Book excerpt: The rapid conversion of land to urban and suburban areas has profoundly altered how water flows during and following storm events, putting higher volumes of water and more pollutants into the nation's rivers, lakes, and estuaries. These changes have degraded water quality and habitat in virtually every urban stream system. The Clean Water Act regulatory framework for addressing sewage and industrial wastes is not well suited to the more difficult problem of stormwater discharges. This book calls for an entirely new permitting structure that would put authority and accountability for stormwater discharges at the municipal level. A number of additional actions, such as conserving natural areas, reducing hard surface cover (e.g., roads and parking lots), and retrofitting urban areas with features that hold and treat stormwater, are recommended.

Present problems are aggravated by aging and neglected facilities, by inadequate financing and by water management institutions reflecting the needs of an earlier era. Service needs to be provided for expanding populations, at the same time that corrective measures must be taken for decaying older urban centers, resulting both from neglect and expiring service life. These needs exist within the framewode of other competing and conflicting uses for existing and yet to be developed water sources. The problems have generated some highly visible national debates over financing due to the large sums involved. Despite differences in the age of the North American, European and other societies, the technological ages of water supply and storm water systems are much the same and provide a common denominator in the worldwide trend to urbanization. Examination of approaches to urban water management also indicates that they are generally based on past experience and institutions created in a non-urban era. The physical, financial and institutional alternatives are consequently often out-of-step with current urban environment. Historically, the supply of adequate water and efficient storm water management have also been top priority items with water quality and other aspects of environmental protection assuming a lower priority after basic supply needs have been met.

Book excerpt: Urban Water II is the proceedings of the 2nd International Conference on the Design, Construction, Maintenance, Monitoring and Control of Urban Water Systems. The meeting was reconvened following the success of the first conference held in the New Forest, home to the Wessex Institute of Technology in 2012. Water systems in the urban environment consist of supply networks as well as sewage and storm drainage systems. They interact with each other and with warm bodies such as rivers, lakes and aquifers, and this interaction affects the quality and quantity of the different systems. As our cities continue to expand, their urban infrastructure must be re-evaluated and adapted to new requirements related to the increase in population and the growing areas under urbanisation. New water systems are also required to reduce the risk associated with floods, network failures and many others related to inadequate networks. New systems should reduce economic losses and environmental impacts as well as promote a higher degree of reliability. Improved management, measurement and control mechanisms are needed to ensure the efficiency and safety of urban water systems. Topics such as contamination and pollution discharges in urban water bodies, as well as the monitoring of water recycling systems are currently receiving a great deal of attention from researchers and professional engineers working in the water industry. Architects and town planners are also aware of the importance of the interaction between urban water cycles and city planning and landscaping. Management of all these aspects requires the development of specialised computer tools that can respond to the increased complexity of urban water systems. Book excerpt: Control and/or treatment of stormwater discharges and combined sewage overflows from urban areas are problems of increaseing importance in the field of water quality management. Over the past decade much research effort has been expended and a large amount of data has been generated, primarily through the actions and support of the U.S. Environmental Protection Agency's (EPA) Storm and Combined Sewer Research and Development Program. Presented in this text are selected results of a comprehensive investigation and assessment of promising, completed and ongoing projects, representative of the state-of-the-art in abatement theory and technology; a look at recent legislation; and the identification of program needs and emphasis. Combined sewer overflows are major sources of water pollution problems, but even discharges of stormwater alone can seriously affect water quality. Current approaches involve control of overflows, treatment and combinations of the two. Control may involve maximizing treatment with existing facilities, control of infiltration and extraneous inflows, surface sanitation and management, as well as flow regulation and storage. A number of treatment methods have been evaluated including high rate screening and microstraining, ultra high rate filtration, dissolved air flotation, physical/chemical treatment, and modified biological processes. A swirl flow regulator/solids separator of anular shape construction with no moving parts has been developed. High rate disinfection methods including new disinfectants have been applied. Promising approaches involve integrated use of controls and treatment. The most disappointing have generally lacked flexibility in their operation and design. Mathematical models have been developed and successfully applied at multiple levels of sophistication and complexity.
