Yet this vital water supply has become highly vulnerable in recent decades, with potentially serious repercussions for China’s economic, social, and political stability. The Yellow River is an investigative expedition to the source of China’s contemporary water crisis, mapping the confluence of forces that have shaped the predicament that the world’s most populous nation now faces in managing its water reserves. Chinese governments have long struggled to maintain ecological stability along the Yellow River, undertaking ambitious programs of canal and dike construction to mitigate the effects of recurrent droughts and floods. But particularly during the Maoist years the North China Plain was radically re-engineered to utilize every drop of water for irrigation and hydroelectric generation. As David A. Pietz shows, Maoist water management from 1949 to 1976 cast a long shadow over the reform period, beginning in 1978. Rapid urban growth, industrial expansion, and agricultural intensification over the past three decades of China’s economic boom have been realized on a water resource base that was acutely compromised, with effects that have been more difficult and costly to overcome with each passing decade. Chronicling this complex legacy, The Yellow River provides important insight into how water challenges will affect China’s course as a twenty-first-century global power.

This book provides an integrated assessment of the spatial and temporal variability of both recent and future climate change impacts in the Yellow River source region (YRSR) with specific focus on extremes. The book is structured across four different topics from detecting contemporary hydro-climatic changes, comparing three different statistical downscaling methods, assessing elevation dependency of expected changes in temperature, and projecting future climate-induced hydrologic changes in the YRSR. The detection of historical hydro-climatic changes in recent decades indicates that climate change may already be happening and may pose a serious threat to water availability in this region. However, an ensemble of climate change projections for the periods 2046–2065 and 2081–2100 based on two GCMs and three emission scenarios demonstrates that the future water availability of this region would increase due to climate change. This discrepancy suggests that contemporary hydro-climatic experience based on past records alone may not always provide a reliable guide to the future. This study makes an important contribution toward an improved understanding of climate change impacts in the YRSR. The knowledge generated has major implications for water resources management in the Yellow River and will be instructive for climate change impacts studies in other mountain areas.

Part Four analyses energy for water - how water production and treatment depend on energy. The book shows that a lot can be done to improve equipment, develop processes and apply advanced monitoring and control to save energy for water operations. Significant amounts of energy can be saved by better pumping, the reduction of leakages, controlled aeration in biological wastewater treatment, more efficient biogas production, and by improved desalination processes. In 2012 he was the awardee of an Honorary Doctor degree at UTM and an Honorary Membership of IWA. In mountain areas, where water supplies for half of the world population originate, climate and hydrologic models are still subject to considerable uncertainty. And yet, critical decisions have to be taken to ensure adequate and safe water supplies to billions of people, millions of farmers and industries, without further deteriorating rivers and water bodies. While global warming is known to cause glaciers’ retreat and reduced snow packs around the world, it is not clear that mountain discharge will be lower. What is widely recognised is that water management must be adapted to accommodate significant regime changes. However, this inevitably involves managing transboundary rivers, adding further complexity to putting principles in practice. This book takes global warming and the importance of mountain areas in world water resources as the starting point. First, it provides detailed reviews of the processes going on in several rivers systems and world regions in Europe (Rhône and Ebro), North America (Canadian Rockies, Western US and Mexico), the Middle East (Jordan), Africa (Tunisia, Kenya and South Africa). These contexts provide case studies and examples that show the difficulties and potential for adaptation to global change. Land-use, economics, numerous modeling approaches are some of the cross-cutting issues covered in the chapters. The volume also includes the views of water practitioners, with two chapters authored by members of the US-Canada International Joint Commission, an industrialist from Western Canada and an environmental leader in Spain. By combining a rich set of contexts and approaches, the volume succeeds in offering a view of the global challenges faced by water agencies, international donors and researchers around the world. A case is made in some chapters to seek adaptive strategies rather than trying to reduce or control resources variability.
