The book is the product of findings from a workshop on water management in Islamic world held in Jordan 1998 with the focus to contribute in local and international policies that improve quality and accessibility of water in MENA region. The contributions are towards water demand management, fair water reuse and fair pricing of water. Most valuable contribution of the book is reconciliation between Dublin principles and Islamic principles.

Book excerpt: This thesis project addresses Islamic water management by presenting case studies on regional water issues and analyzing the extent to which Muslim-majority states behave in a way consistent with Islamic shariah law. The case studies presented in this thesis address both international cooperation related to the management of trans-boundary water basins (the Nile and Tigris-Euphrates River Basins) and domestic water management strategies employed by Muslim-majority states in the MENA region (Jordan and Yemen). In each case, it is not clear that there is consistency between the Islamic ideals discussed by academics and the actual techniques employed by various states. In international attempts at managing the shared waters of the Nile and Tigris-Euphrates Basins, the fact that many riparian states have Muslim-majority populations does not appear to make the management of trans-boundary resources any easier or more successful. The implications for Islamic water management at the domestic level is also unclear -- with shariah playing a positive role in Jordanian attempts at water conservation but promoting the over-exploitation of resources in Yemen. Although shariah appears to play a limited role in the management of trans-boundary water resources, it seems to be better suited for informing how states internally manage their endowments of freshwater resources.

However, after the emergence of the Dublin Principle in 1992, water is viewed as an economic good, thus it could be owned privately. This principle led private sectors to enter into the water management field and commercialise water resources. The main research question investigated is to find out whether there is any difference between the Islamic water management and current water privatization system. The objective of this paper is to find out and analyze if there is any difference between Islamic water management as it was implemented in the Prophet's era and the current water privatization system. The paper concludes that there are some differences between water management in Prophet's era and the current water privatization system. Unlike the Prophet's era, today water is perceived as economic good. Under water privatization system, water resource could be owned and treated privately and exclusively for profiteering purposes. The access of the poor to the water is restricted by their inability to pay. In pursuit of continuous and increasing profit, over extracting of water has endangered water sustainability. While the use of water in the Prophet's era was based on priority with domestic need fulfillment at the top level, under water privatisation the priority of water use is biased towards the sectors that are able to pay for it.

The findings of the book are the result of a decade-long interdisciplinary experiment in conceiving, developing, and implementing an interdisciplinary graduate program on Water Diplomacy at Tufts University, USA. This has led to the development of the Water Diplomacy Framework, a shared framework for understanding, diagnosing, and communicating about complex water issues across disciplinary boundaries. This framework clarifies important distinctions between water systems - simple, complicated, or complex - and the attributes that these distinctions imply for how these problems can be addressed. In this book, the focus is on complex water issues and how they require a problem-driven rather than a theory-driven approach to interdisciplinary collaboration. Moreover, it is argued that conception of interdisciplinarity needs to go beyond collaboration among experts, because complex water problems demand inclusive stakeholder engagement, such as in fact-value deliberation, joint fact finding, collective decision making, and adaptive management. Water professionals working in such environments need to operate with both principles and pragmatism in order to achieve actionable, sustainable, and equitable outcomes. This book explores these ideas in more detail and demonstrates their efficacy through a diverse range of case studies. Reflections on the program are also included, from conceptualization through implementation and evaluation. This book offers critical lessons and case studies for researchers and practitioners working on complex water issues as well as important lessons for those looking to initiate, implement, or evaluate interdisciplinary programs to address other complex problems in any setting.
