Book New Directions in Water Resources Planning for the U S Army Corps of Engineers

Download or read book New Directions in Water Resources Planning for the U S Army Corps of Engineers written by National Research Council and published by National Academies Press. This book was released on 1999-04-29 with total page 121 pages. Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Army Corps of Engineers has long been one of the federal government's key agencies in planning the uses of the nation's waterways and water resources. Though responsible for a range of water-related programs, the Corps's two traditional programs have been flood damage reduction and navigation enhancement. The water resource needs of the nation, however, have for decades been shifting away from engineered control of watersheds toward restoration of ecosystem services and natural hydrologic variability. In response to these shifting needs, legislation was enacted in 1990 which initiated the Corps's involvement in ecological restoration, which is now on par with the Corps's traditional flood damage reduction and navigation roles. This book provides an analysis of the Corps's efforts in ecological restoration, and provides broader recommendations on how the corps might streamline their planning process. It also assesses the impacts of federal legislation on the Corps planning and projects, and provides recommendations on how relevant federal policies might be altered in order to improve Corps planning. Another important shift affecting the Corps has been federal cost-sharing arrangements (enacted in 1986), mandating greater financial participation in Corps water projects by local co-sponsors. The book describes how this has affected the Corps-sponsor relationship, and comments upon how each group must adjust to new planning and political realities.

The study describes key policy goals that each country program should adopt. It discusses ways to make industry control pollution and conserve water. It suggests means of making water more accessible and sewage collection and treatment more efficient.Practical ways to modernize irrigation techniques and hydropower systems, to protect ecosystems, minimize resettlement, and maintain biodiversity are outlined. Low-cost methods of providing drinking water for the rural poor and water for industry and agriculture are recommended. The study also recommends institutional and regulatory reforms that use incentives to promote more efficient water use and services, employ new water conservation technology, and let communities join in water management. The study describes the conditions that would affect World Bank lending to individual countries. It reviews the water management problems that would get urgent consideration. It also examines how Bank support is affected by a country's commitment to sound water management.

Book Water Resources Administration in the United States

Download or read book Water Resources Administration in the United States written by Martin Reuss and published by . This book was released on 1993 with total page 336 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume, co-published with the American Water Resources Association, is a collection of more than 20 papers originally presented at the National Forum on Water Management Policy in Washington, D.C., in the summer of 1992. Geographers, political scientists, historians, engineers, hydrologists, and economists present their views here on some of the most pressing questions regarding water resources that face the U.S. politicians and planners. Environmental degradation, water quality, and an adequate, reliable water supply are issues that concern the public. There are increased demands on water usage and public services, yet most Americans resist tax increases to pay for new services. These challenges beg for innovative solutions to new institutional approaches. This book brings a clear perspective and new ideas to the issue of water management policy and addresses the interests of a broad audience of concerned citizens across the country. Topics covered include multidisciplinary perspectives on water resource policy, plain management, and "sustainable development"--how to protect the environment while allowing for economic growth.
