Water Reuse presents a portfolio of treatment options available to mitigate water quality issues in reclaimed water along with new analysis suggesting that the risk of exposure to certain microbial and chemical contaminants from drinking reclaimed water does not appear to be any higher than the risk experienced in at least some current drinking water treatment systems, and may be orders of magnitude lower. This report recommends adjustments to the federal regulatory framework that could enhance public health protection for both planned and unplanned (or de facto) reuse and increase public confidence in water reuse.

East Asian nations are learning European experiences to adopt them in their political, economic and institutional contexts. However, implementation has been slow in practice, partly due to low acceptability that comes from the same concerns as in Europe, and partly due to weak institutional arrangements for the reform. The slow progress in the revenue side turns our eyes on expenditure side: how East Asian nations have increased environmental-related expenditures, and how far they have greened sectorial expenditures. This "lifecycle" assessment of the fiscal reform, coupled with the assessment of the institutional arrangement constitutes the features of this book. The book helps to provide overall picture of green fiscal reform and carbon-energy tax reform in the East Asian region. The region has a variety of countries, from lowest income to high-income nations. Nations have different interests in substance and barriers for reform. This book covers recent development of environmental fiscal reform and carbon-energy taxation in wider nations in the region, including South Korea, Taiwan, Thailand, Vietnam, Indonesia and Japan. This report argues that achieving The Paris Agreement’s objectives would require a massive transfer of existing and commercially proven low-carbon technologies (LCT) from high-income to developing countries where the bulk of future emissions is expected to occur. This mass deployment is not only a necessity but also an opportunity: Policies to deploy LCT can help countries achieve economic and other development objectives, like improving human health, in addition to reducing greenhouse gases (GHGs). Additionally, LCT deployment offers an opportunity for countries with sufficient capabilities to benefit from participation in global value chains and produce and export LCTs. Finally, the report calls for a greater international involvement in supporting the poorest countries, which have the least access to LCT and finance and the most underdeveloped physical, technological, and institutional capabilities that are essential to benefit from technology.

It explores the challenges, opportunities, and directions of all 19 city clusters, allowing readers to have a clear picture of China’s historical and ongoing progress, as well as the challenges and opportunities that lie ahead. In a short time, China’s city clusters have helped boost regional economic development, infrastructure development, trade and business, and better urban–rural integration. With enhanced coordination of connection and transport networks in and between the city clusters, we see a growing number of initiatives beyond just the initial economic strategies. The dual approach of top-down policies and infrastructure systems and bottom-up governance and investments has helped China consider urban–rural development strategies and regional sustainable development. These factors are essential to be explored from the city cluster perspective and in line with China’s sustainable development and carbon neutrality directions. Hence, the book covers these points holistically, ensuring that regional planning and development are favored in the face of uneven urbanization trends. We anticipate this book to be a valuable resource for local governments and authorities, urban planners and practitioners, developers, and urban researchers. While the focus is on China’s city clusters, we believe there are similar examples elsewhere. Hence, lessons learnt from this book could apply to other countries, regions, and subregions. It has recently set out ambitious plans to reduce the carbon intensity of its economy, boost green energy, draft a new climate law and introduce carbon trading. MPs say that this is the ideal time for the UK to work together with China; both to prepare the ground for a future international agreement and to secure potential opportunities for British businesses in China's burgeoning markets for low-carbon technologies (currently worth around £430 billion). The report warns, however, that the Government's work in China suffers from a lack of strategic direction. There are too many small projects, focused on too many different areas, rather than a coordinated effort to achieve key objectives tailored to appeal to Chinese priorities and which build on UK strengths. For policy, this means a focus on carbon pricing and accounting, where the UK has experience to offer. In the business area this mean identifying the potential markets and technologies in which the UK could have a comparative advantage. One area in which the UK could establish a comparative advantage with the right Government support is carbon, capture and storage (CCS) technology which could be a substantial export earner if the UK is able to develop CCS expertise early. The UK's ability to influence policy in China and to compete for business in low-carbon development depends on the reputation of the UK as a credible leader
