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. The chapters in this book were originally published as a special issue of German Politics.

The German Problem Transformed addresses these questions fifty years after the founding of the Federal Republic and ten years after the fall of the Berlin Wall. Many observers have underscored the reemergence of Germany as Europe's central power. After four decades of division, they contend, Germany is once again fully sovereign; without the strictures of bipolarity, its leaders are free to define and pursue national interests in East and West. From this perspective, the reunified Germany faces challenges not unlike those of its unified predecessor a century earlier. The German Problem Transformed rejects this formulation. Thomas Banchoff acknowledges post-reunification challenges, but argues that postwar changes, not prewar analogies, best illuminate them. The book explains the transformation of German foreign policy through a structured analysis of four critical postwar junctures: the cold war of the 1950s, the détente of the 1960s and 1970s, the new cold war of the early 1980s, and the post-cold war 1990s. Each chapter examines the interaction of four factors--international structure and institutions, foreign policy ideas, and domestic politics--in driving the direction of German foreign policy at a key turning point. Book excerpt: The construction of the European Community (EC) has widely been understood as the product of either economic self-interest or dissatisfaction with the nation-state system. In Europe United, Sebastian Rosato challenges these conventional explanations, arguing that the Community came into being because of balance of power concerns. France and the Federal Republic of Germany—the two key protagonists in the story—established the EC at the height of the cold war as a means to balance against the Soviet Union and one another. More generally, Rosato argues that international institutions, whether military or economic, largely reflect the balance of power. In his view, states establish institutions in order to maintain or increase their share of world power, and the shape of those institutions reflects the wishes of their most powerful members. Rosato applies this balance of power theory of cooperation to several other cooperative ventures since 1789, including various alliances and trade pacts, the unifications of Italy and Germany, and the founding of the United States. Rosato concludes by arguing that the demise of the Soviet Union has deprived the EC of its fundamental purpose. As a result, further moves toward political and military integration are improbable, and the economic community is likely to unravel to the point where it becomes a shadow of its former self.

This presence required the pursuit of two stated missions: to secure German borders, and to establish an occupation government within the assigned U.S. zone and sector of Berlin. Both missions required logistics support, a critical aspect often understated in existing scholarship. The security mission, covered by the combat troops, declined between 1945 and 1948, but grew again with the Berlin Blockade/Airlift in 1948, and then again with the Korean crisis in 1950. The logistics mission grew exponentially to support this security mission, as the U.S. Army was the only U.S. Government agency possessing the ability and resources to initially support the occupation mission in Germany. The build-up of ‘Little Americas’ during the occupation years stood forward-deployed U.S. military forces in Europe in good stead over the ensuing decades.
