Book excerpt: The Mekong is the most controversial river in Southeast Asia, and increasingly the focus of international attention. It flows through 6 counties, China, Myanmar, Laos, Thailand, Cambodia and Viet Nam. The 4 downstream countries have formed the Mekong River Commission to promote sustainable development of the river and many of their people depend on it for their subsistence ? it has possible the largest freshwater fishery in the world, and the Mekong waters support rice agriculture in the delta in Viet Nam (which produces about 40% of that country's food) as well as in Cambodia, Laos and Thailand. China is now building the first large mainstream dam on the river, and has proposals for several more. These dams are likely to affect the downstream countries. Several of the downstream countries also have plans for large scale hydropower and irrigation development which could also impact the river. This book will provide a solid overview of the biophysical environment of the Mekong together with a discussion of the possible impacts, biophysical, economic and social, of some possible development scenarios. It is intended to provide a technical basis which can inform the growing political and conservation debate about the future of the Mekong River, and those who depend on it. It is aimed at river ecologists, geographers, environmentalists and development specialists both in the basin and (especially) outside for whom access to this material is most difficult. Moreover, water resources management faces a new uncertainty- i.e. the potential for longer-term and more persistent climate change nowadays, which, in coming years, may significantly affect the availability of supply and patterns of water demand. This book mainly focuses on the impact of climate change and human activities on water quality and water resources in Asia Countries. It begins by describing the characteristics of water related disasters in the world. Then, the book analyzes the changes of floods and associated socio-economic damages for whole China over the last century, and assesses water quality and pollution source for the Yangtze River Basin, suggesting water-related disasters would become more intense, longer lasting, and/or more frequent in a future warmer climate. Then, after investigating spatiotemporal trends and causes of water quality and water quality incidents (Chapter 4) and precipitation extreme events (Chapter 5) in Japan, subsequent two chapters mainly evaluate the climate and human impacts on precipitation variations, water quality and water resources in the Hokkaido area. The final chapter comprehensively analyzes climate change impacts on water resources in the Aral Sea Basin, and then estimate the water requirements and water deficits for irrigation, future agricultural yields of seven major crops, and land and water productivity in four provinces of Turkmenistan considering climate change, population growth, and three socio-economic development scenarios. All results obtained from this book may provide a means to reduce water quality incidents and mitigate future negative impacts by adapting water management. Furthermore, the improved methods for water quality modeling in data scarce regions are transferable to other study areas and applicable in future research.

Book excerpt: Water - and its governance - is becoming a global concern partly because it is turning into a goods in short supply, with devastating effects on literally billions of people, but also because it is the "carrier" of global warming; whether through irregular weather patterns or through flooding, water is how global warming will be 'felt'. The lion's share of the globally available fresh water resources is to be found in transboundary systems. In spite of its significance, the generated knowledge on how to deal with transboundary waters is weak and leaves policy makers with seemingly unavoidable, trade-off dilemmas and prioritizations, often with detrimental effects. In order to disentangle this predicament this volume works with one case: the Lower Mekong Basin and covers state-of-the-art academic and practitioners' knowledge and hence appeals to a wide audience. The topic this volume addresses is situated in the nexus of an IR- (International Relations) approach focussing on transboundary politics and its inclination to remain within the sphere of state sovereignty and national interest on the one hand, and Development studies, with its imperatives on participation, planning, and intervention, on the other. The dilemma, we argue, of better understanding transboundary water management lies in how to understand how these two rationalities can be simultaneously nurtured.
