Book excerpt: The book presents a critical and comparative analysis of the hydropolitical landscape of African transboundary river basins which, for much of the past century, have been affected by water scarcity. River and lake basins can become a source of tension and conflict due to a complicated mix of environmental, demographic, diplomatic, historical and geopolitical factors. This book, however, specifically focuses on the important, and often under looked, role played by scarcity in generating or exacerbating conflicts in shared river basins. Asserting that transboundary river basins tie states into a web of interdependence, this book raises awareness of how water scarcity, or the depletion of water resources, complicates this relationship as nations are forced to look beyond their own borders to meet the demand for water to satisfy multiple needs. Taking a comparative approach, it examines three shared basins: the Orange-Senqu, the Nile and the Niger River basins. While situated in different regions, all three basins are marked by serious environmental challenges that are detrimental to combustible hydropolitics over such shared water resources and they provide fascinating insights into the links between climate variability and change, water resources, human security, conflict, adaptation and regime capacity. Overall, this book argues that conflict over transboundary resources can be prevented given the establishment of norms, rules, and the role of external actors that help regulate state behaviour and control their impacts. This book will be of great interest to students and scholars of water resource management, hydropolitics, environmental conflict, resource scarcity and international relations. It will also be of interest to policymakers involved in transboundary water resource governance.

Chapter two examines the Southern Africa region’s efforts to combat water scarcity including principles, policies and strategies and the responsibility of each member to implement them. Beyond enacting management and pollution control regulations and raising public awareness, Namibia encourages research to ensure attainment of the requirements of both the SADC Protocol and its own water scarcity management laws. This book is the result of critical research and presentations by internationally renowned scholars, researchers and experts, and students of the Institute of Peace Studies and International RelationsHekima College. For most of 2009 Kenya suffered severe problems caused by flooding which took many lives and destroyed homes and important infrastructures. It highlighted the issues of water management and water conflicts, not only in Kenya but in other parts of East Africa, as it was made abundantly clear that not only scarcity of water, but excess water, incorrectly managed, can be disastrous. This timely, scholarly book presents discussions of the issues which underlie the major water crises in the region. In each case, Elhance examines the basin's physical, economic, and political geography; the possibilities for acute conflict; and efforts to develop bilateral and multilateral agreements for sharing water resources. The case studies lead to some sobering conclusions about impediments to cooperation but also to some encouraging ones--among them, that it may not be possible for Third World states to solve their water problems by going to war, and that eventually even the strongest riparian states are compelled to seek cooperation with their weaker neighbors.

Congo, and Kenya) and is home to more than 160 million people. Five of these countries are among the poorest in the world, with low levels of socio-economic development or - in other words - with tremendously high potentials and motivation to socio-economically develop. Today, exploitation of the Nile has reached its limits with ever greater populations and industries depending on its waters. History has created political power structures which represent the exact opposite of the hydrological realites. Although the river receives no contributions from Egyptian territories, the country is the most excessive consumer of Nile waters and dependent on it for about 95% of its freshwater resources. At the same time, precipitation in the Ethiopian highlands delivers some 85% of the Nile's flow measured at Aswan. But the prevailing river regime in combination with a history of political instability has so far prevented Ethiopia and other upstream countries from constructing major schemes to facilitate economic development or even flood protection for its population. Will increasing resource competition lead the states of the Nile Basin to full-scale inter-riparian conflict? Egypt with its very limited availabilty of arable land and already over-exploited and contested water resources must consider to at least partially abandon its pursuit of food self-sufficiency and examine alternative ways of securing its population's needs. Given growing pressures on the Nile's resources, the Basin states' current order will have to fundamentally shift from the current lower-basin domination to a more integrative regional system that appreciates both the upperriparians' contributions and development needs as well as the lower-riparians' dependence upon their cooperation. Considering the most recent trends in scientific literature on transboundary water resources, this transformation is expected to be accomplished through cooperative action rather than resisted against through inter-riparian conflict. This paper argues that Egypt will, despite the repeated threats uttered against underdeveloped upstream states' claims for more equal shares, lose its hitherto dominant position and engage in cooperative efforts exceeding current frameworks like that of the World Bank's NBI.

It is clear that there is no quick fix to the pressures imposed on water resources by climate change. Increasing the resilience of ecosystems and communities to extreme events such as flooding and drought, and integrating climate change risks and opportunities into development decision-making is indeed a key challenge, as much a technical climate-change one, as a political and developmental challenge. The book, in this regard, intends to contribute to the debate around climate change in relation to water resources management in Africa, and in particular inform policy decisions and actions that will improve governments’ and communities’ ability to manage the challenges of climate change and variability in relation to the aquatic ecosystems that they depend on. The knowledge collected in this book will benefit policy makers, researchers, as well as other stakeholders.
