To address this, Kyrgyzstan, Tajikistan and Uzbekistan urgently need to step back from using water or energy as a coercive tool and focus on reaching a series of modest, bilateral agreements, pending comprehensive resolution of this serious problem. As economies become weaker and states more fragile, heightened nationalism, border disputes, and regional tensions complicate the search for a mutually acceptable solution to the region's water needs. A new approach that addresses water and related issues through an interlocking set of individually more modest bilateral agreements instead of the chimera of a single comprehensive one is urgently needed.

The collapse of the Soviet Union in 1991, led to the birth of fifteen countries including the five Central Asian republics, Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Uzbekistan. When the USSR ceased to exist, so did the centralised Soviet resource distribution system that managed the exchange and allocation of water, energy, and food supplies. A whole new set of international relations emerged, and the newly formed Central Asian governments had to redefine the policies related to the exchange and sharing of their natural resources. This book analyses the role of state power in transboundary water relations. It provides an in–depth study of the evolution of interstate relations in Central Asia in the field of water from 1991-2015. Taking as a case study the planned construction of the Rogun and Kambarata dams in Tajikistan and Kyrgyzstan, the author examines various forms of overt and covert power shaping interstate relations and the way hegemonic and counter-hegemonic measures are put in place in an international river basin. He argues that the intimate correlation between the concepts of power and hegemony can offer key insights to the analysis and understanding of transboundary water relations. While the analytical focus is placed on state power, the book demonstrates that hegemonic and counter-hegemonic tactics represent the ways in which power is wielded and observed. Offering fresh theoretical interpretations to the subjects of power and counter-hegemony in the Aral Sea basin, this book puts forward the original circle of hydro-hegemony, an analytical framework in which the various forms of power are connective in the function of hegemony. It will be of interest to scholars in the field of water and environmental politics and Central Asian Studies.

The Rubik’s cube starts to usually find structure and the different pieces find their places when its solver adopts a systematic approach. Still, solving the whole cube takes time and perseverance. This is also the case with water and security in Central Asia as demonstrated by the chapters in this book. In the case of water and security in Central Asia, there are many "faces", including not only the Central Asian states but also the neighbouring countries and other players of global geopolitics; "stickers" such as policies, practices, causes, and impacts; and "colours" such as the different stakeholders, ranging from the micro and meso levels to the macro level. Understanding all these, or getting clarity on the nexus, can seem extremely challenging. Even though none of the chapters alone answers the question of what constitutes water and security in Central Asia, each of them gives thoughtful ideas and information on the complexity of the issue. This book was published as a special issue of the International Journal of Water Resources Development.

The extremely arid character of the region is a cause of very sensitive natural and social conditions; a very fragile balance that is easily disturbed by any important impact from the outside or innovations from the inside. Only a thorough analysis of both the positive ambitions of the region and their possible negative consequences can provide the necessary understanding of why important development initiatives of the recent past have always produced the negative consequences as they did.

Both areas are characterised by transboundary conflicts, by challenges due to demographic and climate change and by political and societal pressures. Based on the findings, the book provides recommendations for science and political decisions makers as well as for international financing institutions. In addition, it outlines research gaps from an interdisciplinary perspective. In the past, MWEPs have been used as an instrument to cope with the demands of growing populations and to enhance development progress. Experiences with MWEPs have shown that a purely technical approach has not always brought about the desired results. In many cases, MWEPs have even resulted in negative implications for society and environment. Therefore, improved management strategies and enhanced technologies for a sustainable water resource management system are a prerequisite to meet present and future challenges. And, moreover, the continuous evaluation and optimisation of these measures is, likewise, a must.
