The implementation of modeling frameworks for measuring the performance based on a set of relevant indicators and data applications and model interfaces provides better support for decisions towards greater sustainability and more flexible and safer solutions. The hydraulic, management, and structural models represent the most effective and viable way to predict the behavior of the water networks under a wide range of conditions of demand and system failures. The knowledge of reliable parameters is crucial to develop approach models and, therefore, positive decisions in real time to be implemented in smart water systems. On the other hand, the models of operation in real-time optimization allow us to extend decisions to smart water systems in order to improve the efficiency of the water network and ensure more reliable and flexible operations, maximizing cost, environmental, and social savings associated with losses or failures. The data obtained in real time instantly update the network model towards digital water models, showing the characteristic parameters of pumps, valves, pressures, and flows, as well as hours of operation towards the lowest operating costs, in order to meet the requirement objectives for an efficient system.

Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Decision making in the water sector under changing climate and related uncertainties, and societal water security under altering and fluctuating climate are also discussed. Several case studies are included from several basins, cities, regions and countries in both developed and non-developing countries. The book covers a broad range of topics, including simplified and detailed methods of dynamic analysis for the seismic response of concrete and embankment dams compared with measured behavior. The response of embankment dams subjected to a 1.0 g foundation acceleration time history is computed by several analytical methods and compared. The modelling of stress-strain behavior of compacted soils for seismic stability analysis of earth-fill dams and its application for a failed earthfill dam is described. The cracking of the face slab of four faced rockfill dams during earthquakes is analyzed. The seismic behavior of concrete arch dams is discussed by the comparison of numerical and experimental results. Displacement-based seismic assessment of concrete dams is presented. Some of these earthquakes will occur in highly populated and vulnerable areas. Coping with moderate earthquakes is not a reliable indicator of preparedness for a major earthquake in a populated area. The recent, disastrous, magnitude-9 earthquake that struck northern Japan demonstrates the threat that earthquakes pose. Moreover, the cascading nature of impacts-the earthquake causing a tsunami, cutting electrical power supplies, and stopping the pumps needed to cool nuclear reactors-demonstrates the potential complexity of an earthquake disaster. Such compound disasters can strike any earthquake-prone populated area. National Earthquake Resilience presents a roadmap for increasing our national resilience to earthquakes. The National Earthquake Hazards Reduction Program (NEHRP) is the multi-agency program mandated by Congress to undertake activities to reduce the effects of future earthquakes in the United States. The National Institute of Standards and Technology (NIST)-the lead NEHRP agency-commissioned the National Research Council (NRC) to develop a roadmap for earthquake hazard and risk reduction in the United States that would be based on the goals and objectives for achieving national earthquake resilience described in the 2008 NEHRP Strategic Plan. National Earthquake Resilience does this by assessing the activities and costs that would be required for the nation to achieve earthquake resilience in 20 years. National Earthquake Resilience interprets resilience broadly to incorporate engineering/science (physical), social/economic (behavioral), and institutional (governing) dimensions.
