Objectives include (a) reducing shoaling in the entrance and harbor, and (b) reducing the frequency of occurrence of breaking waves near the harbor entrance. The Pacific Ocean Division requested that the U.S. Army Engineer Waterways Experiment Station numerically study two proposed plans for improvement, including modifications to the existing entrance (Plan 1) and an extended east breakwater affording vessel access to the harbor from the west rather than the south (Plan 6). Wind wave and swell conditions were studied in the existing and plan harbors. The standard criterion for wave height in berthing areas was satisfied by all of the harbor configurations. The plan configurations generally satisfied the standard criterion for entrance and access channels except the most seaward part of the entrance channel slightly exceeded the criterion. The existing entrance failed to meet the criterion. Harbor oscillations were studied in only the existing and Plan 6 harbors. Both configurations are free of oscillation problems inside the harbor.

Available in PDF, EPUB and Kindle. Book excerpt: Port Allen Harbor, located on the southern coast of the island of Kauai, is protected from the open ocean by a single nibble-mound breakwater. Severe tropical storms in past years have damaged this structure, reducing the most seaward 66 ft of breakwater length to a submerged mound. To evaluate the impact of the shortened breakwater on harbor protection, primarily against wind waves and swell, the HARBD model was employed using incident wave conditions with periods between 6 sec and 20 sec. Approach directions ranged from 112.5 deg to 239.5 deg, the full range of directions seen by the harbor. A high-resolution finite element grid (38,000 elements) was generated with new automated software. The HARBD model produced wave amplification factors for 20 locations throughout the harbor basin. Following runs representing both the original and shortened breakwater lengths, these factors were evaluated using both recently developed visualization software and new interpretation methods. This approach allowed quantitative conclusions about the benefits of restoring the damaged breakwater back to its original length. The study indicates that a small measure of extra protection is provided by the original breakwater length relative to the existing condition. Book excerpt: Present and projected commercial activities in Kahului Harbor, Maui, Hawaii, indicate that new berths for barge and passenger ship operations will be needed. Deepening of the main harbor areas from 35 ft to 38 ft is also anticipated. The U.S. Army Engineer Division, Pacific Ocean, in coordination with the Harbors Division, Department of Transportation, State of Hawaii, requested field wave measurements and numerical (computer) model studies in support of long term planning. Field measurements were collected over a period of 18 months at a deepwater directional buoy, a directional array outside the harbor, and four gages inside the harbor. The numerical model, validated with field measurements for short waves (wind waves and swell) and long waves (harbor oscillations), was used to evaluate the technical feasibility of 11 alternative modifications to the harbor. Model results were compared to experience in the existing harbor and to general criteria for operational acceptability. A physical model study is recommended as a final phase of developing harbor modification plans.
