It provides an overview of the current status of water resources utilization, the likely scenario of future demands, and advantages and disadvantages of systems techniques. An understanding of how the hydrological data are measured and processed is important before undertaking any analysis. The discussion is extended to emerging techniques, such as Remote Sensing, GIS, Artificial Neural Networks, and Expert Systems. The statistical tools for data analysis including commonly used probability distributions, parameter estimation, regression and correlation, frequency analysis, and time-series analysis are discussed in a separate chapter. Part 2 Decision Making, is a bouquet of techniques organized in 4 chapters. After discussing optimization and simulation, the techniques of economic analysis are covered. Recently, environmental and social aspects, and rehabilitation and resettlement of project-affected people have come to occupy a central stage in water resources management and any good book is incomplete unless these topics are adequately covered. The concept of rational decision making along with risk, reliability, and uncertainty aspects form subject matter of a chapter. With these analytical tools, the practitioner is well equipped to take a rational decision for water resources utilization. Part 3 deals with Water Resources Planning and Development. This part discusses the concepts of planning, the planning process, integrated planning, public involvement, and reservoir sizing.The last part focuses on Systems Operation and Management. After a resource is developed, it is essential to manage it in the best possible way. Many dams around the world are losing some storage capacity every year due to sedimentation and therefore, the assessment and management of reservoir sedimentation is described in details. No analysis of water resources systems is complete without consideration of water quality. A river basin is the natural unit in which water occurs. The final chapter discusses various issues related to holistic management of a river basin.

Book excerpt: To plan successfully and manage the increased uncertainties posed by likely future climate change, knowledge needs to advance much more for the water profession beyond what it is now available. Meeting these challenges does not depend exclusively on advances in climatological-hydrologic models. Policies for adaptation and strategies for mitigation measures have to be formulated on the basis of what are likely to be the potential impacts. These will have to be regularly fine-tuned and implemented according to changing needs and as more reliable knowledge and data become available. Even more challenging will be the politics of policy making and implementation, which will require a quantum leap from current policy-making and implementation processes. One can even say that, in addition to the development of more reliable models, the politics of climate change and water management remains one of the greatest uncertainties for the water profession. This book addresses water management practices and how these should and could be modified to cope with climatic and other related uncertainties over the next two to three decades; the types of strategies and good practices that may be available or have to be developed to cope with the current and expected uncertainties in relation to climate change; and the types of knowledge, information and technological developments needed to incorporate possible future climate change impacts within the framework of water resources management. Book excerpt: Quantitative research with respect to the combination of engineering and socialcultural- religious aspects based on the Tri Hita Karana philosophy in Subak irrigation schemes is original in the field of land and water development. A scenario analysis needs a good and careful system approach. Based on a Generic Algorithm the RIBASIM model was applied using the dependable 80% of discharge and shifting the start of land preparation. The results provide evidence that the cropping pattern of the fifth scenario results in an overall optimal agriculture production of the Subak schemes. The recoverable flow considered in the river basin scheme model plays an important role in the optimisation. Nevertheless, if a normal hydro-climate occurs, the other scenarios, especially the first scenario, can be applied as well. When the indigenous knowledge of farmers is compromised with present day knowledge of agricultural and technological developments, capability of these farmers increases, thus reflects the applicability of the Tri Hita Karana philosophy on harmony among people and harmony among people and nature.
