Book excerpt: On the one hand, population and economic growth are increasing the demand for water but on the other, environmental consequences of climate change, pollution and over extraction of groundwater are decreasing the worlds supply of fresh water. This makes the availability of water for human use one of the greatest global concerns of this century. Neither levelling growth nor technological innovation can stretch the existing supplies significantly; hence, it is imperative that demand side management techniques such as the use of water efficient fixtures in urban households, appropriate water tariff structure and regulatory policies are used as tools for water conservation. Conservation of water resources is one of the important aspects of ensuring sustainable development of cities and should incorporate environmental, social and economic dimensions. This book highlights the importance of using water efficiently in urban households, in both developed and developing cities. Specifically, the book focuses on: the determinants of water conservation behaviour, including psychological factors such as values, beliefs and attitudes, socio-economic factors such as income, water pricing and policies, environmental factors such as seasonal variations and demographic factors such as household size and age; the role of policies such as mandatory water restrictions, labelling of water saving devices and promotion of public awareness; the role of water and wastewater tariff structures in achieving the goals of revenue generation, affordability, demand management and equity and the design of conservation oriented rate structures; and the role of water saving devices in providing technological solutions to household water conservation. In relation to the above issues, the book provides several detailed case studies of cities to understand the effectiveness of such demand management tools and the lessons learnt. Pricing Urban Water offers a theoretical introduction to economics of the water sector, including the theory of water pricing and tariff systems, combined with detailed analyses of the water supply and sanitation infrastructure as well as of the municipal suppliers of Hyderabad and Varanasi. Introducing a method for estimating future water production costs in both cities serves as the basis for a tariff revision, which is put forward as one solution to improve the poor financial conditions both suppliers are in. Besides the revision of the tariff systems, some considerations on how to supply and charge urban poor and on the inclusion of private borewells in the tariffs are part of the discussion. How to finance the infrastructure and service of bulk water supply, and how to use pricing to achieve efficient allocation and use of water as a resource are the central issues that emerge from discussions about bulk water pricing. Efficiency will lead to allocating water resources better, reducing water losses caused by poor maintenance of the supply systems, and increased monitoring of water quality. At first glance, Brazil may not appear to be a relevant country from which to draw lessons in distributing scarce water resources, since it contains 12 percent of the world's fresh water supply. However, with its vast territory and issues of regional drought and population explosion, Brazil provides a unique environment in which to demonstrate how adequate pricing of bulk water on a regional level can help allocate water efficiently. This paper offers a framework for bulk water pricing reform and examines the lessons from recent analytical work and practice in Brazil, as well as relevant international experience. It then offers recommendations for the development of both water pricing and allocation policies to facilitate continued implementation of bulk water pricing in Brazil.

As water occupies and creates spaces, this work tries to establish a relation among the spaces and the structure of the city itself, using infrastructure in the shape of networks that cross the city and on-site systems such as boreholes and latrines, to be considered a hybrid and potentially resilient system.
