Within a half-hour, residents can travel to Niagara Falls, Niagara-on-the-Lake, St. Catharines, Port Colborne or Buffalo. It has been traditionally known as the place where rails and water meet, referring to the railways from Buffalo to Toronto and Southwestern Ontario, and the waterways of the Welland Canal and Welland River, which played a great role in the city's development. The city was first settled in 1788 by United Empire Loyalists. Welland, because of its proximity to the Sir Adam Beck hydroelectric station at Niagara Falls, was historically known for its steel, automotive, and textile industries. Manufacturing firms were the biggest employers in Welland, with companies like Union Carbide, United Steel, Plymouth Cordage Company, three drop forges, a cotton mill, and the Atlas Steel Company, as well as general manufacturing plants, influencing the shaping of early Welland. The Plymouth Cordage Company was the first major industrial company to open a plant in Welland in 1906. It was a rope making company with headquarters in Plymouth, Massachusetts; it became the largest manufacturer of rope and twine in the world. Plymouth binder twine was popular among farmers to package farm crops such as grass, wheat and straw, and was the inspiration for the naming of the Plymouth brand of automobiles first produced in 1928. Many workers who relocated to Welland from the company's operations in Plymouth were of Italian origin. To minimise the potential effects of cultural and language barriers, Plymouth Cordage sent four foremen to Welland: one was Italian, one was French, one was German and one was English. The city is separated by the Welland River and Welland Canal which links Lake Erie and Lake Ontario. The Welland Canal is a ship canal and has been involved in the history of the area ever since the First Welland Canal was extended to reach Lake Erie in 1833. Traversing the Niagara Peninsula from Port Weller to Port Colborne, the canal forms a key section of the St. Lawrence Seaway, enabling ships to ascend and descend the Niagara Escarpment and bypass Niagara Falls. About 40,000,000 tonnes of cargo are carried through the Welland Canal annually by traffic of about 3,000 ocean and Great Lakes vessels. The original canal and its successors allowed goods from Great Lakes ports such as Cleveland, Detroit, and Chicago, as well as heavily industrialized areas of the United States and Ontario, to be shipped to the port of Montreal or to Quebec City, where they were reloaded onto ocean-going vessels for international shipping. Prior to the Welland By-Pass project, the Welland Canal cut through the centre of Welland. As a result, a very prominent split was created between the east side and the west side of the city. The west side grew primarily to the north and became the most affluent, while the east side expanded south. The Welland By-Pass project, started in 1967 and finished in 1973, provided a new, shorter alignment for the Welland Canal by removing it from downtown Welland to the outskirts of the city. With the completion of the bypass, the east end of Welland became a man-made island, lying between the new and old canal channels. The old alignment of the canal was renamed the Welland Recreational Waterway with the purpose of developing several recreational facilities and tourist attractions along its shores. In 1914, a local business called Empire Cotton Mills was bought by a Quebec-based company. They brought in twenty francophone families to work in the mill, giving a start to a French-speaking community still very alive in the city today. The Atlas Steel Co. was founded in the 1920s. Roy H. Davis and partners bought the Welland plant from its American shareholders in 1928. Gun barrels were produced here during the Second World War.

It is historically significant as the terminus for the first three (19th century) routes of the Welland Canal, built in 1820, 1845 and 1889. The city's most popular beach, on the shore of Lake Ontario, is located in Port Dalhousie at Lakeside Park. The park is home to an antique carousel which was carved by Charles I. D. Looff in 1905 and brought to St. Catharines in 1921. It continues to provide amusement for young and old alike, at just 5 cents a ride. Port Dalhousie is named for George Ramsay, 9th Earl of Dalhousie, Governor General of British North America from 1820-1828. At the time of European colonization, the British Crown appropriated the land from the Neutral Indians, and transferred title of the area to Captain Peter Tenbroeck, a United Empire Loyalist officer in Butler's Rangers, as part of an 800 acre land grant. Tenbroeck and other settlers established farms along the Twelve Mile Creek. Within a few years, ships began to ply the waters of Lake Ontario, but only small craft could navigate to the fledgling mills and hamlet of Shipman's Corners, later St. Catharines. The northern entrance to the Welland Canal was at Port Dalhousie. Industries and services to meet the needs of the growing settlement were established. In 1837, a Scottish boat builder called Robert Abbey started a shipyard at Port Dalhousie, building yawls, sailing yachts and eventually steam yachts. Confederation in 1867 was a major factor in the building of the Third Welland Canal. A new and enlarged waterway was needed for the larger steamers on the Great Lakes. By 1890 almost 300,000 tons of cargo were shipped along the canal each year, primarily wheat, corn, coal and forest products. By 1914, this had increased to almost four million tons. Further canal enlargements were demanded and a new Welland Ship Canal was completed in 1930 which bypassed Port Dalhousie.

In 1853 construction began to build an international suspension bridge over the Niagara Gorge. This brought work and prosperity to the north end of Stamford Township. A shanty-town development was erected to house workers at the base of the bridge. Over the years this became the Village of Elgin. Amalgamation of the Village of Elgin with the Town of Clifton was caused by the economic impact of the Great Western, Erie and Ontario Railways. The prosperous town boasted fifteen grocery stores and twenty saloons and hotels. Samuel Zimmerman, one of the founding fathers of the city, came from Pennsylvania in 1842 with lots of ambition, and some knowledge of construction. He rebuilt parts of the Welland Canal. The original settlement, known as Gravelly Bay after the shallow, bedrock-floored bay upon which it sits, dates from 1832 and was renamed after Sir John Colborne, a British war hero and the Lieutenant Governor of Upper Canada at the time of the opening of the southern terminus of the First Welland Canal in 1833 when it was extended to reach Lake Erie. During the 1880s, American tourists from the southern states began building vacation homes on the lakeshore of the western edge of the town. Before long, an entire gated community of vacationers from the south called Port Colborne their home during the summer months. Today, the picturesque street of Tennessee Avenue is still home to many of these original vacation homes and buildings, as well as the original stone and wrought iron resort gates. The street boasts some immaculately maintained examples of late 19th and early 20th century Southern architecture. The Welland Canal was originally established as a solution to summer water shortages that plagued a grist mill operation near St. Catharines. William Hamilton Merritt, the mill owner, diverted water from the Welland River into Twelve Mile Creek. He wanted to make the channel deep enough to allow boats to pass through a series of locks down the escarpment into Twelve Mile Creek and on to Lake Ontario. The International Nickel Company (now Vale) has been one of the city's main employers since the opening of a refinery in 1918. Taking advantage of inexpensive hydroelectricity from generating stations at nearby Niagara Falls, the refinery produced electro-refined nickel for the war effort, and continues in operation today. Port Colborne was one of the hardest hit communities during the blizzard of 1977. Thousands of people were stranded when the city was paralyzed during the storm. Maritime commerce, including supplying goods to the camps for the laborers who worked on the first canal, ship repair and the provisioning trade, was, and still is, an important part of Port Colborne's economy. Port Colborne was a heavily industrial city throughout most of the early twentieth century. A grain elevator, two modern flour mills, a Vale nickel refinery, a cement plant and a blast furnace were major employers. Several of these operations have closed over the past thirty years, while others employ a lot less residents due to modernization and cutbacks. Port Colborne has been successful in attracting agro-business operations which process corn into products such as sweeteners and citric acid. The economy has gradually shifted towards tourism and recreation, taking advantage of the scenic beauty of the lakeshore. The Port Colborne Historical and Marine Museum, located near the centre of town, is a resource for local history and archival research. In addition to a collection of historic buildings and artifacts, it opened up the "Marie Semley Research Wing" to foster research into local history; it was named to commemorate the long-standing efforts of a local resident who devoted hours to the museum.

Welland is the closest city center. The community was named in 1853. The name probably comes from Fenwick, East Ayrshire in Scotland, which was the birthplace of Dr. John Fraser, who was reeve of Pelham Township at the time. Ridgeville is a community within the town of Pelham. It borders the western limit of Fonthill. It derives its name from its location on the south western ridge of the Fontill Kame. It has a post office, a rural mail route named Ridgeville, a small number of shops found along Canboro Road, including a bakery, chocolate shop and specialty home and bath shops, the local high school, Gwennol Organic Blueberry Farm and the Berry Patch Tea Room. Fonthill is a community in the town of Pelham. It has a few small industries, but is primarily a residential suburb known for its fruit orchards, nature trails, and neighbourly attitude. Fonthill shares its name with the Fonthill Kame, on which it is located, formed by glacial deposits. Effingham Creek, a cold-water stream, originates in the glacial silts and sands of Short Hills area of the moraine, northwest of Fonthill. Effingham Creek is a tributary to Twelve-Mile Creek, which empties into Lake Ontario. The Fonthill Kame is a geological feature in the in the form of a large, isolated hill composed of sand and gravel deposited by the retreating glaciers of the last ice age. The Fonthill Kame rises about 75 meters (246 feet) above the surrounding land and is the highest elevation in the region. The kame is 6 kilometers (4 miles) east to west and 3 kilometers (2 miles) north to south. It slopes gradually on the west side, more steeply on the south and east and merges with the Short Hills Provincial Park area of the Niagara Escarpment on the north. The Fonthill Kame influences the climate of Pelham by sheltering it from winds from the southwest. This provides good growing conditions for fruit crops, including the grape vines that supply the local wine industry. It is also mined for sand and gravel. Letters written by Henry Giles, a settler who came to the area in 1840, suggest that he chose the name Fonthill because the area looked similar to the area around Fonthill Abbey in England. The village's first post office was established in 1856. On June 10, 2006, Fonthill celebrated its 150th anniversary. The celebration was marked by the opening of the band stand (a replica of the original band stand the existed in the early 1900s), historical displays and a variety of musical and artistic presentations. On a clear day, the tall buildings of Niagara Falls to the East and the Toronto skyline to the North are clearly visible from a vantage point near Effingham Street and south Tice Road just west of Fonthill. This also allows views of Lake Ontario, Lake Erie, and the skyline of Buffalo. In 1970, the Town of Pelham unified five historical communities: Fonthill, Ridgeville, Effingham, North Pelham and Fenwick into a single town covering more than one hundred and twenty-six thousand square kilometres. This integration brought together a mix of farming (agriculture) and commercialism. The Town of Pelham is located in the centre of Niagara Region. The town's southern boundary is formed by the Welland River, a meandering waterway that flows into the Niagara River. To the west is the township of West Lincoln, to the east the city of Welland, and to the north the city of St. Catharines. Pelham Township was part of Welland County since the late 1780s. The Town of Pelham derived its name from Pelham Township which was named by John Graves Simcoe in the 1790s. Simcoe gave names to the Townships of Niagara that were created to provide land for Loyalist refugees, disbanded troops former rangers and others after the British defeat in the Revolutionary War (which ended in 1783). The policy of Simcoe was to adopt township names from England.
