The past three "U.S. National Security Strategy" documents point to several threats emanating from states that are variously described as weak, fragile, vulnerable, failing, precarious, failed, crisis, and collapsed. These threats include the following: (1) providing safe havens for terrorists and other illicit groups; (2) causing conflict, regional instability, and humanitarian emergencies; and (3) undermining efforts to promote democracy and good governance. The President, in his 2005 "National Security Presidential Directive" (NSPD) 44, asserts that "the United States should work ... to anticipate state failure, avoid it whenever possible, and respond quickly and effectively when necessary and appropriate ..." The U.S. government remains in the early stages of developing capabilities and resources for addressing a complex mix of security, development, and governance challenges confronting weak states. New U.S. programs and initiatives fall under four main categories: (1) conflict and threat early warning, (2) international cooperation and diplomacy, (3) foreign development assistance, and (4) post-conflict stability operations. However, as U.S. policies toward weak and failing states have grown in priority and cost, particularly since 9/11, some policy makers and analysts have begun to question the Administration's commitment to effectively addressing the problems posed by these states. This report first provides definitions of weak states and describes the links between weak states, U.S. national security, and development challenges. Second, the report surveys recent key U.S. programs and initiatives designed to address threats emanating from weak states. Finally, it highlights relevant issues about U.S. policy toward these states that Congress may consider.

Book excerpt: Mission Creep: The Militarization of US Foreign Policy? examines the question of whether the US Department of Defense (DOD) has assumed too large a role in influencing and implementing US foreign policy. After the Cold War, and accelerating after September 11, the United States has drawn upon the enormous resources of DOD in adjusting to the new global environment and challenges arising from terrorism, Islamic radicalism, insurgencies, ethnic conflicts, and failed states. Contributors investigate and provide different perspectives on the extent to which military leaders and DOD have increased their influence and involvement in areas such as foreign aid, development, diplomacy, policy debates, and covert operations. These developments are set in historical and institutional context, as contributors explore the various causes for this institutional imbalance. The book concludes that there has been a militarization of US foreign policy while it explores the institutional and political causes and their implications. “Militarization” as it is used in this book does not mean that generals directly challenge civilian control over policy; rather it entails a subtle phenomenon wherein the military increasingly becomes the primary actor and face of US policy abroad. Mission Creep’s assessment and policy recommendations about how to rebalance the role of civilian agencies in foreign policy decision making and implementation will interest scholars and students of US foreign policy, defense policy, and security studies, as well as policy practitioners interested in the limits and extents of militarization.

Its processes are often irregular and confusing and are always based on difficult decisions laden with serious risks. In short, it is a subject understood by few and confusing to most. It is, at the same time, a subject of overwhelming importance to the fate of the United States and civilization itself. Col. Dennis M. Drew and Dr. Donald M. Snow have done a considerable service by drawing together many of the diverse threads of national security strategy into a coherent whole. They consider political and military strategy elements as part of a larger decisionmaking process influenced by economic, technological, cultural, and historical factors. I know of no other recent volume that addresses the entire national security milieu in such a logical manner and yet also manages to address current concerns so thoroughly. It is equally remarkable that they have addressed so many contentious problems in such an evenhanded manner. Although the title suggests that this is an introductory volume - and it is - I am convinced that experienced practitioners in the field of national security strategy would benefit greatly from a close examination of this excellent book. Based on commonly used fragility measures, South Africa (SA) is classified as a relatively stable state, yet rising violent crime, high unemployment, endemic poverty, eroding public trust, identity group based preferential treatment policies, and the rapid rise of the private security sector are all indications that SA may be suffering from latent state fragility. Based on a comprehensive view of security, this study examines the extent to which measures of political legitimacy and good governance, effectiveness in the security system – especially with respect to the police system – and mounting economic challenges may be undermining the stability of SA in ways undetected by commonly used measures of state fragility. Using a mixed-methods approach based on quantitative secondary data analysis and semi-structured interviews with government officials, security practitioners, and leading experts in the field, this study finds that the combination of colonization, apartheid, liberation struggle, transition from autocracy to democracy, high levels of direct and structural violence, stagnating social, political, and economic developments make South Africa a latently fragile state. Conceptually, the results of this research call into question the validity of commonly used measures of state fragility and suggest the need for a more comprehensive approach to assessing state fragility. Practically, this study offers a number of concrete policy recommendations for how South Africa may address mounting levels of latent state fragility.

Book excerpt: ‘Responsibility to Protect and Prevent: Principles, Promises and Practicalities’ explores the evolution of responsibility to protect (R2P), a principle which – according to its supporters – has evolved into a new type of responsive norm for how the international community should react to serious and deliberate human rights violations. Arguing that the R2P ethos has been misunderstood and used ineffectively, this work defends the validity of R2P and urges for a more practical understanding that moves beyond theory. The progression of R2P from an initial concept to formal ratification has been a very difficult one, with a great deal of disagreement over its validity as a substantive norm in international affairs. The key disagreement is not that protection or prevention are unimportant, but rather how the fine-sounding R2P principles are supposed to work in practice. This volume presents a number of important arguments that are directly related to the state vs. human security debate, with a critical analysis of the nexus between the protection verses prevention theses. Through the case study of the Libyan Crisis, Janzekovic and Silander offer an example of the R2P thesis in action, and support the claim that prevention should be more than an adjunct to protection.
