The book will not only be useful for water professionals, but also for citizen who like to discern the key factors which delay the recognition of water as a resource for life. Book excerpt: In Italy, the debate about the reform process, that has involved the water sector for several years, cannot be considered concluded. It seems exclusively ideological and often it does not consider the business administration perspective, which certainly could make a contribution to the solution of different problems. Politicians and researchers, for example, show very little interest for the economic and financial performance of water utility firms, focusing almost exclusively on the different ways for providing the services or on the ownership structure. This work analyzes the variables characterizing the outsourcing process in the water sector. It also explores the connection of such variables with the performance of companies and local government authorities involved in the delivery process. Subsequently, the work explains the results of an exploratory analysis of different cases in the international context, making also a comparison about the performance. Lastly, the work verifies the existence of some best practices and evaluates the adaptability of these best practices in the Italian context.

Book excerpt: The paper investigates the organization of the Italian water sector in the light of the reforms of public utilities. The aim is to examine the degree of implementation of the water sector reform (the so-called Galli Law of 1994) and assess the performance of operators through a study of their financial indicators and a non-parametric efficiency analysis. The information sources include two Bank of Italy surveys carried out in 2007 on local public water authorities and local water service providers. Financial indicators point to a low return on equity: for more than half of the firms it is lower than the risk-free interest rate. The non-parametric efficiency analysis does not reveal significant economies of scope and highlights a certain degree of variability of technical efficiency scores. This suggests that there is room for efficiency gains through the introduction of comparative competitive mechanisms such as the yardstick competition.

Due to the growing importance of efficient water management, it has become crucial to understand the endogenous and environmental factors affecting water pricing, so as to provide guidance to policy makers in defining a suitable water management framework and in entrusting the service to those water utilities that are better inclined to fulfill the purposes of the WPP. Using multiple linear regression model with robust standard errors, this paper analyzes if and how some relevant variables affect the tariff levied by water utilities. Italy is considered a particularly appropriate case study, since the country characterized by diverse geographical features and is home to water utilities with differing characteristics. The results show a positive relationship between the tariff level and the realized investment per inhabitant. Furthermore, the paper shows a negative relationship between the tariff level and the average annual rainfall. Consistent with the environmental characteristics, the data show that tariffs are lowest in the north of Italy. Significantly, publicly owned companies levy lower tariffs than mixed and private utilities. Finally, neither firm size and diversification strategies show a significant relationship with the tariff level.
