Book excerpt: The Institute for Water Resources (IWR), like most governmental entities, found the seventies were a decade of challenge. IWR is an interdisciplinary research center which, through staff studies or funding of studies by consultants, provides policy guidance and research and development in the area of water resources planning to the U.S. Army Corps of Engineers. As such, IWR played a considerable role in shaping the Corps of Engineers adaption to the 1970's. It was a decade of challenge, but it was also a decade of contribution in which IWR was able to contribute substantially to policy and procedures which resulted in a more adequate balancing of economic, environmental, and social values in water resources decision making. Central to this contribution was IWR's work in public involvement. The genesis for this reader was two-fold: A recognition that a great deal of material had been developed for IWR-sponsored training programs which many practioners inside and outside government believed represented an important contribution to the field of public involvement, and therefore deserved publication; and, A desire to provide recognition to IWR's contribution to the field over the field over the past decade.

His major finding is that, although leaders involved in water quality planning projects and the public share similar views on environmental issues, these leaders are by far the worst predictors of citizens' views. Professor Kamieniecki's systematic probing of the determinants that make some officials more adept than others at accurate calculation of public preference uncovers imbalanced public representation due to several factors. He concludes with an evaluation of citizen participatory mechanisms and consequent recommendations designed to elicit a wide range of public opinion, a prerequisite for acceptable environmental planning.

All the rest is simply an explanation. The Torah, also known as the Bible, the five books of Moses, and the Pentateuch, was written over 3,000 years ago. Since then, Jewish law has developed various interpretations and applications of the Torah, interpretations of those interpre- tions, and so on. Jewish law contains civil dictates as well as religious protocol. Problems that arose in the framework of religious life and problems surrounding civil relationships both found solutions in the same legal source—the Torah and the Halacha, the Jewish legal interpretations and rulings. This chapter on water law in the Jewish tradition provides insight into Jewish law and custom in general, and rules related to the protection of water sources in particular. One should not look, however, to find a written code of Jewish law, as there is none.

This technical model of water management is now being questioned. This book examines the nature of contemporary water management and the prospects for and barriers to different forms of engagement with the public. In particular, it shows how historical and social scientific understandings develop and question current water management norms in relation to water in the landscape, water in the home and the hidden management of water beneath our streets and behind our walls. It is shown that the four-fold challenges of climate change, urbanisation, changing environmental standards and fiscal accountability mean that we can no longer rely on unseen technical fixes to erase the threats of pollution, water shortages and floods. Such concerns offer two prompts for public engagement and participation. First, on a purely instrumental level, public engagement can complement, or offer an obvious alternative to, technical fixes. Second, public engagement may provide a route to find new ways of addressing water and related challenges. The author offers a unique social science perspective on many of the socio-technical issues facing the management of water in urban settings in developed countries, where urban is interpreted broadly to include all areas served by piped water. Drawing on historical context and an extensive review of the published literature, as well as the author's own empirical studies, the work prompts broader discussions about how we manage water in contemporary society. It is invaluable for students and professionals in water resource management and planning.
