Book excerpt: In the quest to reduce costs and improve the efficiency of water and wastewater services, many communities in the United States are exploring the potential advantages of privatization of those services. Unlike other utility services, local governments have generally assumed responsibility for providing water services. Privatization of such services can include the outright sale of system assets, or various forms of public-private partnershipsâ€"from the simple provision of supplies and services, to private design construction and operation of treatment plants and distribution systems. Many factors are contributing to the growing interest in the privatization of water services. Higher operating costs, more stringent federal water quality and waste effluent standards, greater customer demands for quality and reliability, and an aging water delivery and wastewater collection and treatment infrastructure are all challenging municipalities that may be short of funds or technical capabilities. For municipalities with limited capacities to meet these challenges, privatization can be a viable alternative. Privatization of Water Services evaluates the fiscal and policy implications of privatization, scenarios in which privatization works best, and the efficiencies that may be gained by contracting with private water utilities.

Proponents argued that the private sector could provide better services at lower costs than governments; opponents questioned the risks involved in delegating control over a life-sustaining resource to for-profit companies. Private-sector activity was most concentrated—and contested—in large cities in developing countries, where the widespread lack of access to networked water supplies was characterized as a global crisis. In Privatizing Water, Karen Bakker focuses on three questions: Why did privatization emerge as a preferred alternative for managing urban water supply? Can privatization fulfill its proponents' expectations, particularly with respect to water supply to the urban poor? And, given the apparent shortcomings of both privatization and conventional approaches to government provision, what are the alternatives? In answering these questions, Bakker engages with broader debates over the role of the private sector in development, the role of urban communities in the provision of "public" services, and the governance of public goods. She introduces the concept of "governance failure" as a means of exploring the limitations facing both private companies and governments. Book excerpt: Water utilities are the main instrument for countries to achieve universal service coverage. In pursuing universal service coverage, water utilities have turned to pro-poor water services to extend water services in low-income areas. This thesis discusses the use of pro-poor water services by water utilities in Kenya, with the intention of highlighting the dimensions of the approach that require attention of policy makers and practitioners when engaging with the concept. Based on the analysis of the technologies, financial and organisational arrangements associated with the pro-poor concept, this thesis shows that the use of pro-poor strategies allows water utilities to reduce the risks of servicing low-income areas while still claiming to fulfil their mandate of providing access to all in a commercially viable manner. The analysis also shows that rather than a decision of the water utility, the choice for pro-poor strategies emerges as the result of a consensus or compromise between the different actors that constitute the broader institutional environment in which water utilities operate. The thesis concludes that while pro-poor water services may serve the interests of water utilities and other stakeholders, in the absence of well-directed subsidies and proper monitoring they will not result in low-income households benefiting from more affordable and reliable access to water.

It also includes a detailed financial analysis of the capital costs as well as operations and maintenance costs of the different off-grid water supply models compared to some of the piped water supply models. The final discusses the need to acknowledge off-grid water solutions in urban water policies, especially for the economically weaker sections. The universal coverage of all by the piped water is an ultimate goal of any water policy; however, in the interim, there is a need to put more emphasis on off-grid water solutions.

Firstly, it attempts to understand household water service delivery scenarios in urban India, drawing from case studies based on our household survey in four cities – Ahmedabad, Bangalore, Kochi and Hyderabad. Secondly, it examines the question of existing socio-economic inequality and access to water in an urban context in India. While dealing with the issue of inequality and access to water, it attempts to explore the question of whether access to water and water scarcity is socially neutral; whilst also analysing the mechanisms employed by the urban poor to manage their daily water needs. Thirdly, this book explores the role of institutions for efficient and effective delivery of water in urban India. The institutional analysis from a comparative perspective provides important insights to guide current reforms in domestic water supply in India, especially in a neo-liberal context. The book is a valuable resource for academicians, policy makers and practitioners involved in water governance in general and domestic (drinking) water supply in particular. Besides, it is of great interest to those working in the area of urban development, urban planning and household water management. The first development concerns the possible role of small towns in migration flows and urbanization. Development of small towns, in the form of improved basic services and other amenities, has been promoted in order to abate the impact of urbanization on large urban centres and to alleviate service provision pressures in major urban centers, whilst stimulating rural economies and eventually prompting social transformations. The second development concerns the targets set by the SDGs in 2015. SDG6 requires countries to ensure universal and equitable water services by 2030. This inclusive target requires that the water services needs of small towns are considered in the expansion of sustainable and equitable water services. This book aims to contribute to the study of water services in small towns by critically examining different approaches and experiences of water supply in small towns. It brings together empirical testimonies of how the implementation of reductionist models and the perseverance of certain principles underlying these models in the water sector have yielded suboptimal results. Much remains to be done before achieving universal service coverage in small towns is likely. In order to do that, we should start speaking of small towns as a category on their own and continue the work in elaborating further what these are and how they work. Yet for an individual city attempting to tackle the problems of urban poverty, this level of aggregation is not sufficient for answering specific questions such as where the poor are located in the city, whether there are differences between poor areas, if access to services varies by subgroup, whether specific programs are reaching the poorest, and how to design effective poverty reduction programs and policies. Answering these questions is critical, particularly for large, sprawling cities with highly diverse populations and growing problems of urban poverty. Understanding urban poverty presents a set of issues distinct from general poverty analysis and thus may require additional tools and techniques. Baker and Schuler summarize the main issues in conducting urban poverty analysis, with a focus on presenting a sample of case studies from urban areas that were implemented by a number of different agencies using a range of analytical approaches for studying urban poverty. Specific conclusions regarding design and analysis, data, timing, cost, and implementation issues are discussed. Book excerpt: 'Public-Private Partnerships for Urban Water Utilities: A Review of Experiences in Developing Countries' analyzes the market growth of Public-Private Partnerships (PPPs) in the developing world since 1990, and the performance of more than 65 large water PPP projects representing more than 100 million people for access, service quality, operational efficiency, and tariff levels. Although a relatively small portion of the water utilities in the developing world are operated under PPPs (about 7 percent in 2007), the urban population served by private water operators has grown every year since 1990. Despite many difficulties encountered by PPP projects and a few contract terminations, a large majority of contracts awarded since 1990 are still in place. The track record for improving service and efficiency reaffirms the value of PPPs to help turn around poorly performing water utilities, even though the level of private financing did not match initial expectations. Over time, a more realistic market has developed, the number of private investors from developing countries has grown, and contract designs have become more pragmatic concerning risk allocations between partners. The water sector has many features that set it apart from other infrastructure sectors. This book suggests the need for careful consideration of those specificities to successfully involve private operators. Although concessions with private financing have worked in a few places, contractual arrangements that combine private operation with public financing appear to be the most sustainable option in many countries. Policy makers, stakeholders, and donors need to remain heavily engaged in the water sector, especially in the poorest countries and during a global financial crisis. This book contributes to a better understanding of the various options to tackle the many challenges of providing water and sanitation services to urban populations in the developing world.
