Available in PDF, EPUB and Kindle. Book excerpt: The Masyumi Party, which was active in Indonesia from 1945 to 1960, constitutes the boldest attempt to date at reconciling Islam and democracy. Masyumi proposed a vision of society and government which was not bound by a literalist application of Islamic doctrine but rather inspired by the values of Islam. It set out moderate policies which were both favourable to the West and tolerant towards other religious communities in Indonesia. Although the party made significant strides towards the elaboration of a Muslim democracy, its achievements were nonetheless precarious: it was eventually outlawed in 1960 for having resisted Sukarno’s slide towards authoritarianism, and the refusal of Suharto’s regime to reinstate the party left its leaders disenchanted and marginalised. Many of those leaders subsequently turned to a form of Islam known as integralism, a radical doctrine echoing certain characteristics of 19th-century Catholic integralism, which contributed to the advent of Muslim neo-fundamentalism in Indonesia. This book examines the Masyumi Party from its roots in early 20th-century Muslim reformism to its contemporary legacy, and offers a perspective on political Islam which provides an alternative to the more widely-studied model of Middle-Eastern Islam. The party’s experience teaches us much about the fine line separating a moderate form of Islam open to democracy and a certain degree of secularisation from the sort of religious intransigence which can threaten the country’s denominational coexistence.

Now brought back into print as a member of Equinox Publishing's Classic Indonesia series, The Decline of Constitutional Democracy is considered to be the definitive study of Indonesia in the 1950s and will be of great interest to the growing number of social scientists concerned with the pre-industrial nations and in particular with their efforts to use and adapt Western political institutions. This is a solid and scholarly account, but, writing on the basis of much personal observation, Dr. Feith manages to present his material in such a way that readers with no previous background in the subject will be able to follow the book almost as easily as will specialists. HERBERT FEITH (1930-2001) became familiar with Indonesia during 1951-53 and 1954-56 when he was an English Language Assistant with the Ministry of Information of the Republic of Indonesia. A citizen of Australia, he received an M.A. degree from the University of Melbourne in 1955 and a Ph.D. from Cornell University in 1961. He was a Research Fellow in the Department of Pacific History, Australian National University, from 1960 to 1962 and was Chair of Politics at Monash University from 1968 until 1974.

This interest has come to be centred in particular on the question of how religions, especially Islam, were involved in this struggle, and what role they would fulfil in the new Indonesia. After having lived and worked in Indonesia from 1946 to the end of 1959, I was twice more enabled to yisit I ndonesia thanks to grants from the Netherlands Foundation for the Advancement of Tropical Research (WOTRO). It was during these sojourns in particular, from May to October 1966 and from February to July 1969, that the material for this study was collected, supplemented and checked. For the help I received during these visits I am greatly indebted to so many Indonesian informants that it is impossible to mention them all. Moreover, some of them would not appreciate being singled out by name. But while offering them these general thanks I am thinking of them all individually. In spite of all the help given and patience shown me, this publication is bound to be full of shortcomings. Indeed that has been the case, and ever since the country proclaimed its independence there has been an ongoing tension between the attempts of Muslims to shape society in conformity with the tenets of Islam and the efforts of successive governments to control that religion as a political and social force. Although an increasing number of scholarly studies have been concerned with the endeavors of Muslim leaders to influence the course of Indonesia's social and political development, very little has been written about the other side of this equation-the politics of the government for controlling and regulating Islam. In this essay Deliar Noer has broken important new ground by providing significant insights into this badly neglected aspect of the relationship. For this task Noer brings to bear strong credentials-extensive research on the political and social history of Islam in twentieth-century Indonesia, a solid training in political science and an intellectual integrity that has won him respect abroad as well as in Indonesia. He is the author of The Modernist Muslim Movement in Indonesia: 1900-1942 (Oxford University Press, 1973) and of numerous scholarly articles. After securing his Ph.D. in Political Science at Cornell University, he served as a lecturer or professor of political science at the University of North Sumatra, the Jakarta IKIP, where he was also Rector, the University of Indonesia, and at Griffith University in Australia. Under both the Sukarno and Suharto regimes he has won the reputation of being a principled scholar unwilling to compromise his honesty and objectivity-despite the pressures exerted by government. It was because of such pressure that in 1974 he was prevented from delivering his professorial address, "Partisipasi Dalam Pembangunan" (Participation in Development). This was a valuable contribution to the pool of ideas relevant to his country's development, and for this infringement of academic freedom his country is the poorer. Placed between the Indonesian nationalist promise of freedom and the (equally Christian) Dutch colonial promise of modernity, their experience of late colonialism was filled with dilemma and ambiguity. Rather than describe dry institutions, this study traces the lives of five politically active Indonesian Christians, both Catholic and Protestant, spanning the late colonial, Japanese occupation and early independence periods: Amir Sjarifoeddin, Bishop Soegijapranata, Kasimo, Moelia and Ratu Langie. For most of them the main problem was not so much the protest against colonialism, but the transition to more modern forms of political community. Their status as a religious minority, and as urban middle class 'migrants' out of their traditional communities, made them more aware that achieving moral consensus was problematic. This book should be of interest to students of Indonesian history, as well as those studying the history of Third World nationalism and the history of Christian missions.

Book excerpt: The Indonesian revolution, its origins, the course of its development, and its relation to current conditions in Indonesian society has always been a subject of major concern to the Cornell Modern Indonesia Project. Among the principal gaps in the coverage of its history (where both Indonesian and other Asian and Western scholars have given relatively little attention) are the background provided by the final year of Japanese occupation and an account of the first few months of independence, a critical time in which the revolutionary forces acquired their first institutional form. It is a matter of great regret that most of those Indonesians best qualified to write about this period have had little opportunity for doing so because of their preoccupation with governmental administration and other heavy duties. In the past decade, during which research on Indonesia has taken root at Cornell University, there has been only one substantial study relating to this period, Professor Harry J. Benda's doctoral dissertation, later published under the title of The Crescent and the Rising Sun. (The only other significant studies in English, Dr. M. A. Aziz's Japan's Colonialism and Indonesia and Professor W. H. Elsbree's Japan's Role in Southeast Asian Nationalist Movements, 1940-1945 were written without access to the substantial body of documents available to Dr. Benda and Mr. Anderson in Cornell University Library's collection on the Japanese occupation of Indonesia.) Subsequently, a study of outstanding importance has appeared in Japan, Indoneshia ni okeru Nippon gunsei no kenkyu (A Study of the Effects of the Japanese Military Occupation on Indonesia) by Shigetada Nishijima, Koichi Kishi, et al.; but, unfortunately, this exists only in the Japanese language and has not as yet been translated into English or Indonesian. Mr. Benedict Anderson, a member of the Cornell Southeast Asia Program's Modern Indonesia Project and for two years chief teaching assistant in the University's Department of Government, is currently on his way to Indonesia to undertake research concerning the revolutionary period (1945-1949). It is my hope and expectation that as a consequence he will be able to explore the history of the period in a balanced and scholarly way. I believe that the quality of his work in this present Interim Report, one based only on resources available at Cornell, is a substantial earnest of his capacity for doing so. Mr. Anderson's present study deals with the earliest period of the broader study which he envisages. He wishes it emphasized that the account offered here is an interim report, not a completed mono-graph. It represents his preliminary research, based on the incomplete sources available to him at Cornell. Many of his data are regarded by him as tentative and subject to confirmation or revision - depending upon the information which he encounters during his research in Indonesia. So that this study may be improved, he and I hope that he may secure the cooperation and the full, candid criticism of knowledgeable Indonesian scholars and officials. - George McT.
