Both the kind and the amount of impurities in a polluted water affect the methods which can be employed for its purification, and this is so peculiarly true of sewage that its treatment has become an art in itself. Those waters which are to be purified for drinking purposes demand that a degree Of purity shall be produced which is not possible and usually unnecessary in the case Of sewage. The purification of the latter is, as a rule, quite incomplete as compared with that required for a safe drinking water, and obviously the Object to be attained is quite difl'erent. In the case of waters to be treated for making them suitable for steam-boiler purposes, or for general industrial uses, a slightly different Object is sought. The softening of hard waters or the removal of compounds of iron or manganese may be an integral part of the purification of a public drinking water supply, in which case it is combined with those processes utilized for making a water hygienically safe. Of course it is quite possible to carry on purification for industrial purposes independently of the more refined methods used for drinking water, and frequently this course is pursued in connection with manufacturing plants. I have endeavoured in the present monograph to give a survey, short perhaps, but as complete as possible, of the present position in regard to Water Purification and Sewage Disposal. Owing to the wide range of this subject particular processes could only be treated shortly in the space at disposal. One chapter, which is very fully treated in the present volume, though slightly elsewhere, is the disposal of industrial sewage. Many of the processes of purification are of quite recent date, and fresh experience is being obtained daily and reported upon in the most diverse publications. I have endeavoured to collect such information. With these ends in view Chapter IV and parts of Chapter V have been entirely rewritten. it is difficult to adequately cover in the interpretation of tests in a limited space and in such a manner as to be available for non-technical men. The treatment may seem somewhat arbitrary, but it is believed that careful reading of the articles on interpretation will convince the trained bacteriologist that they are basically sound and err on the side of safety. These filters, the first constructed for the purification of a municipal water-supply, were intended merely "to clarify the water, no investigations, at that date, having been made to determine what results, other than clarification, could be obtained by filters properly designed and operated. Twenty-seven years later Mr. James P. Kirkwood visited Europe for the city of St. Louis for the purpose of studying the methods of filtration in use abroad. On his return he submitted a report in which the filtering of the St. Louis water was recommended, following this report in 1869 with a treatise on the "Filtration of River Waters." This book contained the results of his observations and studies of thirteen filter-plants in Europe, and was the first publication to appear in English on the subject of filtration. The cause of this odor was not known until 1840 when Sconbein, a swiss chemist. Discovered it to be a gas then unknown to chemistry. Sconbein found that the new gas which he called ozone. Is an allotro pic form of oxygen produced by the passage of an electric current through ordinary oxygen, and that it is very unstable, decomposing easily into ordinary oxygen. It was found that because of this in stability ozone is a very active oxidizing agent. As such it has been found applicable as a bleacher and as a purifier. In connection with the subject of water quality, brief reference is made to the water bacteria, and some data are given on the methods of construction and operation of sand filters, together with the cost of filter construction in different water-works, and the cost per million gallons of water treated. The principal object in bringing out this work at the present time is to impress upon city officials, health officers, and others connected with or interested in works of public water supply, the necessity of a more vigorous attack of the problems of "Water Pollution," and "Purification of Water" intended for drinking and other dietetic uses. The statistics of population and typhoid fever death rates (Appendix A) have been obtained from health officers, waterworks managers, and official published reports.
