Book excerpt: This monograph highlights the necessity for taking preventive measures in the form of peace-building as a sustainable and long-term solution to conflicts in West Africa, with a special focus on the Mano River Union countries. Apart from the Mano River Union countries, efforts at resolving other conflicts in say, Guinea Bissau, Senegal, C?te d'Ivoire and Nigeria, have suffered from a lack of attention on the post-conflict imperatives of building peace in order to ensure that sustainable peace is achieved. Given the often intractable and inter-related nature of conflicts in this region, it argues for the need to revisit the existing mechanisms of conflict resolution in the sub-region with a view to canvassing a stronger case for stakeholders towards adopting the peace-building strategy as a more practical and sustainable way of avoiding wars in the sub-region. Peace-building in consonance with its infrastructure is a more sustainable approach to ensuring regional peace and stability and, therefore, ensuring development for the peoples of West Africa. Dr Osita Agbu is currently a Senior Research Fellow at the Nigerian Institute of International Affairs, Lagos. His areas of specialization include Peace and Conflict studies, Governance and Democratization and Technology and Development. He was until recently, a Visiting Research Fellow at the Institute of Developing Economies, Chiba, Japan.

Responding to these conflicts requires concerted action to manage the crises – the violence, the political discord, and the humanitarian consequences of prolonged fighting. To accomplish this requires the involvement of institutions and groups rarely considered in formal official African conflict management activities: schools, universities, religious institutions, media, commercial enterprises, legal institutions, civil society groups, youth, women and migrants. These groups and organizations have an important role to play in building a sense of identity, fairness, shared norms and cohesion between state and society – all critical components of the fabric of peace and security in Africa. Book excerpt: In the wake of proliferating intra-state wars and violent conflicts in the 1990s, many war-torn countries in West Africa, especially Sierra Leone initiated frail peacebuilding processes, hoping to secure a more peaceful and stable development. The challenges such societies face are daunting, with competing challenges of restoring public infrastructure, designing new political arrangements and institutions, restoring security and addressing post-conflict trauma and restoring confidence among large parts of the population. Often these demands prove to be too burdensome in relation to the uncoordinated attitude of the major actors, explicating why the outcome of peace building process still remains a fragile undertaking with mixed results. Undertaking reconstruction process, must informed a collaborative effort of the national government, international donors and stakeholders geared towards addressing the origin of the conflict within the overreaching Millennium development framework. There is a clear imperative for this kind of partnership if the new attempts to build peace in post-conflict areas are to succeed.

For over two decades now, West Africa has remained one of Africa's most conflict-ridden regions. It has been a theatre of some of the most atrocious brutalities in the modern world. It has, nonetheless, witnessed one of the most ambitious internal efforts towards finding regional solutions to conflicts through ECOWAS. The lead role of ECOMOG - the ECOWAS peacekeeping force - in search of peaceful solutions to civil wars in Liberia, Sierra Leone, Guinea Bissau and Cote d'Ivoire has yielded a mix of successes and failures. In this book, the authors take a candid look at the role that ECOWAS has played and show how the sub-regional organisation has stabilised and created new conditions conducive to nation building in a number of cases. Conversely, the book shows that ECOWAS has aggravated, if not created, new tensions in yet other cases. The comparative advantage that ECOWAS has derived from these experiences is reflected in the various mechanisms, protocols and conventions that are now in place to ensure a more comprehensive conflict prevention framework. This book provides a nuanced analysis of the above issues and other dynamics of conflicts in the region. Book excerpt: This Discussion Paper is based on a theoretical exploration of state reconstruction and the prospects for peacebuilding in post-conflict West African countries based on critical reflections on the political thought of Claude Ake, one of Nigeria's foremost political thinkers. Its point of departure is the refutation of the view that the state project in Africa is 'hopeless' or at a dead-end. It therefore revisits the debate on the viability of the state project in the continent, particularly as it relates to those West African states emerging from or affected by violent conflict. While acknowledging the shortcomings of the state-formation project in some post-conflict West African countries, the author argues that the state remains a key institutional and social actor that needs to be understood more in terms of its historical moorings, political economy and marginal position in the international order. Drawing on Ake's postulations about the limited autonomy of the state in Africa and its links to political violence and conflict, the author critiques both the hegemonic discourses on the nature of the state in Africa and those relating to post-conflict peacebuilding in the continent. The analysis of the latter focuses on the epistemological groundings of mainstream peacebuilding discourses, and posits that there is no guarantee that such imported models ensure sustainable peace in West Africa. Thus, the paper makes a compelling case for reinventing the state in West Africa based on autochthonous democratic transformation in favour of ordinary people. In this regard, it argues for an endogenous transformation of the state in Africa in ways that can strongly root it in the people as a fundamental step towards sustainable and locally owned participatory peacebuilding. It thereby opens up a new perspective on state reconstruction as a step towards ending violent conflict in the sub-region.
