Available in PDF, EPUB and Kindle. Book excerpt: Winner, 2024 Book Award, Society for History in the Federal Government In 1974, the Hughes Glomar Explorer, ostensibly an advanced deep-sea mining vessel owned by reclusive billionaire Howard Hughes, lowered a claw-like contraption to the floor of the Pacific Ocean. This high-tech venture was only a cover story for an even more improbable scheme: a CIA mission to retrieve a sunken Soviet submarine. Like a Jules Verne novel with an Ian Fleming twist, the saga of the Glomar Explorer features underwater espionage, impossible gadgetry, and high-stakes international drama. It also marks a key moment in the history of transparency—and not just for what became known as the Glomar response: “We can neither confirm nor deny. . . . ” M. Todd Bennett plumbs the depths of government secrecy in this new account of the Glomar mission and its consequences. Trawling through recently declassified documents, he explores the logistics, media fallout, and geopolitical significance of one of the most ambitious operations in intelligence history. Glomar, Bennett argues, played a pivotal but underappreciated role in helping the CIA ward off oversight amid a push for transparency and accountability. He reframes the operation’s history to offer an alternative perspective on the 1970s, a decade known for expansive openness, as well as the persistent tension between the demands of democracy and the need for secrecy in foreign policy. Combining keen historical analysis and gripping storytelling, Neither Confirm nor Deny brings to the surface fresh insights into the history of the security state, the politics of intelligence, and the CIA’s relationship with the media and the public.

Book excerpt: An incredible true tale of espionage and engineering set at the height of the Cold War--a mix between The Hunt for Red October and Argo--about how the CIA, the U.S. Navy, and America's most eccentric mogul spent six years and nearly a billion dollars to steal the nuclear-armed Soviet submarine K-129 after it had sunk to the bottom of the Pacific Ocean; all while the Russians were watching. In the early hours of February 25, 1968, a Russian submarine armed with three nuclear ballistic missiles set sail from its base in Siberia on a routine combat patrol to Hawaii. Then it vanished. As the Soviet Navy searched in vain for the lost vessel, a small, highly classified American operation using sophisticated deep-sea spy equipment found it--wrecked on the sea floor at a depth of 16,800 feet, far beyond the capabilities of any salvage that existed. But the potential intelligence assets onboard the ship--the nuclear warheads, battle orders, and cryptological machines--justified going to extreme lengths to find a way to raise the submarine. So began Project Azorian, a top secret mission that took six years, cost an estimated $800 million, and would become the largest and most daring covert operation in CIA history. After the U.S. Navy declared retrieving the sub "impossible," the mission fell to the CIA's burgeoning Directorate of Science and Technology, the little-known division responsible for the legendary U-2 and SR-71 Blackbird spy planes. Working with Global Marine Systems, the country's foremost maker of exotic, deep-sea drilling vessels, the CIA commissioned the most expensive ship ever built and told the world that it belonged to the reclusive billionaire Howard Hughes, who would use the mammoth ship to mine rare minerals from the ocean floor. In reality, a complex network of spies, scientists, and politicians attempted a project even crazier than Hughes's reputation: raising the sub directly under the watchful eyes of the Russians.

Book Return to an Address of the Honourable the House of Commons Dated 28th January 2004 for the Report of the Inquiry Into the Circumstances Surrounding the Death of Dr David Kelly C M G

Download or read book Return to an Address of the Honourable the House of Commons Dated 28th January 2004 for the Report of the Inquiry Into the Circumstances Surrounding the Death of Dr David Kelly C M G written by Lord Brian Hutton and published by The Stationery Office. This book was released on 2004 with total page 884 pages. Available in PDF, EPUB and Kindle. Book excerpt: This publication contains the report of the independent inquiry by Lord Hutton into the events leading up to the death of Dr. David Kelly, the government weapons expert, in July 2003, after he had been publicly named as the source of a report by Andrew Gilligan on BBC Radio Fours Today programme, which had alleged that the government had pressurised the Joint Intelligence Committee to exaggerate the military threat posed by Iraq in its September 2002 dossier. The question of whether intelligence about Iraqs weapons of mass destruction justified going to war falls outside the scope of the inquiry. The report concludes that Dr Kelly took his own life because he felt he had been publicly disgraced after being named as the source for the BBC report, but nobody was at fault in not contemplating the possibility of his suicide. Dr Kelly had broken official civil service procedures in having an unauthorised meeting with Andrew Gilligan, a fact that Dr Kelly later recognised. Due to uncertainties in Mr Gilligans evidence and note-taking, and in his misuse of language, it is not possible to reach a definite conclusion as to what Dr Kelly actually said. However, the report states its satisfaction that Dr Kelly did not say that the Government had insisted in the insertion of the 45 minute claim probably knowing it to be wrong. Therefore, the allegation is judged to have been unfounded. The BBC editorial system is found to have been defective in its failure to properly check the details of the allegations made by Andrew Gilligan before their broadcast, and the BBC Governors and management system was at fault by failing to fully investigate complaints made by Alastair Campbell. The government is cleared of any dishonourable or underhand conduct in the public naming of Dr. Kelly. Downing Street was entitled to suggest changes to the September dossier, and it was appropriate for John Scarlett, head of the Joint Intelligence Committee, to take account of these. There was no covert strategy by the Ministry of Defence to leak his name, although they were at fault for failing to give Dr Kelly sufficient notice that his name had been made public.

The intense and to-the-point Russian President dabs at his porridge and slurps two raw quail eggs from a cup. Sergey Orlov’s steely eyes stare sharply at Luther Tex Lofton and vows, “We will pull this off; we will rule the world.” Lofton wins the presidency in a landslide, whipping a Social Democrat, viciously smeared throughout the 2016 campaign. A nude photo helps turn the Oval Office into a den of sin. Can a liberal Democrat, Brock Mullinix, quash this reign of tyranny? A presidential election in 2020 looms as a righteous pathway.
