Book excerpt: Demand for water supply infrastructure is much greater than its supply due to rapid population growth in Gimbi town .Objective of this study is to assess the overall conditions of water supply infrastructure and service delivery in the town. Descriptive type of study was conducted and both primary and secondary were collected. Study confirmed that town is facing severe water supply service problem. Survey result shows that water produced only covers 30.39 percent of the demand and existing situations decreased the daily average consumption of pipe water to 6.08 liters/person/day. Study identified population growth, inadequate water supply source, frequent interruption, unaccounted for water, insufficient funding and capacity, and limited stakeholders' participation as factors for inadequate water supply infrastructure and service delivery. Paper recommends exploring additional source, redesigning the water distribution system, encouraging capacity building for staffs, carrying out appropriate operation and maintenance, introducing water harvesting program, launching water infrastructural assets management and promoting stakeholders' participation for the improvement.

Book excerpt: This book reviews contemporary research on urban infrastructure in 76 Ethiopian cities. It examines urban infrastructure issues in these cities and covers a wide range of topics from sustainability and smart cities to research methods employed by urban infrastructure investigators with regard to Ethiopian cities. Research on urban infrastructure legitimacies and modalities has established its value worldwide in recent years, though it is still fairly young in the Ethiopian context. The first chapter outlines ongoing issues of debate concerning urban infrastructures, including but not limited to discourses on sustainability, smart cities, innovative financing methods, and potential partnerships. Urban infrastructure issues in Ethiopian cities are examined in the second chapter, while the third chapter presents a review of the most relevant literature for researchers. Findings show that the citations in the research reports are mainly from the materials available over the internet, including WHO, UN-Habitat and unpublished local materials. The fourth chapter identifies patterns in the findings and recommendations of the research reports discussed. The results reveal that there is a wider gap between supply and demand with regard to urban infrastructure in Ethiopian cities, a situation that is further aggravated because of the growing urban population and already existing backlogs. The fifth chapter reviews the essential methods employed by urban infrastructure investigators in Ethiopian cities. In this regard, the cross-sectional study method with the use of survey method has been broadly adopted among investigators. Lastly, the book presents a summary and recommendations. It was observed that the urban infrastructure boom in Ethiopia is primarily concentrated in the key cities, and the current pattern of urban infrastructure provision does not incorporate the notion of sustainability. Hence, the book calls for setting the agenda of future research on urban infrastructure and services in Ethiopian cities together with the universities, private sector and government, who should ideally collaborate to produce the knowledge needed to improve quality of life, welfare, productivity, and economic growth.

Book excerpt: The African Ministers' Council on Water (AMCOW) commissioned the production of a second round of Country Status Overviews (CSOs2) to better understands what underpins progress in water supply and sanitation and what its member governments can do to accelerate that progress across countries in Sub-Saharan Africa (SSA). AMCOW delegated this task to the World Bank's Water and Sanitation Program and the African Development Bank (AfDB), which are implementing it in close partnership with United Nations Children's Fund (UNICEF) and the World Health Organization (WHO) in over 30 countries across SSA. This CSO2 report has been produced in collaboration with the Government of Ethiopia and other stakeholders during 2009-10. The analysis aims to help countries assess their own service delivery pathways for turning finance into water supply and sanitation services in each of four subsectors: rural and urban water supply, and rural and urban sanitation, and hygiene. The CSO2 analysis has three main components: a review of past coverage; a costing model to assess the adequacy of future investments; and a scorecard which allows diagnosis of particular bottlenecks along the service delivery pathway. The CSO2's contribution is to answer not only whether past trends and future finance are sufficient to meet sector targets, but what specific issues need to be addressed to ensure finance is effectively turned into accelerated coverage in water supply and sanitation. In this spirit, specific priority actions have been identified through consultation. A synthesis report, available separately, presents best practice and shared learning to help realize these priority actions.

Available in PDF, EPUB and Kindle. Book excerpt: This study presents empirical findings on drinking water supply in Ethiopia from a set of qualitative and quantitive surveys on rural public services. Access to safe drinking water is very low: 32% of the surveyed households use safe drinking water sources, and the average time to get to safe water sources during dry season ranged from 29 minutes to 82 minutes. The households covered in the Ethiopia survey may still have better access than the national average. Households identify drinking water as their main priority concern, yet they report high satisfaction rates and hardly take any action to complain. 71% of the households were very or somewhat satisfied with the quantity and 52% with the quality of drinking water, even though access was very low. What is surprising with these findings is the fact that a considerable share of the households identified water as their number one concern among a series of services in their area. This raises questions about how best to elicit information about satisfaction with rural services. Drinking water has undergone far-reaching decentralisation. The construction and major rehabilitation of drinking water facilities is managed by district water desks, which are backstopped by the Regional Water Bureaus. Water committees have been established, each of which usually manages one water facility. Making water committees inclusive seems challenging. Although bringing water to the household is predominantly a task undertaken by women (and their children), the study found that in all sites except for one, the water committee leaders were men The water committees also do not seem to be very effective in counteracting the top-down nature of service provision. The study found that in some cases the functioning of water facilities was compromised if the organization that constructed the facility did not take into account the community's knowledge of water sources in determining where to locate the facility.

The first development concerns the possible role of small towns in migration flows and urbanization. Development of small towns, in the form of improved basic services and other amenities, has been promoted in order to abate the impact of urbanization on large urban centres and to alleviate service provision pressures in major urban centers, whilst stimulating rural economies and eventually prompting social transformations. The second development concerns the targets set by the SDGs in 2015. SDG6 requires countries to ensure universal and equitable water services by 2030. This inclusive target requires that the water services needs of small towns are considered in the expansion of sustainable and equitable water services. This book aims to contribute to the study of water services in small towns by critically examining different approaches and experiences of water supply in small towns. It brings together empirical testimonies of how the implementation of reductionist models and the perseverance of certain principles underlying these models in the water sector have yielded suboptimal results. Much remains to be done before achieving universal service coverage in small towns is likely. In order to do that, we should start speaking of small towns as a category on their own and continue the work in elaborating further what these are and how they work. The present and future population of the study area was determined and the water demand per day established. The hydrologic, hydro geologic and topographic data formed the basis of the design while laying emphasis on models and theories of pipe networking and performance. The pipe network layout was analyzed with the use of Epanet2.0 software which is based on Hazen William's equation. Further powers were devolved in 2001 through the District Level Decentralization Program and Urban Management Profram. This volume brings together studies by the Forum for Social Studies and others, with the aim of identifying knowledge gaps for further research and to generate debate on the issues in Ethiopia. The study is in two parts: a literature review seeking to document existing studies and highlight research gaps; and field work which involved a rapid assessment of eight weredas and two kifle ketemas in Addis Ababa.
